Land recovery from new forestry farms has only reached over 20%

(Baonghean.vn) - Up to this point, the whole province has only recovered more than 2,062 hectares/10,090.24 hectares of land from 5/11 forestry companies assigned to districts, accounting for more than 20%.

That information was given at an online conference with districts, cities and towns in the province on natural resources and environment work organized by the Department of Natural Resources and Environment on the afternoon of September 19.

Comrade Vo Duy Viet - Member of the Provincial Party Committee, Director of the Department of Natural Resources and Environment chaired the conference. Also attending were representatives of the Department of Construction and the Provincial Religious Committee.

Before Resolution No. 30 of the Politburo and Resolution No. 118/2014/NQ-CP of the Government, based on the proposal of the People's Committees of the districts and the results of reviewing the land use of agricultural and forestry companies and the protection forest management board, the industry consulted and submitted to the Provincial People's Committee to reclaim more than 14,052 hectares of land to hand over to localities for management and use.

Accordingly, the districts focused on allocating land to people for production, such as: Quy Hop district allocated 4,468.5/5,455.7 hectares; Quy Chau allocated 1,871.7/2,342.1 hectares; Thanh Chuong allocated 1,786.5/2,297.6 hectares...

As for the review and appraisal to recover land according to Resolution No. 30 of the Politburo and Resolution No. 118/2014/NQ-CP of the Government, the total area expected to be recovered from 11 forestry companies in the province to return to the locality is more than 10,090 hectares.

However, up to now, of the total area above, only more than 2,062 hectares have been recovered from 5 forestry companies to hand over to localities for management and use.

Localities have not yet developed plans to allocate land to households and individuals for use on land that has been recovered and handed over.

Based on clarifying the causes of the above-mentioned shortcomings and limitations, the Department of Natural Resources and Environment has clarified responsibilities, solutions and requested districts and relevant provincial departments and branches to strengthen effective coordination to accelerate the implementation of Resolution No. 30 of the Politburo and Resolution No. 118/2014/NQ-CP of the Government on land recovery, allocation, and issuance of Land Use Right Certificates (LURCs) for mountainous people to produce and stabilize their lives.

At the conference, the Department of Natural Resources and Environment disseminated a number of viewpoints and principles for managing and using land recovered from agricultural and forestry companies; a number of procedures for registration, initial issuance and reissuance of land use right certificates for households and individuals; work on adjusting land use planning until 2020; land use planning for 2018; building a comprehensive list of projects requiring land recovery and land use purpose change; and a number of issues when confirming approval of investment policies.

In addition, the Department of Natural Resources and Environment also implemented contents related to the Prime Minister's project to strengthen handling of violations in land management and use in the 2016-2020 period; the project to improve land use efficiency in Nghe An province in the 2017-2020 period...

The conference also took time to discuss and resolve difficulties and obstacles related to the issuance of first-time land use right certificates and the issuance of new land use right certificates for households and individuals after surveying new cadastral maps.

Particularly difficult are the issuance of land use right certificates for land allocated beyond authority; ownership of houses and assets attached to land in urban areas and apartment buildings; State management and handling of some violations of land and mineral exploitation laws, as well as solutions to each specific case and incident related to land complaints and disputes in each locality....

Emphasizing some key tasks in the coming time, Director of the Department of Natural Resources and Environment Vo Duy Viet requested localities to be more drastic in granting land use right certificates, ensuring people's rights; pay attention to reviewing and handling projects that are not implemented or behind schedule in the area, and at the same time report to the province for projects that are not under their authority.

The Director of the Department of Natural Resources and Environment of the province also requested to strengthen management and have a resolute attitude towards violations in land management, mineral exploitation and environmental protection...
