The investigation determined that, between 2010 and 2012, Nguyễn Hồng Quang, in his personal capacity as the General Director of Him Lam Nghệ An Joint Stock Company, took advantage of his connections and the people's need to buy land for housing.(Headquarters address: 199 Nguyen Van Cu Street, Vinh City, Nghe An Province), Chairman of the Board of Directors of Him Lam Pha Din Joint Stock Company(Headquarters address: 25 Le Nin Avenue, Vinh City, Nghe An Province), Deputy Director of Nghe An Textile and Garment Joint Stock Company(Head office address: Phuong Hoang Street, Trung Do Ward, Vinh City, Nghe An Province)He borrowed money from several individuals in Vinh City; signed contracts to receive capital contributions and purchase land with individuals in Nghe An, Ha Tinh, and Hanoi to implement the housing project for military officers in Hamlet 2, Nghi Phu Commune, Vinh City, Nghe An Province, and the housing project in Yen Giang Block, Vinh Tan Ward, Vinh City, Nghe An Province.

When the deadlines for payment as committed and for handing over the land to the investors for the two aforementioned projects arrived, Nguyen Hong Quang failed to pay and hand over the land, instead fleeing from Nghe An province.
