The Prime Minister directed the acceleration of several key tasks to achieve the economic growth target for 2026.
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 06/CD-TTg dated January 24, 2026, on promoting a number of key tasks and solutions to achieve the economic growth target for 2026.

The year 2026 is of particular importance, marking the first year of implementing the 2026-2030 five-year socio-economic development plan, ushering in a new era of national development. To successfully fulfill the Resolution of the 14th National Congress of the Party, the Prime Minister requests that ministries, agencies, localities, corporations, and general companies urgently and decisively implement the tasks and solutions outlined in Government Resolution No. 01/NQ-CP dated January 8, 2026, proactively monitor international and domestic developments, enhance analytical and forecasting capabilities, and ensure flexible, timely, and effective policy responses, avoiding passivity and surprises. In particular, focus on the following key tasks and solutions:
1.The Ministry of Finance, in coordination with relevant ministries and agencies, shall urgently develop the Government's Action Program to implement the Resolution of the 14th National Congress of the Communist Party of Vietnam, and submit it to the Government before February 5, 2026.
2.Regarding the management of fiscal and monetary policies.
a) The Ministry of Finance shall preside over and coordinate with relevant agencies.Continue to implement a rational, focused, and targeted expansionary fiscal policy, coordinating closely and effectively with monetary policy and other macroeconomic policies, including:
- Strengthen financial and budgetary discipline, ensuring accurate, sufficient, and timely revenue collection, expanding the tax base, and combating tax evasion, especially from e-commerce, food services, and retail. Strive to increase state budget revenue in 2026 by at least 10% compared to the estimated revenue in 2025.
- Continue implementing policies to reduce and extend taxes, fees, land rent, etc., to support people and businesses, promote production and business, especially for small and medium-sized enterprises.
- Effectively utilize the remaining public debt and budget deficit within safe limits to mobilize resources for investment, including issuing government bonds to invest in key national projects and priority areas such as science and technology, innovation, and digital transformation...
- Implement decisive measures to develop a stable, safe, and healthy stock market and corporate bond market, making them effective channels for mobilizing medium and long-term capital to support double-digit growth.
b)The State Bank of Vietnam closely monitors the situation, proactively, flexibly, promptly, and effectively manages monetary policy, and coordinates closely with fiscal policy to promote growth, stabilize the macroeconomy, control inflation, and ensure major balances; in which:
- Manage interest rates and exchange rates in line with macroeconomic developments and monetary policy objectives; strictly control the foreign exchange market and stabilize the value of the Vietnamese Dong. Direct credit institutions to increase credit growth safely and effectively, focusing credit flows on production and business sectors, priority sectors, and growth drivers; continue to implement credit programs as directed by the Government and the Prime Minister, especially loans for social housing, infrastructure investment, digital technology, and support for the production, processing, and consumption of high-quality rice; and strictly and effectively control credit in sectors with potential risks.
- Actively address weak credit institutions and effectively implement restructuring plans for commercial banks under special supervision. Strengthen efforts to resolve bad debts and limit the emergence of new bad debts.
- Urgently complete the research, evaluation, and review documents for the proposal to establish a national gold exchange/brokerage, and report to the Standing Committee of the Government in January 2026.
c) State-owned economic groups and corporationsTo leverage its leading role, enhance management capacity and production and business efficiency, strive for a growth in output or revenue of 10% or more in 2026; accelerate the progress of assigned key infrastructure projects and continue to propose new investment projects.
3.Promote and revitalize traditional growth drivers (investment, consumption, exports).
a) Regarding investment
- Ministry of Finance, other Ministries, agencies, and localities:
+ Urgently compile budget estimates and finalize the 2026 capital plan for national target programs to submit to the Prime Minister for budget allocation and distribution in February 2026.
+ Monitor and expedite the allocation of detailed public investment capital plans to ministries, sectors, and localities, and accelerate the disbursement of public investment capital and the implementation of national target programs from the beginning of the year; strive to achieve a 100% disbursement rate of public investment capital as assigned by the Prime Minister. Resolutely address difficulties and obstacles related to land clearance and the supply of construction materials; promptly reallocate capital from slow-disbursing projects to projects with good disbursement rates.
