Through a list of 44 individuals elected or approved by the National Assembly, a vote of confidence is being held.
(Baonghean.vn) - On the afternoon of October 24th, continuing the program of the 6th Session, the 15th National Assembly began the process of taking a vote of confidence for those holding positions elected or approved by the National Assembly from the beginning of the 15th National Assembly term. This process was chaired by National Assembly Chairman Vuong Dinh Hue.

Presenting the list of individuals subject to a vote of confidence at the 6th Session of the 15th National Assembly, the Head of the Delegation Affairs Committee under the Standing Committee of the National Assembly, Nguyen Thi Thanh, stated: According to Resolution No. 96/2023/QH15 of the National Assembly dated June 23, 2023, the National Assembly will conduct a vote of confidence for the following individuals holding the following positions: President, Vice President, Speaker of the National Assembly, Vice Speaker of the National Assembly, Members of the Standing Committee of the National Assembly, Secretary General of the National Assembly, Chairman of the National Ethnic Council, Chairmen of the Committees of the National Assembly, Prime Minister, Deputy Prime Minister, Ministers, other members of the Government, Chief Justice of the Supreme People's Court, Prosecutor General of the Supreme People's Procuracy, and the State Auditor General.
According to the Constitution and laws, the total number of people holding positions elected or approved by the National Assembly since the beginning of the 15th National Assembly term is 50 positions; currently, 49 people are holding positions elected or approved by the National Assembly.
Resolution 96/2023/QH15 stipulates that no confidence vote will be taken for office holders who have announced their retirement or who were elected or appointed in the year of the confidence vote. Therefore, five individuals elected or approved in 2023 will not be subject to a confidence vote, including: President Vo Van Thuong; Deputy Prime Ministers Tran Hong Ha and Tran Luu Quang; Minister of Natural Resources and Environment Dang Quoc Khanh; and Member of the National Assembly Standing Committee and Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh.
Accordingly, the Standing Committee of the National Assembly submitted to the National Assembly a list of 44 individuals to be subject to a vote of confidence at the 6th Session of the 15th National Assembly. With 95.34% of the total National Assembly delegates participating in the vote in favor, the National Assembly unanimously approved the list of individuals to be subject to the vote of confidence.
Speaking at the working session, National Assembly Chairman Vuong Dinh Hue emphasized that the confidence vote aims to enhance the effectiveness and efficiency of the National Assembly's oversight activities, improve the quality and efficiency of the State apparatus, and contribute to assessing the prestige and performance of those being evaluated. It helps those elected and approved by the National Assembly understand their level of trust, encouraging them to strive, improve, and enhance the quality and efficiency of their work. Furthermore, it serves as a basis for competent authorities to consider, plan, train, and assign personnel. Therefore, this is a crucial task that must be conducted according to strict procedures, ensuring democracy, objectivity, impartiality, openness, and transparency.
After the National Assembly voted to approve the list of individuals subject to a vote of confidence using the electronic voting system, the National Assembly proceeded to discuss in groups the issues related to the vote of confidence.
According to the agenda for the 6th Session approved by the National Assembly, on the morning of October 25th, the Standing Committee of the National Assembly will report on the results of discussions within the delegations regarding issues related to the vote of confidence. The National Assembly will establish a Vote Counting Committee and conduct the vote of confidence by secret ballot.
Later that afternoon, the Vote Counting Committee reported the results of the vote count. The Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, presented the draft Resolution confirming the results of the confidence vote for those holding positions elected or approved by the National Assembly. Following this, the National Assembly will vote to approve the Resolution confirming the results of the confidence vote for those holding positions elected or approved by the National Assembly.

Also during the afternoon session on October 24th, after hearing the report presented by Mr. Le Tan Toi, Member of the Standing Committee of the National Assembly and Chairman of the National Assembly's Committee on National Defense and Security, explaining, accepting, and revising the draft Law on Management and Protection of National Defense Facilities and Military Zones, the National Assembly proceeded to discuss in the plenary session some contents of the draft Law that still had differing opinions. Minister of National Defense Phan Van Giang, on behalf of the Ministry, explained and clarified some issues raised by National Assembly deputies.
