What is the procedure to change a yellow license plate to a white background?

Reply:Pursuant to Clause 3, Article 18 of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles, specialized motorbikes, and vehicles operating in automobile transportation business that have been issued with license plates with a yellow background, black letters and numbers, they can apply to change to license plates with a white background, black letters and numbers.

Documents and procedures as prescribed in Articles 19 and 20 of Circular No. 79/2024/TT-BCA, specifically:

"Article 19. Documents for changing vehicle registration certificate and license plate

1. Vehicle registration certificate.

2. Vehicle owner's documents as prescribed in Article 10 of this Circular.

3. Vehicle registration certificate (in case of changing vehicle registration certificate) or license plate (in case of changing license plate).

4. Some other documents:

a) Modified vehicles that change the engine assembly or chassis assembly must have additional certificates of origin, documents of payment of registration fees, and documents of transfer of ownership of the engine assembly or chassis assembly according to regulations. In case the engine assembly or chassis assembly is not of the same type, there must be additional certificates of technical safety and environmental protection of the modified motor vehicle or specialized motorbike according to regulations;

b) A modified vehicle that replaces the engine assembly of a registered vehicle must have a certificate of revocation of the vehicle registration certificate and license plate of the vehicle with that assembly;

c) Vehicles modified to change their vehicle type must have additional certificates of technical safety and environmental protection for motor vehicles and specialized motorbikes modified according to regulations;

d) In case of changing a license plate with a yellow background and black letters and numbers to a license plate with a white background and black letters and numbers, there must be an additional document revoking the transport business license or a document revoking the badge or sign;

d) In case the vehicle owner needs to change the vehicle registration certificate when changing the headquarters or place of residence to a new address outside the registration scope of the agency that changes the vehicle registration certificate and license plate, there must be an additional vehicle file confirmation paper according to form DKX14 issued with this Circular;

Article 20. Procedures for changing vehicle registration certificates and license plates

1. Perform public services partially online or carry out procedures directly at the vehicle registration agency: The vehicle owner declares the vehicle registration form according to the provisions of Article 9 of this Circular, submits the application for changing the vehicle registration certificate and license plate according to the provisions of Article 19 of this Circular and pays the prescribed fee. In case the vehicle is modified or has a changed paint color, the vehicle owner must bring the vehicle in for inspection.

2. After checking the vehicle records to ensure they are valid, the vehicle registration authority will change the vehicle registration certificate and license plate according to regulations; the vehicle owner will receive the vehicle registration results at the vehicle registration authority or from the public postal service;

In case of changing the vehicle registration certificate, the license plate number will remain the same; for vehicles registered with 3-digit or 4-digit license plates, a new license plate number will be issued according to regulations (the vehicle registration certificate, 3-digit or 4-digit license plate will be revoked);

In case of changing the license plate from white background, black letters and numbers to yellow background, black letters and numbers or from yellow background, black letters and numbers to white background, black letters and numbers, a new identification license plate must be issued (in case there is no identification license plate) or the identification license plate must be reissued (in case there is already an identification license plate).

3. In case of changing the vehicle registration certificate when the vehicle owner changes his/her headquarters or place of residence to a new address outside the scope of the vehicle registration agency that issued the vehicle registration certificate:

a) The vehicle owner submits the vehicle registration certificate and the vehicle profile confirmation request (according to form DKX13 issued with this Circular) to the vehicle registration agency managing the vehicle profile to be issued a vehicle profile confirmation certificate;

b) The vehicle owner shall declare the vehicle registration and submit the vehicle file confirmation to the vehicle registration authority at the new address as prescribed in Article 4 of this Circular to change the vehicle registration certificate.
