The Prime Minister has directed that electricity prices be managed according to a suitable roadmap, avoiding abrupt changes, and that prices must be in line with people's ability to pay.

The Prime Minister requested the serious and more proactive implementation of Directive No. 20/CT-TTg dated June 8, 2023, of the Prime Minister on strengthening electricity saving; EVN should urgently coordinate with provinces and centrally-governed cities in the North to do a good job of communicating about the efficient and economical use of electricity.

Regarding electricity prices, the Prime Minister requested the Ministry of Industry and Trade, the Ministry of Finance, the State Capital Management Committee at enterprises, and EVN to base their decisions on their respective functions, duties, and authority.electricity price managementFollowing a suitable roadmap, without abrupt changes, the electricity sector should promote cost savings, strengthen the application of digital transformation, increase competitiveness, and reduce costs... electricity prices must be appropriate to the affordability of people and businesses, the conditions of Vietnam, and regulated by the State to stabilize the macroeconomic situation.

Regarding electricity transmission and distribution, the Prime Minister assigned the Ministry of Industry and Trade to take the lead and coordinate closely with the State Capital Management Committee at enterprises to direct EVN to urgently complete the 500 kV circuit 3 (519 km) transmission line project from Quang Trach to Pho Noi and put it into operation before June 30, 2024.

Transmission projects serving electricity imports from Laos in May 2024, such as the Dak Ooc substation, the 200 kV Nam Sum - Nong Cong line, and the 500 kV Monsoon - Thach My line, are striving for completion to ensure timely electricity supply to the North. Research is being conducted on mechanisms and policies to mobilize social resources and encourage investment in the power transmission system with the spirit of "harmonious benefits and shared risks" between the State, the people, and businesses.

Regarding policy development, the Prime Minister requested the Ministry of Industry and Trade to urgently finalize procedures, documents, and draft a Decree regulating the mechanism for direct electricity purchase and sale between large electricity consumers (DPPA mechanism) and power generation units, and submit it to the Government before May 30, 2024.

Regarding the draft Decree stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power and the draft Decree on mechanisms for developing power projects using natural gas and LNG, the Prime Minister requested the Ministry of Industry and Trade to urgently complete the procedures, documents, and draft decrees for submission to the Government before June 15, 2024.

The drafting of decrees is based on the principle of listening to the opinions of stakeholders so that policies are implemented effectively, meet practical requirements, and prevent corruption and negative practices from the policy-making stage, avoiding the emergence of complex issues.
