Message close to the people, respecting the people, close to the grassroots

(Baonghean) - During a working session with the leaders of the Party Committee, government, organizations, and secretaries and hamlet chiefs of An Hoa commune, Quynh Luu district, Provincial Party Secretary Nguyen Dac Vinh emphasized the proactive role of the grassroots political system in grasping and promptly handling emerging issues, especially urgent and prominent issues. The message conveyed through the working session of the Provincial Party Secretary in An Hoa commune was: leaders, managers, and party members must truly be close to the people, respect the people, and work for the people, and practice what they preach.

Direct "hot" handling

The meeting between Provincial Party Secretary Nguyen Dac Vinh and cadres, secretaries, and hamlet chiefs of An Hoa commune, Quynh Luu district, in the late afternoon of February 12 took place in a frank, open, and democratic atmosphere. Many opinions and recommendations from local people were reported to the provincial working group; and immediately the Provincial Party Secretary gave instructions for "hot" solutions; at the same time, he suggested and conveyed many wishes to key cadres and local people in many fields, especially promoting the role of the political system at the grassroots level.

After quickly reporting to the working delegation of the Provincial Party Secretary some of the main features of the locality, Secretary of the Party Committee of An Hoa commune Ho Anh Dung proposed that the province support more cement for the locality to build new rural areas; upgrade the salinity prevention dyke and the three-gate sluice that have been degraded to serve agricultural production and people's lives; upgrade the water supply pipeline for people's daily life or build a clean water supply plant to supply the cluster of communes, including An Hoa commune. Especially pay attention to solving the problem of lack of classrooms.

“The primary school has met the national standard level 1 but is at risk of losing the standard because this school year it is lacking about 10 classrooms. The secondary school is lacking classrooms, students have to study in 2 shifts,” said comrade Ho Anh Dung. The Party Secretary of An Hoa commune also proposed that the province pay attention to supporting the activities of salt farmers who currently account for 45% of the commune’s population, but are facing many difficulties due to low salt prices.

The Provincial Party Secretary and the working delegation listened to the opinions of the secretaries and hamlet chiefs of 14 hamlets of An Hoa commune. In particular, representing Tan Thinh hamlet, Hamlet Chief Pham Ngoc Lap reflected on the current situation of traffic that has not been invested in and built in the hamlet; expressed concern that the bridge on the main road connecting the commune center to the hamlet is in a state of disrepair and has not been invested in to renovate or upgrade.

Discussing with the cadres and people of An Hoa commune, Secretary of the Provincial Party Committee Nguyen Dac Vinh answered each issue in detail, including regarding the implementation of the National Target Program on New Rural Construction in this locality. The Secretary of the Provincial Party Committee assessed that although the commune has currently achieved 15 criteria and is striving to reach the new rural target by 2018, it is facing some difficulties in implementing the remaining criteria.

Therefore, the province will conduct specific research to support localities with more cement for road construction. As for major projects such as saltwater prevention dykes, three-door sluices, and school construction, the province and district will conduct specific research to respond to localities; regarding the issue of domestic water, the Provincial Party Secretary also noted and will conduct specific research.

Sharing the difficulties in economic development of An Hoa, when 40% of the population is still engaged in agriculture and 45% of the population is engaged in salt production, the Provincial Party Secretary suggested that it is necessary to convert the salt production profession for the people with the support of authorities at all levels; and also said that he would discuss with banks to support local people to access loans to build fishing boats to go offshore.

In particular, regarding the petition of the hamlet chief of Tan Thinh hamlet about the degraded bridge, right after the meeting at the commune headquarters, although it was dark, the Provincial Party Secretary directly went to inspect the scene of this bridge. Here, after checking the current status of the bridge, Provincial Party Secretary Nguyen Dac Vinh directly called the Director of the Department of Transport to request the Department to inspect and survey the bridge to have a solution; at the same time, assigned the Chairman of the Quynh Luu District People's Committee to coordinate with the Department of Transport to handle the people's petition. Regarding this content, talking to reporters, Director of the Department of Transport Nguyen Hong Ky said that on the afternoon of February 13, the Department's working group went to An Hoa commune to inspect the current status of the bridge to have a specific solution according to the direction of the Provincial Party Secretary.

Strengthen dialogue with the people, do not avoid the problem

Assessing the political system and people of An Hoa commune, they have made many efforts in developing the economy and improving people's lives. However, the Provincial Party Secretary frankly emphasized to the commune leaders, secretaries, and hamlet chiefs that the province "is not really assured about the situation in An Hoa commune", when there are still unfortunate incidents of security and order occurring in the area.

Citing statistics, An Hoa Commune Party Committee has 330 party members operating in 17 party cells, along with a complete political system, but unfortunate incidents related to security and order still occur; the Provincial Party Secretary raised the issue: "Where the cause is, it must be resolved from there" and emphasized that the entire political system must be involved, "we should not think that it is someone else's business, or anyone else's business".

The Provincial Party Secretary also noted that the Party Secretary and Chairman of the People's Committee of An Hoa commune must be very close to the grassroots, truly attached to the Party members, so that each Party member can perceive and grasp the situation, thereby having a voice, supporting the political system, so that the people can trust and support the leadership of the commune. "Common issues should have dialogue, exchange, and explanation, no issue should be avoided."

The Provincial Party Secretary also emphasized that in Party activities, it is necessary to mention more policies and guidelines of the Party, State and province such as the issue of handling marine environmental pollution incidents in the Central provinces so that cadres, party members and the masses can fully and comprehensively grasp them.

Also in An Hoa commune, Provincial Party Secretary Nguyen Dac Vinh visited 105-year-old Vietnamese Heroic Mother Ho Thi Hoa in Nam Tien hamlet. The Provincial Party Secretary kindly asked about her health and wished her a long life.

It can be said that the working trip of Provincial Party Secretary Nguyen Dac Vinh to An Hoa commune did not only stop at solving the specific issues that were pointed out; but also conveyed the message of the Provincial Party Secretary about the working spirit for the leadership and management team at all levels, of cadres and party members in the whole province.

That is to be close to the people, closely attached to the grassroots; proactively grasp and handle issues right from the grassroots, especially urgent issues; thereby creating strength, promoting the role of the political system; consolidating people's trust in the leadership of the Party and authorities at all levels.

This is also one of the solutions to implement Party building and rectification in the spirit of Resolution 4 of the Central Committee (12th tenure): “Party committees, authorities and leaders at all levels must develop plans, focus on leadership, direction, inspection and supervision, and overcome bureaucracy and distance from the people. Focus on propaganda, education, and training of a scientific, specific, and grassroots working style for leaders and managers at all levels.”
