The Ministry of Finance has just released information regarding Government Decree No. 03/2017/ND-CP dated January 16, 2017, on casino business. One of the regulations includes a pilot program allowing Vietnamese citizens to gamble at casino establishments for a period of three years, starting from the date the first casino business is authorized to conduct this pilot program.
After a three-year pilot program, the government will summarize, evaluate, and decide whether to continue allowing Vietnamese citizens to gamble in casinos or to terminate the permit.
This decree was issued to enhance the effectiveness and efficiency of state management in the casino business sector; it also stipulates the responsibilities of ministries, sectors, localities, and relevant state management agencies in managing and supervising casino business operations.
This regulation aims to meet the recreational needs of a segment of the population with legitimate incomes, contributing to the fight against illegal gambling activities that negatively impact social order and safety, and the illegal transfer of foreign currency abroad to participate in illegal gambling activities.
Furthermore, the Decree also stipulates the conditions under which Vietnamese citizens are allowed to gamble in casinos. Specifically, individuals must be 21 years of age or older and possess full civil capacity; and have sufficient financial capacity (regular income of 10 million VND/month or more, or be subject to income tax at level 3 or higher).
At the same time, Vietnamese citizens entering casinos must purchase an entry ticket with an entrance fee of 1 million VND/24 consecutive hours/person or 25 million VND/month/person, and must not be subject to a request from family members to the casino operator prohibiting them from playing at the casino establishment.
In addition, the Decree also stipulates that certain individuals are not allowed to gamble at casino establishments, such as those currently under prosecution, those with prior convictions for crimes against national security, those whose prison sentences have been temporarily suspended, and drug addicts.
For businesses investing in and operating casinos in Vietnam, the Decree clearly states that, in order to be granted a casino business license, the business must invest in and build a comprehensive service, tourism, and entertainment complex project with a minimum investment capital of 2 billion USD.