+ Strengthen the promotion and attraction of large-scale, high-tech FDI projects. Expeditiously finalize and coordinate with the Central Office to submit to the Politburo a Resolution on the development of the foreign-invested economy. Promote on-site investment; attract and support multinational corporations and strategic investors, prioritizing the allocation of capital to implement investment projects in the semiconductor, artificial intelligence, and digital technology sectors in Vietnam.
+ Finalize the Resolution on removing difficulties and obstacles for stalled and prolonged projects in accordance with the conclusions of the Politburo and Resolution No. 265/2025/QH15 of the National Assembly, and submit it to the Government for promulgation before January 30, 2026; focus on effectively implementing the tasks and solutions after the Resolution is promulgated, considering this an urgent task to free up resources and create more impetus for economic growth. Establish working groups to inspect and supervise implementation in localities.
+ The presiding body, in coordination with relevant agencies, shall urgently research and develop appropriate legal documents, ensuring sufficient legal basis to resolve common obstacles in BT projects, and report to the Government in January 2026.
+ Establish a national one-stop investment portal with a solid foundation.Shared data with localities and local investment portals (to be completed in February 2026).
- Ministry of Construction, other ministries, agencies, and localities:
+ Urgently conduct a thorough review and propose investment plans to upgrade and complete existing and ongoing expressways to achieve full expressway standards; simultaneously, review and invest in additional, comprehensive, and synchronized technical infrastructure along the route, and report to the Prime Minister before February 15, 2026.
+ Effectively utilize the National Housing Fund, accelerate the construction of social housing, especially rental housing, striving to complete over 110,000 social housing units by 2026, and achieving the target of 1 million units by 2028 ahead of schedule.
+ Accelerate the implementation of the feasibility study report for component 2 of the Lao Cai - Hanoi - Hai Phong railway project; strive to commence construction of several key items in the second quarter of 2026. Complete the survey and design of railway lines connecting the region and internationally, and some sections of the North-South high-speed railway; invest in the development of road and highway systems connecting regions, localities after mergers, and with neighboring countries; and projects for the ring roads of the Hanoi and Ho Chi Minh City capital regions. Research and implement phase 2 of Long Thanh International Airport; ensure the progress of Gia Binh International Airport, Tho Chu Airport project (An Giang)... Implement the Can Gio international transshipment port project, Hon Khoai port, and several other potential seaports.
- Ministry of Agriculture and Environment, agencies, and localities:
+ Effectively implement solutions to promote production and restructure the agricultural sector, coupled with strengthening research and application of science and technology, innovation, and digital transformation; develop integrated, multi-value agricultural, forestry, and fisheries production based on local advantages, which is modern, efficient, sustainable, and highly competitive; and ensure national food security in all situations.
+ Review and fully prepare the necessary conditions (plant varieties, livestock, supplies, fertilizers, etc.) for production during the winter-spring season and the lean season at the beginning of the year, and develop specific plans and strategies to organize production, harvesting, product supply, and adjust the planting season to suit the market situation and demand.
+ Providing information on the production volume and harvesting seasons of agricultural products in localities and raw material areas so that export businesses, distribution chains, and retailers can plan to support the consumption of agricultural products regularly and boost sales during peak seasons.
- Ministry of JusticeUrgently draft a Resolution on reducing and simplifying administrative procedures and business conditions, and submit it to the Government in January 2026.
b) Regarding consumption, the Ministry of Industry and Trade, other Ministries, agencies, and localities shall act according to their assigned functions, duties, and authority.
- Effectively implement solutions to stimulate consumer demand, especially during the Lunar New Year; promote the "Vietnamese people use Vietnamese goods" campaign; boost production, prevent shortages and disruptions in the supply of essential goods; strengthen price control, stabilize the market, strictly handle violations of pricing laws, and prevent hoarding and price gouging; intensify the fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement; improve the quality of services, especially food, accommodation, and domestic tourism; and strengthen promotion to attract international tourists.
