The Prime Minister appoints two new Deputy Ministers of Public Security.

On the morning of July 17th, in Hanoi, the Party Committee of the Central Public Security Department and the Ministry of Public Security solemnly held a ceremony to announce the Prime Minister's decision on the appointment of Lieutenant General Pham The Tung, Director of the Internal Political Security Department, and Major General Nguyen Ngoc Lam, Director of the Department of Criminal Investigation of Corruption, Economic Crimes, and Smuggling, as Deputy Ministers of Public Security.

The ceremony was honored to welcome General To Lam, Member of the Political Bureau, President of the Republic, Chairman of the National Defense and Security Council, and Commander-in-Chief of the People's Armed Forces.

Among the guests were: Nguyen Hoa Binh, Member of the Political Bureau, Secretary of the Central Committee of the Party, Chief Justice of the Supreme People's Court; Hoang Dang Quang, Member of the Central Committee of the Party, Deputy Head of the Central Organization Department; Nguyen Huu Dong, Member of the Central Committee of the Party, Deputy Head of the Central Internal Affairs Department; Lieutenant General Vo Minh Luong, Member of the Central Committee of the Party, Deputy Minister of National Defense; Nguyen Hai Tran, Deputy Chief Prosecutor of the Supreme People's Procuracy; Truong Hai Long, Deputy Minister of Home Affairs. Also present were representatives from the functional departments of the Central Party Office, the Central Organization Department, the Central Inspection Committee, etc.

Representing the Ministry of Public Security were Senior General Luong Tam Quang, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Central Party Committee of Public Security, and Minister of Public Security, who presided over the ceremony; Senior General Tran Quoc To, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Central Party Committee of Public Security, and Deputy Minister of Public Security; and Lieutenant General Nguyen Van Long, Member of the Standing Committee of the Central Party Committee of Public Security, and Deputy Minister of Public Security.

Also attending were: Senior General Nguyen Khanh Toan, former Member of the Central Committee of the Communist Party of Vietnam, former Permanent Deputy Minister of Public Security; Senior General Dang Van Hieu, former Member of the Central Committee of the Communist Party of Vietnam, former Permanent Deputy Minister of Public Security; Senior General Le The Tiem, former Member of the Central Committee of the Communist Party of Vietnam, former Deputy Minister of Public Security; Senior General Bui Van Nam, former Member of the Central Committee of the Communist Party of Vietnam, former Deputy Minister of Public Security; Senior General Nguyen Van Thanh, former Member of the Central Committee of the Communist Party of Vietnam, former Deputy Minister of Public Security, and Vice Chairman of the Central Theoretical Council; and Senior General Pham Dung, former Deputy Minister of Public Security.

Comrade General Nguyen Duy Ngoc, Member of the Central Committee of the Party, Chief of the Central Party Office, and former Deputy Minister of Public Security, sent a congratulatory flower arrangement.

At the ceremony, on behalf of the Prime Minister, Deputy Minister of Home Affairs Truong Hai Long announced the Prime Minister's decisions appointing Lieutenant General Pham The Tung and Major General Nguyen Ngoc Lam as Deputy Ministers of Public Security.

Speaking at the ceremony, Minister Luong Tam Quang emphasized that the ceremony to present the appointment decisions for the positions of Deputy Minister to Lieutenant General Pham The Tung and Major General Nguyen Ngoc Lam reflects the attention and recognition of the Party, the State, and the President personally for the contributions of the People's Public Security Force in general and Comrade Pham The Tung and Comrade Nguyen Ngoc Lam in particular.

On behalf of the Central Party Committee of Public Security and the leadership of the Ministry of Public Security, Minister Luong Tam Quang respectfully thanked the leaders of the Party and State, the President, and congratulated Comrade Pham The Tung and Comrade Nguyen Ngoc Lam on their appointments as Deputy Ministers of Public Security by the Prime Minister.

