On the morning of June 15th, the National Conference on Training on the Organization and Operation of Party Organizations, Government, Fatherland Front, and Political Organizations at the Commune Level (newly established), jointly organized by the Ho Chi Minh National Political Academy, the Party Committee of the Government, the Party Committee of the Fatherland Front, central organizations, and central ministries, departments, and organizations, continued its program.
The conference was broadcast live to 10,035 locations nationwide with over 1.5 million delegates in attendance. In Nghe An, the conference was connected to 487 locations at three levels (province, district and equivalent, and commune) with over 20,300 delegates participating.

In his address to the conference, Prime Minister Pham Minh Chinh shared the country's situation and the requirements in the new context, emphasizing that the country's changes are a natural process and an objective requirement in management and administration.

In a short period, the Politburo issued four key resolutions to address obstacles and difficulties, and mobilize resources to develop the country. Prime Minister Pham Minh Chinh affirmed that this organizational revolution aims to create new development space and driving forces with a broader, stronger, and more comprehensive scope and target audience.
However, the most important thing is to transform the organizational structure, including Party and government agencies, the Fatherland Front, and socio-political organizations, from a passive state of solving people's problems to a proactive state of solving people's problems and serving the people better.
To achieve this, the government must be close to the people, understand them, and maintain a strong connection with them, coupled with decentralization, delegation of power, and allocation of resources for implementation. Officials from the central to the local level must stay close to the grassroots and the people to act in a way that is appropriate to the situation and aligns with the people's aspirations.
Emphasizing the country's resources in terms of human capital, natural resources, and historical and cultural traditions, the Prime Minister stated that we must make good use of them. In addition, we must effectively utilize resources in capital, management, training, and institutional development that are in line with current trends, avoiding waste of resources and opportunities...
In that spirit, the Prime Minister requested that we only discuss action, not retreat, but the action must be effective, not perfectionist or hasty, but steadfast and persistent, learning from experience as we go, gradually expanding with a spirit of speed, even faster, bolder, even bolder, and absolutely must succeed.
From now until July 1st, Prime Minister Pham Minh Chinh has requested local Party committees and authorities to effectively implement the assigned tasks and responsibilities. It is expected that by June 30th, the two-tiered government system will be simultaneously announced nationwide, allowing the apparatus to officially begin operation on July 1st.
