2. Conditions and standards:

2.1. General conditions and standards:

Being a Vietnamese citizen with a permanent address in Vietnam;

- From the age of 18 and above;

- Possesses good moral character, has a clean record, is not currently under criminal investigation or serving a sentence or criminal judgment of the Court; and is not currently subject to administrative sanctions.Placement in treatment facilities, educational institutions, or reform schools.; prohibited from practicing the profession or performing work related to the work covered by the contract;

- The application form is clearly presented;

- Possess professional qualifications, basic information technology skills, and proficiency in a foreign language relevant to the position being recruited for;

- Must be in good health to perform the duties; health classification I or II is required according to the criteria stipulated in Circular 32/2023/TT-BYT guiding the Law on Medical Examination and Treatment 2023, which specifies the principles for determining the scope of practice for medical practitioners from January 1, 2024, with height and weight criteria classified as I, II, or III; (In cases with health issues requiring consideration, the Hospital's Professional Council will be responsible for pre-selection and assessment).

2.2. ConditionsApplying the recruitment method of evaluationgarden:

Candidates eligible for recruitment through the non-examination method must meet the following conditions and standards:

- Meet the general conditions and standards set out in this notice;

- Having completed postgraduate training in a field relevant to the job position being recruited for (Master of Medicine, Specialist Doctor Level I, Resident Doctor, Doctor of Medicine, Specialist Doctor Level II or higher);

- Possess foreign language skills equivalent to level 2 (A2) or higher as stipulated in Circular No.01/2014/TT-BGDĐTThe Ministry of Education and Training issued the 6-level foreign language proficiency framework for Vietnam on January 24, 2014. If you possess one of the specified diplomas or certificates...as per clause 4.2.b of this noticethen it is used as a substitute;

- Apply for one of the Grade III Doctor positions listed in section 1.

3. Application documents:

3.1.Applicants should submit the following documents when submitting their application:

- Application form issued in accordance with Government Decree 85/ND-CP dated December 7, 2023 (applicants must fill in all information on the form; the form and instructions for filling in the information are attached to this announcement and posted on the Hospital's website http://bvnghean.vn).

- Notarized documents proving the candidate belongs to a priority group. For example:

+ Ethnic minorities: Identity card, or citizen identification card, or certificate of ethnic minority status issued by the Committee for Ethnic Minorities.

+ Children of war invalids, sick soldiers, etc.: War invalid card, sick soldier card, etc., and documents proving biological child status such as birth certificate, etc.

NotePlease submit the following documents for verification before accepting your application.

- Original postgraduate, undergraduate, and college diplomas.

- English language certificates, computer skills certificates, and professional licenses (if any).

- Health certificate in accordance with Circular 32/2023/TT-BYT guiding the Law on Medical Examination and Treatment 2023, which stipulates the principles for determining the scope of practice of medical practitioners from January 1, 2024.

3.2. For candidates participating in the selection process:

- In addition to the documents listed in section 3.1, eligible candidates must submit notarized copies of their English language certificate and computer skills certificate (if any).

4. Recruitment method:

4.1. Selection processForcase of postgraduate medical graduate

For doctors applying for the position of Doctor of Medicine Grade III with postgraduate qualifications, the selection process involves two rounds, as follows:

- Round 1: Check the eligibility requirements on the application form according to the requirements of the job position being recruited. If all requirements are met, the applicant will proceed to Round 2.

If candidates do not possess appropriate foreign language diplomas or certificates, the recruitment committee will organize an examination to assess their foreign language and computer skills as required for the position.

- Round 2: Examination in specialized professional skills and expertise. Format: Oral interview.

4.2Selection test: For all remaining cases

a) Candidates for civil servant positions will undergo two rounds of examinations with the following subjects:

- Round 1: 2 subjects. The exam format is multiple-choice questions on a computer.

+ General knowledge test.

+ Foreign language exam: English.

- Round 2: Examination in specialized professional skills and expertise. Examination format: Written test.

The results of Round 1 are determined by the number of correct answers for each section of the test. If a candidate answers 50% or more of the questions correctly in each section, they are eligible to proceed to Round 2 as per regulations.

b) Conditions for exemption from the foreign language exam:

Exemption from the foreign language exam if one of the following conditions is met:

- Possess a diploma in a foreign language (English, Russian, French, German, Chinese) at the same or higher level of training as the professional training required for the position being applied for;

- Possess a diploma at the same or higher level of training than the professional or vocational training required for the job position being applied for, having studied abroad or studied in a foreign language (English, Russian, French, German, Chinese) in Vietnam, recognized by a competent authority or automatically recognized according to the provisions of law;

- Possess a professional diploma with a foreign language proficiency level equivalent to or higher than the foreign language standard required for the position being applied for.

c) Applicants can register for 2 preferences for each position:
- Accountant, Financial Specialist with a university degree in Finance, Accounting, or Auditing.
- A Grade III doctor has a medical degree in general medicine.

4.3.Priority candidates in recruitment:

Priority in the recruitment of civil servants is implemented according to the regulations in Decree No. 115/2020/ND-CP dated September 25, 2020 and Decree No. 85/ND-CP dated December 7, 2023 of the Government.

5. Time, location, and content of the review:
