(Baonghean) - During a working session with the Party Committee, government, mass organizations, and village heads and secretaries of An Hoa commune, Quynh Luu district, Provincial Party Secretary Nguyen Dac Vinh emphasized the proactive role of the grassroots political system in promptly grasping and handling emerging issues, especially pressing and prominent ones. The Provincial Party Secretary's working session in An Hoa commune also conveyed the message that leading officials, managers, and Party members must truly be close to the people, respect the people, and work for the people, ensuring that their words match their actions.
Directing immediate action
The working session between Provincial Party Secretary Nguyen Dac Vinh and officials, secretaries, and village heads of An Hoa commune, Quynh Luu district, on the late afternoon of February 12th took place in a frank, open, and democratic atmosphere. Many opinions and suggestions from the local people were conveyed to the provincial working group; and the Provincial Party Secretary immediately issued directives to address these urgent issues. He also offered suggestions and expressed many hopes for key officials and the local people in various fields, especially regarding the role of the grassroots political system.

After briefly reporting to the delegation led by the Provincial Party Secretary on some key aspects of the locality, the Secretary of the An Hoa Commune Party Committee, Ho Anh Dung, proposed that the province provide additional cement for the construction of new rural areas; upgrade the dilapidated saltwater intrusion prevention dike and three-gate sluice to serve agricultural production and people's lives; upgrade the water supply pipeline for the people or build a clean water plant to supply the cluster of communes, including An Hoa commune. He particularly requested attention to address the shortage of classrooms.
“The primary school has achieved National Standard Level 1 but is at risk of losing it because it is still short of about 10 classrooms this school year. The secondary school is also short of classrooms, forcing students to attend classes in two shifts,” said Comrade Ho Anh Dung. The Secretary of the Party Committee of An Hoa commune also requested the province to pay attention to supporting the activities of salt farmers, who currently account for 45% of the commune's population but are facing many difficulties due to low salt prices.
The Provincial Party Secretary and the delegation listened to the opinions of the secretaries and village heads of the 14 villages in An Hoa commune. Among them, the representative of Tan Thinh village, Village Head Pham Ngoc Lap, reflected on the lack of investment in transportation infrastructure in the village; expressing concern that the bridge on the main road connecting the commune center to the village was dilapidated and had not been renovated or upgraded.
During discussions with officials and residents of An Hoa commune, Provincial Party Secretary Nguyen Dac Vinh meticulously addressed each issue. Regarding the implementation of the National Target Program for New Rural Development in the locality, the Provincial Party Secretary assessed that although the commune has currently met 15 criteria and is striving to achieve the new rural development goal by 2018, it is facing some difficulties in fulfilling the remaining criteria.
Therefore, the province will conduct specific research to provide further support to localities regarding cement for road construction. As for large projects such as saltwater intrusion prevention dikes, three-gate sluices, and school construction, the province and districts will conduct research and provide specific answers to the localities; regarding the issue of drinking water, the Provincial Party Secretary also acknowledged it and will conduct specific research.
Sharing the difficulties in An Hoa's economic development, where 40% of the population is still engaged in agriculture and 45% in salt production, the Provincial Party Secretary suggested the need to transition the people to salt production with the support of all levels of government; he also stated that he would discuss with banks to support local people in accessing loans to build offshore fishing vessels.
In particular, regarding the petition from the head of Tan Thinh hamlet about the dilapidated bridge, immediately after the meeting at the commune headquarters, despite it being already dark, the Provincial Party Secretary personally went to inspect the bridge. There, after checking the bridge's condition, Provincial Party Secretary Nguyen Dac Vinh directly telephoned the Director of the Department of Transport, requesting the Department to inspect and survey the bridge to develop a solution; he also instructed the Chairman of the People's Committee of Quynh Luu district to coordinate with the Department of Transport to address the people's petition. Regarding this matter, in an interview with reporters, the Director of the Department of Transport, Nguyen Hong Ky, stated that on the afternoon of February 13th, a working group from the Department went to An Hoa commune to inspect the bridge's condition and develop a specific plan for handling it, as directed by the Provincial Party Secretary.
Strengthen dialogue with the people and do not shy away from issues.
Evaluating the political system, the people of An Hoa commune have made many efforts in economic development and improving people's lives. However, the Provincial Party Secretary frankly emphasized to the commune leaders, secretaries, and village heads that the province "is not truly reassured about the situation in An Hoa commune," as there are still regrettable incidents related to security and order occurring in the area.
Citing statistics, the An Hoa commune Party Committee has 330 Party members operating in 17 branches, along with a complete political system, yet regrettable incidents related to security and order still occur. The Provincial Party Secretary raised the question: "Where do the causes lie? We must address them from there," and emphasized the need for the involvement of the entire political system, stating, "We shouldn't think of it as someone else's problem."

The Provincial Party Secretary also noted that the Party Committee Secretaries and Chairmen of the People's Committees of An Hoa commune must be very close to the grassroots, genuinely connected with Party members, so that each Party member understands and grasps the situation, thereby having a voice and supporting the political system, so that the people trust and support the leadership of the commune. "General issues should be discussed, exchanged, and explained; no issue should be avoided."
The Provincial Party Secretary also emphasized that Party meetings should frequently address the policies and guidelines of the Party, the State, and the province, such as the handling of marine environmental pollution incidents in the central provinces, so that cadres, Party members, and the general public can fully and comprehensively understand them.
“I sincerely thank the efforts and dedication of the grassroots officials and Party members of An Hoa commune, and I hope that you will continue to uphold your pioneering and exemplary roles, encouraging the people to maintain unity, produce well, and maintain security and order in the area,” – the Provincial Party Secretary concluded the working session with sincere messages to the Party committee, government, secretaries, and village heads of the 14 villages of An Hoa commune, Quynh Luu district.
Also in An Hoa commune, Provincial Party Secretary Nguyen Dac Vinh visited Heroic Vietnamese Mother Ho Thi Hoa, 105 years old, in Nam Tien hamlet. The Provincial Party Secretary cordially inquired about her health and wished her a long life.
It can be said that the working visit of Provincial Party Secretary Nguyen Dac Vinh to An Hoa commune not only addressed the specific issues that had been identified, but also conveyed the Provincial Party Secretary's message about the work ethic of leaders and managers at all levels, as well as cadres and Party members throughout the province.
This means being close to the people, deeply connected with the grassroots; proactively grasping and addressing issues right from the grassroots level, especially pressing issues; thereby creating strength and enhancing the role of the political system; and consolidating the people's trust in the leadership of the Party and government at all levels.
This is also one of the solutions for building and rectifying the Party in accordance with the spirit of Resolution No. 4 of the Central Committee (12th Congress): “Party committees, governments, and leaders at all levels must develop plans, focus on leadership, direction, and inspection and supervision, and overcome bureaucracy and detachment from the people. Emphasis should be placed on propaganda, education, and training in a scientific, concrete, and grassroots-oriented working style for the leadership and management staff at all levels.”
