(Baonghean.vn) - Lieutenant Colonel Dang Hai Trieu was honored to be one of five individuals commended and received a Certificate of Merit from the Director General of the Police Department (Ministry of Public Security) for outstanding achievements in the "For National Security" emulation movement during the period 2011-2016.

Lieutenant Colonel Dang Hai Trieu (born in 1973) is from Dien Thanh commune, Dien Chau district. After graduating from the People's Police Special Forces School in 1998, he was assigned to work at the Police Protection and Judicial Support Department (now the Mobile Police Department – ​​PK20) of Nghe An Provincial Police. Ten years later, he was transferred to the 113 Police Team.

In his role as a "leader," Lieutenant Colonel Dang Hai Trieu has made every effort to work with his fellow officers and soldiers to effectively carry out patrol and control duties, demonstrating resourcefulness, courage, and determination in attacking and suppressing all types of crime, especially armed criminals, those using shotguns, and organized crime groups, thereby contributing to ensuring security and order in the area and creating a positive image of a people's police officer.

Among his many encounters with dangerous criminals, Lieutenant Colonel Dang Hai Trieu still cannot forget the feeling of facing drug kingpin Nguyen The Duoc (born in 1974), residing in Block 19, Cua Nam Ward, Vinh City (Nghe An province) more than 10 years ago. As one of the key links in a transnational drug trafficking ring from Laos to Vietnam, Duoc had close ties to "kingpin" Hai "Luan" in the trafficking of 180 blocks of heroin. Duoc was very cunning and had many tricks to evade law enforcement, so even when his "seniors" were successively arrested, Duoc remained at large.

Around 3:00 AM on February 23, 2004, while conducting an armed patrol on Phong Dinh Cang Street in Truong Thi Ward (Vinh City), Dang Hai Trieu spotted a young man acting suspiciously who had thrown a black sack by the roadside. He and his colleagues successfully apprehended the suspect, and upon bringing him to the mobile police station, they were shocked to discover that the sack contained 30 blocks of heroin. Even more surprisingly, the young man was none other than Nguyen The Duoc, a notorious transnational drug trafficker who brazenly carried 30 blocks of heroin in the middle of the street. However, this "kingpin" was ultimately defeated by his nemesis, Dang Hai Trieu.

In early 2012, Mr. Duc, a construction company director with a house in Vinh City, called the 113 Police Command Center for help when his former employee, Ho Huu Khang (born in 1962), residing in Quynh Luu district (Nghe An province), came to his house with 8 pre-activated explosive devices in a briefcase and demanded 150 million VND in ransom.

After investigating and realizing the suspect was extremely reckless and violent, Lieutenant Colonel Dang Hai Trieu, then Deputy Head of the 113 Police Team, decided to pursue the case using plan two: requesting the homeowner to prepare money to give to the suspect to "lure" him out of the city center with the explosives. As planned, after receiving the money, Khang took the explosives, jumped into a taxi, and drove straight to his home in Quynh Chau commune, Quynh Luu district, over 80km from the crime scene.

Throughout the journey, Dang Hai Trieu and another associate persistently followed the suspect on a motorbike. When the suspect stopped the car and rolled down the window to hand the money to his wife, the two men immediately rushed forward. One quickly snatched the briefcase containing the 8 pre-activated bars, while the other promptly apprehended the suspect inside the taxi, much to the surprise of the suspect himself and those around him.

Lieutenant Colonel Nguyen Hai Trieu shared that recently, every time he goes out on duty after receiving reports of crimes from the public, he can't help but feel worried. Because in the cases of intentional injury, public disorder, and resistance to law enforcement that his unit handles, many suspects show signs of being under the influence of drugs, are HIV-positive, or act in groups, armed with various weapons such as grenades, guns, and knives… and appear very aggressive and reckless.

Therefore, the requirement was not only to quickly and decisively resolve the case, arrest the suspect and seize the evidence, but also to ensure absolute safety for the public and the task force. With a strategy always adhering to the "three best" principle – "fastest, strongest, and most effective" – Lieutenant Colonel Dang Hai Trieu has worked closely with his colleagues to initially resolve many complex cases.

Lieutenant Colonel Dang Hai Trieu's efforts over the years have been recognized and highly appreciated by various levels and sectors. Not only has he created the "brand" of CS113, but from 2009 to the present, Lieutenant Colonel Dang Hai Trieu himself has also been recognized with many valuable awards.

Most recently, at the Conference of Outstanding Advanced Units of the Rapid Response Police and Public Order Police Force for the period 2011-2016, held on September 27th, Lieutenant Colonel Dang Hai Trieu was honored as one of five individuals to be commended and receive a Certificate of Merit from the Director General of the General Department of Police (Ministry of Public Security) for his outstanding achievements in the "For National Security" emulation movement during the period 2011-2016, making a significant contribution to ensuring national security and maintaining social order and safety.
