The Prime Minister has instructed that the downsizing of the workforce be accelerated.
The Prime Minister has just issued Directive 02/CT-TTg on promoting the implementation of the policy of streamlining personnel. The Directive clearly states that from now until 2021, each year ministries, sectors, and localities must reduce the number of civil servants and public service personnel by 1.5 to 2% compared to the number allocated in 2015.
To promote the implementation of the policy on downsizing the workforce, the Prime Minister instructed Ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities to focus on strengthening the dissemination of information on the policy of downsizing the workforce: Organizing the implementation and thorough understanding of the spirit of Resolution No. 39-NQ/TW, Decision No. 2218/QĐ-TTg, and Decree No. 108/2014/NĐ-CP to all cadres, civil servants, and public employees.

Regarding the development of a personnel downsizing plan, Ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-administered cities (ministries, sectors, and localities) that have not yet developed a personnel downsizing plan must urgently develop and approve a personnel downsizing plan and a downsizing schedule from now until 2021 and for each year, clearly specifying the personnel reduction rate.
Ministries, sectors, and localities have approved the personnel downsizing plan, but the implementation results are still low. Solutions are needed to effectively implement the approved personnel downsizing plan.
Streamline operations and reduce intermediaries.
Regarding the review of functions and tasks; and the reorganization and streamlining of the organizational structure, the Prime Minister requested that ministries, sectors, and localities review the functions and tasks of agencies, organizations, and units under their jurisdiction and direct control according to the principle that one task should only be assigned to one lead agency; and transfer some tasks that state agencies do not need to directly perform or perform ineffectively to non-state organizations.
Review, reorganize, and streamline the organizational model of the Ministry and specialized agencies under the People's Committees at the provincial and district levels towards multi-sectoral and multi-field management; eliminate intermediate organizations. Consider merging departments and bureaus that do not meet the establishment criteria. Do not include representative offices in the Central and Southern regions in the organizational structure of the Ministry, ministerial-level agencies, and government agencies; limit proposals for the establishment of new general departments, bureaus, departments, sub-bureaus, and offices; limit the establishment of offices within departments, ensuring a streamlined apparatus, effectiveness, efficiency, and administrative reform.
Review, reorganize, and streamline the organizational structure of agencies and units towards reducing the number of administrative units, minimizing intermediate steps, and managing multiple sectors and fields. Ministries and sectors should focus on completing the planning of the network of public service units by sector and field.
Local authorities are focusing on reviewing and reorganizing the network of public service units in their areas; reorganizing the network of schools and classes to ensure sufficient student numbers per class at all levels; and reorganizing the network of healthcare service units in a streamlined, efficient manner in accordance with regulations.
Reduce staffing levels for officials who fail to fulfill their duties.
The directive states that from now until 2021, each year ministries, sectors, and localities must reduce the number of civil servants and public service personnel by 1.5 to 2% compared to the allocated number in 2015. Ministries, sectors, and localities that have not reduced the number of public service personnel in 2016 compared to the allocated number in 2015 must reduce it by at least 3% of the allocated number in 2015 in 2017.
In cases where a new organization needs to be established or new tasks are assigned, ministries, sectors, and localities shall balance and adjust within the total number of civil servants or public service personnel allocated by the competent authority.
Specifically for the education and training sector, in cases of establishing new schools, increasing the number of classes and students, ministries, sectors, and localities shall balance the costs within the total number of educational and training staff allocated by competent authorities; if they cannot balance the costs themselves, they shall submit a proposal to the Ministry of Interior for appraisal and submission to the Prime Minister for consideration and decision.
For the healthcare sector, in cases of establishing new healthcare facilities or increasing the number of actual hospital beds in use, ministries, sectors, and localities shall balance the costs within the total number of healthcare personnel allocated by competent authorities; if they cannot balance the costs themselves, they shall submit a proposal to the Ministry of Interior for appraisal and submission to the Prime Minister for consideration and decision.
Strictly manage and utilize the staffing quotas for civil servants and public employees who have undergone downsizing and retired or resigned according to regulations (reducing by at least 50% the number of civil servants and public employees who have undergone downsizing and retired or resigned according to the regulations of the Ministry, sector, or locality).
Implement workforce reduction measures for officials, civil servants, and public employees who fail to complete their tasks, do not meet the prescribed standards (qualifications, capabilities, health), and those who are redundant due to job position determination and organizational restructuring.
Directing the heads of agencies, organizations, and units under and directly affiliated with the government to seriously implement the annual evaluation and classification of civil servants and public employees; ensuring that the downsizing of personnel adheres to the correct principles, target groups, procedures, and deadlines for resolving personnel downsizing issues.
Promote the implementation of the autonomy mechanism.
The Prime Minister has instructed ministries, sectors, and localities to accelerate the implementation of the autonomy mechanism, creating conditions for public service units to successfully fulfill their assigned political tasks and improve the quality of services for the people. Specifically, for public service units that are self-sufficient in covering recurrent and investment expenditures, and for public service units that are self-sufficient in covering recurrent expenditures, they are allowed to determine job positions, staffing structure according to professional titles, and the number of employees in accordance with their assigned functions and tasks.
For public service units whose recurrent expenditures are fully or partially covered by the State, the Minister, Head of a Ministry-level agency, Head of a Government agency, or Chairman of the Provincial People's Committee shall decide on job positions, the structure of civil servants according to professional titles, and the number of employees within the total number of employees allocated by the competent authority in accordance with the law, ensuring the implementation of personnel reduction in accordance with Resolution No. 39-NQ/TW of the Politburo.
Heads of ministries, sectors, and localities, as well as heads of agencies, organizations, and units under ministries, sectors, and localities, are responsible for implementing personnel reduction. Failure to complete the personnel reduction plan approved by competent authorities will result in disciplinary action in accordance with the regulations of the Party and the State.
Press agencies and mass media outlets should intensify the dissemination of information regarding the policy of downsizing the workforce, promptly encouraging and highlighting exemplary organizations that have successfully implemented workforce reduction, and criticizing behaviors that violate regulations on workforce reduction.
