A strong political message from General Secretary To Lam's visit to Laos.

This morning in Vientiane, immediately following the solemn official welcoming ceremony, General Secretary To Lam held talks with General Secretary and President Thongloun Sisoulith.

Also attending the talks were Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man.

During the talks, Lao Party General Secretary and President Thongloun Sisoulith welcomed and highly appreciated General Secretary To Lam's choice of Laos as the first country to visit in his capacity as General Secretary of the 14th Party Congress.

The visit holds special significance in the history of bilateral relations, as the delegation included both Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man.

This is a powerful political message, demonstrating the highest level of trust between the two Parties and two countries, the rare and special solidarity between the two countries, as well as the high regard that the Communist Party of Vietnam and General Secretary To Lam personally have for the special solidarity relationship between Vietnam and Laos.

The General Secretary and President of Laos highly appreciated the important, comprehensive, and historically significant achievements that Vietnam has attained after 40 years of reform, especially during the term of the 13th National Congress.

General Secretary To Lam affirmed that the Communist Party of Vietnam always considers the successes of the Party, State, and people of Laos as a shared joy; and always trusts and strongly supports the cause of building and developing the fraternal country of Laos.

The Communist Party of Vietnam is ready to work with the Lao People's Revolutionary Party to further deepen the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between Vietnam and Laos, considering this a priceless asset, a law of development, and a factor guaranteeing the victory of the revolutionary cause of each country today and in the future.

General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith expressed their delight at the profound, effective, and substantive developments in Vietnam-Laos relations. These achievements not only directly contribute to the development of each country but also positively contribute to peace, stability, and development in the region.

The two leaders reached a high degree of consensus based on a shared understanding of the special solidarity between the two countries, and agreed to continue giving high priority to and effectively implementing the contents of the agreements and joint statements reached in December 2025.

The two leaders agreed that, in addition to the positive results already achieved, both sides should continue to innovate cooperation methods, improve quality and effectiveness in a more substantive direction; closely link strategic vision and concrete actions, and strengthen strategic coordination between the two Parties and the two countries.

Based on the major orientations with a long-term vision agreed upon by both sides, the two leaders agreed on the key priorities to be implemented immediately during this term, in order to quickly realize the goal of strategic alignment between the two countries, in the context of each Party implementing the Resolution of its new Congress and developing socio-economic development plans for the 2026-2030 period.

Accordingly, both sides will continue to strengthen the exchange of information and share experiences in the process of implementing the resolutions of each Party's Congress.

The two countries will strengthen the linkages between their economies, prioritizing the concentration of resources, coordinating closely, and decisively implementing strategic projects to create new momentum for economic, trade, investment, and regional development, striving to achieve a bilateral trade turnover of 10 billion USD in the near future.

Cooperation in education, training, and human resource development, especially high-quality human resources, should continue to be identified as a strategic and long-term area of ​​cooperation between the two countries.

Both sides will continue to strengthen cultural exchanges and people-to-people exchanges, especially between the younger generation; and promote cooperation in the field of information and communication to widely disseminate the tradition of special solidarity between Vietnam and Laos. Both sides also need to establish a government-level inspection and monitoring mechanism to check and evaluate the results of cooperation and promptly resolve difficulties so that projects are implemented on schedule and in accordance with agreements.

The two leaders also had an in-depth exchange on the global and regional situation and agreed to strengthen exchanges, consultations, and coordination in multilateral forums, enhance ASEAN solidarity, and consolidate ASEAN's central role.

At the conclusion of the talks, General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith witnessed the signing ceremony of important cooperation documents between ministries, departments, localities and relevant agencies of the two countries in the fields of education, justice and cooperation between localities.
