What is the procedure for changing a yellow license plate to a white one?

Reply:Based on Clause 3, Article 18 of Circular No. 79/2024/TT-BCA dated November 15, 2024, issued by the Minister of Public Security, which regulates the issuance and revocation of vehicle registration certificates and license plates for motor vehicles, specialized motorcycles, and vehicles used for commercial transportation, those that have been issued yellow license plates with black letters and numbers may apply to change to white license plates with black letters and numbers.

The documents and procedures are as stipulated in Articles 19 and 20 of Circular No. 79/2024/TT-BCA, specifically:

"Article 19. Documents required for changing vehicle registration certificates and license plates.

1. Vehicle registration application form.

2. Vehicle owner's documents as prescribed in Article 10 of this Circular.

3. Vehicle registration certificate (in case of changing the vehicle registration certificate) or license plate (in case of changing the license plate).

4. Other documents:

a) For vehicles modified with changes to the engine assembly or chassis assembly, additional documents are required, including a certificate of origin, proof of payment of registration fees, and proof of transfer of ownership of the modified engine assembly or chassis assembly as prescribed. If the engine assembly or chassis assembly is not of the same type, an additional certificate of technical safety and environmental protection for modified motor vehicles and specialized vehicles is required as prescribed;

b) For vehicles that have had their engine assembly replaced with that of a registered vehicle, a certificate of revocation of the vehicle registration certificate and license plate of the vehicle with the replaced assembly must be provided;

c) For vehicles that have been modified to change their type, an additional certificate of technical safety and environmental protection for motor vehicles and modified specialized vehicles is required, as prescribed by regulations;

d) In the case of changing a license plate with a yellow background and black letters and numbers to a license plate with a white background and black letters and numbers, an additional document revoking the transport business license or revoking the vehicle's emblem or license plate is required;

d) In cases where the vehicle owner needs to change the vehicle registration certificate when changing their registered office or residence to a new address outside the registration area of ​​the vehicle registration certificate and license plate changing agency, they must also provide a vehicle file confirmation form according to mẫu ĐKX14 issued with this Circular;

Article 20. Procedures for changing vehicle registration certificates and license plates.

1. Partially online public service or in-person procedures at the vehicle registration agency: Vehicle owners fill out the vehicle registration form as prescribed in Article 9 of this Circular, submit the application for changing the vehicle registration certificate and license plate as prescribed in Article 19 of this Circular, and pay the prescribed fees. In the case of vehicle modifications or changes in paint color, the vehicle owner must bring the vehicle for inspection.

2. After verifying the vehicle's documents to ensure their validity, the vehicle registration authority will issue a new vehicle registration certificate and license plate as prescribed; the vehicle owner will receive the registration results at the vehicle registration authority or through a public postal service.

In the case of changing the vehicle registration certificate, the license plate will retain its original identification number; for vehicles already registered with a 3-digit or 4-digit license plate, a new identification number will be issued according to regulations (the vehicle registration certificate and the original 3-digit or 4-digit license plate will be reclaimed).

In cases where a vehicle license plate is changed from a white background with black letters and numbers to a yellow background with black letters and numbers, or from a yellow background with black letters and numbers to a white background with black letters and numbers, a new identification license plate will be issued (if no identification license plate exists) or a replacement identification license plate will be issued (if an identification license plate already exists).

3. Regarding the case of changing a vehicle registration certificate when the vehicle owner changes their registered office or residence to a new address outside the jurisdiction of the vehicle registration authority that issued the original certificate:

a) The vehicle owner submits the vehicle registration certificate and the application for vehicle record confirmation (according to form DKX13 issued with this Circular) to the vehicle registration authority managing that vehicle's records to receive a vehicle record confirmation certificate;

b) The vehicle owner shall fill out the vehicle registration application form and submit the vehicle registration confirmation to the vehicle registration authority at the new address as prescribed in Article 4 of this Circular to exchange the vehicle registration certificate.