- Develop a Government Action Program to implement Conclusion No. 207-KL/TW dated November 10, 2025, of the Party Central Committee on protecting consumer rights, and submit it to the Government before February 15, 2026.
- Coordinate with ministries, agencies, and localities to successfully organize the Spring Fair to boost consumption in early February 2026, without further delay.
c) Regarding exports
- The Ministry of Industry and Trade, other ministries, agencies, and localities should strengthen trade promotion, diversify export markets, and build high-quality Vietnamese product brands; effectively utilize the 17 free trade agreements already signed and negotiate new free trade agreements with Latin America, the Middle East, and Pakistan; expand and effectively exploit new markets, especially Halal markets, the Middle East, Latin America, and Africa…
- The Ministry of Agriculture and Environment, along with other ministries, agencies, and localities, will continue to address difficulties and obstacles in combating IUU fishing, determined to lift the European Commission's "yellow card" by April 2026.
4.Exploiting and creating breakthroughs for new growth drivers.
a) Ministry of Science and Technology, other ministries, agencies, and localitiesExpeditiously implement science and technology, innovation, and digital transformation projects that have been allocated state budget funds; immediately resolve any difficulties and obstacles that arise to effectively implement Resolution No. 57-NQ/TW of the Politburo.
b) Ministry of Education and TrainingResearch will be conducted to develop breakthrough mechanisms for the development of national universities, excellent higher education institutions, and strategic technology research programs, creating a human resource foundation for long-term development. The progress and quality of construction of 100 multi-level boarding schools in border communes will be strongly promoted, and close coordination with the Ministry of Finance will be maintained to prepare for the commencement of construction of the remaining 148 schools in 2026.
c) The Ministry of Finance, the People's Committee of Ho Chi Minh City, the People's Committee of Da Nang City, and other relevant agencies.Expeditiously operate and effectively develop the International Financial Center in Vietnam; finalize the Decree on specific mechanisms and policies for the operation of the Executive Board, the working regulations of the Executive Board, and the operating regulations of the International Financial Center in Vietnam by January 2026; pilot the operation of a cryptocurrency exchange; and effectively attract investment capital from global financial institutions, banks, and investment funds.
d) Ministry of Public SecurityTo draft and submit to the Government a Decree stipulating a breakthrough development mechanism for the innovation and data exploitation activities of the Innovation and Data Exploitation Center under the National Data Center in January 2026.
d) Ministries, agencies, and localitiesaccording to assigned functions and duties:
- Focus on the decisive and effective implementation of the 9 breakthrough resolutions of the Politburo that have been issued; develop and submit to the National Assembly (or the Standing Committee of the National Assembly while the National Assembly is not yet in session) resolutions on mechanisms and policies to implement the Politburo's resolutions: Resolution No. 79-NQ/TW dated January 6, 2026 on the development of the state-owned economy, Resolution No. 80-NQ/TW dated January 7, 2026 on the development of Vietnamese culture, and the Resolution on the development of the foreign-invested economy (after issuance).
- Removing obstacles and difficulties, promoting the commercialization of research results. Promoting the protection of industrial property rights, developing and exploiting intellectual property assets.
- Promote national digital transformation while ensuring cybersecurity and safety. Develop national digital infrastructure, especially building a national data center and national and specialized databases that are "accurate, complete, clean, active, unified, interconnected, and shared."
- Promote the implementation of green transformation, with specific, appropriate, and effective solutions for sectors such as energy, transportation, tourism, services, agriculture, etc.; research and develop green building materials that are energy-efficient, environmentally friendly, and have low carbon emissions.
5. Deputy Prime MinistersAccording to their assigned areas of responsibility, they are responsible for directing ministries, agencies, and localities to implement this directive.
6. Government OfficeIn accordance with their assigned functions and duties, they shall monitor and supervise the implementation of this Directive; and report to the Prime Minister on matters exceeding their authority.
