Prime Minister: A more streamlined apparatus, higher quality personnel.
The Prime Minister emphasized: "The goal set by the Party this time is to streamline the apparatus according to Resolution 18; this is a revolution in the system. A more streamlined apparatus, with higher quality personnel."
On February 6th, the Secretary of the Government Party Committee and Prime Minister Pham Minh Chinh and the Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man co-chaired a meeting between the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee regarding the 9th extraordinary session of the 15th National Assembly.
Whichever level of management is more effective makes the decision.
At the conference, the two agencies agreed to submit to the National Assembly for consideration and approval four laws and five resolutions to serve the work of restructuring and perfecting the institutional and operational mechanisms of agencies, units, and organizations of the political system; and to consider and decide on a number of other issues within their authority.
According to Prime Minister Pham Minh Chinh, the fact that the National Assembly held its 9th extraordinary session profoundly reflects the spirit that when practical issues arise, the National Assembly immediately convenes to resolve them, and that any action taken and resolved must be effective.

Looking back at the recent extraordinary sessions, the Prime Minister believes that this is in line with reality, addresses practical issues, and fulfills the aspirations of the people.

After reviewing the implementation of the goals of the 13th Party Congress Resolution, the Prime Minister noted that the most difficult challenge is economic growth. This is the most fundamental indicator in assessing the development of a country, reflecting the size of the economy, per capita income, labor productivity, etc.
According to him, growth creates potential, and potential leads to a voice and power. Therefore, to achieve a GDP growth target of 8% or more in 2025, efforts must be focused on one of the three strategic breakthroughs: institutional reform.
Therefore, according to the Prime Minister, the agencies of the National Assembly and the Government need to continue to coordinate effectively, building laws with the principle of maximum decentralization and delegation of power; managing only what is known, and whichever level understands better, knows more clearly, and manages more effectively should make the decisions.
Along with decentralization and delegation of power comes the allocation of resources, enhancement of implementation capacity, strengthening supervision and inspection, reduction of administrative procedures, and combating corruption, waste, and other negative practices.
Furthermore, the process of issuing legal regulations needs to be simplified to ensure their rapid implementation, increased decentralization, and individualized responsibility.
The head of government requested that relevant ministries and agencies urgently complete the remaining missing documents as requested, ensuring the review process by the National Assembly's committees is underway.
Hurry up and act like you're "running and queuing at the same time"!
National Assembly Chairman Tran Thanh Man noted that there is not much time left until the opening of the 9th extraordinary session, while the workload is very large. Therefore, agencies should act urgently with the spirit of "running and queuing at the same time," possibly working overtime, including Saturdays and Sundays, to finalize the contents to be submitted to the National Assembly.
The Speaker of the National Assembly also noted that some specific contents in the draft laws on organizational structure need to closely follow the directives of the Central Committee, the Politburo, the Secretariat, and the Constitution in order to incorporate, revise, and perfect the draft laws.
"This time, when we amend the laws, we must strongly decentralize power to the Government, the Prime Minister, and local authorities, in the spirit of 'local authorities decide, local authorities act, local authorities are responsible'," the Speaker of the National Assembly said.

National Assembly Chairman Tran Thanh Man requested a thorough review of the draft Resolution of the National Assembly regulating the handling of certain issues related to the reorganization of the apparatus; paying particular attention to the way it is expressed to ensure it is reasonable and fair, and consistent with the evolving realities.
The National Assembly fully supports removing obstacles to national development. The 9th extraordinary session focuses on resolving very urgent, difficult, and challenging issues, but these are necessary for the country's development.
The Speaker of the National Assembly requested that all relevant parties continue to focus intensely, make maximum efforts, coordinate closely, and expeditiously complete the preparation of all content to be submitted to the National Assembly, as well as ensure absolute safety, contributing to the success of the session.
The 9th extraordinary session of the 15th National Assembly is scheduled to open on February 12th and close on February 18th.