Minister Luong Tam Quang emphasized that comrades Pham The Tung and Nguyen Ngoc Lam are cadres with firm political and ideological stances and good moral character; they are cadres who have received basic training and have risen through the ranks of grassroots police forces and combat units.

Throughout their more than 30 years of service, these comrades have undertaken many challenging tasks and continuously held important leadership positions in local police forces and professional units of the Ministry of Public Security.

Regardless of their positions, Comrade Pham The Tung and Comrade Nguyen Ngoc Lam were always ready to accept assignments and demonstrated loyalty and dedication as exemplary and decisive leaders and commanders in their work and combat; they possessed leadership and organizational skills, fostered unity and cohesion within the unit; always set a good example in learning, training, and striving; and enjoyed high prestige within their unit...

In their capacity as Directors of local Public Security Departments and Heads of professional units of the Ministry of Public Security, these comrades, together with the leadership team, advised the Central Public Security Party Committee, the Ministry of Public Security, and local Party committees and authorities on the issuance and effective implementation of many tasks in ensuring security and order; individuals and collectives led by these comrades have achieved many outstanding achievements in fulfilling their assigned political tasks, contributing actively and effectively to the overall achievements of the People's Public Security Force.

Assessing the task of protecting national security and building the People's Public Security Force in the coming period, Minister Luong Tam Quang noted that, in addition to very basic advantages, there are also many difficulties and challenges, requiring strengthening the leadership role of the Party, emphasizing responsibility, exemplary conduct, setting an example, a spirit of solidarity, and resolutely overcoming difficulties and challenges to achieve victories by the leaders and commanders of the Public Security at all levels.

To meet this requirement, Minister Luong Tam Quang affirmed that it demands concerted efforts, unity of purpose, and the striving of all generals, officers, and personnel throughout the People's Public Security Force, leveraging the core role of the Central Public Security Party Committee, and the outstanding efforts of the leaders of the Ministry of Public Security, including Deputy Minister Pham The Tung and Deputy Minister Nguyen Ngoc Lam.

Minister Luong Tam Quang expressed his confidence and hope that, with over 30 years of practical experience, Deputy Ministers Pham The Tung and Nguyen Ngoc Lam will continuously cultivate and refine their revolutionary moral qualities, uphold the responsibility of setting a good example; unite, strive, and make every effort to overcome all difficulties, promote the spirit of daring to think, daring to act, and daring to take responsibility, wholeheartedly dedicating themselves to the common cause to excellently fulfill the political tasks entrusted to them by the Party, the State, and the people.

Together with the Central Public Security Party Committee, the Standing Committee of the Central Public Security Party Committee, and the leadership of the Ministry of Public Security, we will worthily continue the glorious tradition; consolidate and continuously build upon the achievements and successes of the cause of protecting national security and social order that previous generations of leaders have painstakingly built.

Speaking on behalf of the newly appointed Deputy Ministers at the ceremony, Deputy Minister Pham The Tung expressed that this is a great honor and a tremendous responsibility, an opportunity to continue contributing, and to work together with the Central Party Committee of Public Security, the leadership of the Ministry of Public Security under the leadership of the Secretary of the Central Party Committee of Public Security, the Minister, to dedicate all their efforts and intellect to serving the Fatherland, the Party, and the people.

Deputy Ministers Pham The Tung and Nguyen Ngoc Lam pledged to seriously heed the Minister's directives and will make every effort, together with the Central Party Committee of Public Security and the leadership of the Ministry of Public Security, to work in unity and consensus to advise the Secretary of the Central Party Committee of Public Security and the Minister to continue inheriting and promoting the glorious traditions of the heroic Vietnamese People's Public Security Force, leading the entire People's Public Security Force to be exemplary and at the forefront in successfully implementing the Party's resolutions, first and foremost the Resolution of the 13th Party Congress, and other resolutions, directives, and conclusions on protecting the Fatherland, protecting national security, and firmly safeguarding the achievements of the revolution and national interests.
