Prime Minister Pham Minh Chinh has just signed Directive No. 04/CT-TTg dated February 11, 2024, on continuing to promote the implementation of the Project on developing applications of population data, electronic identification and authentication to serve national digital transformation.

The directive clearly states that, in implementing the Party and State's policies on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, and gradually developing a digital government, digital economy, and digital society, the implementation of the Project "Developing applications of population data, electronic identification and authentication, serving national digital transformation in the period 2022 - 2025, with a vision to 2030" (Project 06) is an important and breakthrough content to implement the strategy, create many utilities and services, bring practical benefits, and serve people and businesses better and more effectively.

However, during the implementation process, there were still shortcomings and limitations that acted as "bottlenecks," slowing down the progress of the Project, which were reviewed and evaluated at the Conference summarizing the first two years of implementing Project 06.

To further accelerate the implementation of Project 06 in 2024, creating a foundation for achieving the goals of the National Digital Transformation Program by 2025, with a vision to 2030, the Prime Minister requests ministries, ministerial-level agencies, agencies under the Government, and People's Committees of provinces and centrally-administered cities to thoroughly understand and implement synchronously, uniformly, promptly, and effectively the following key tasks and solutions:

Ministers of ministries, heads of ministerial-level agencies, government agencies, and chairpersons of provincial and centrally-administered city People's Committees shall continue to maintain high political determination in leading and directing the implementation of Project 06 in their respective agencies and localities in 2024. They shall strengthen inspection, supervision, and urging of the implementation of tasks by sector and field on a weekly and monthly basis, and specifically announce the results and benefits enjoyed by citizens and businesses.

Urgent action needed to address the delayed tasks.

Ministries, ministerial-level agencies, agencies directly under the Government, and People's Committees of provinces and centrally-administered cities should urgently address the delayed tasks that have been set out. They should restructure business processes, complete the provision of essential public services on the National Public Service Portal, ensuring maximum reduction of paperwork, travel time, and compliance costs for citizens and businesses. They should develop and issue, within their authority, or submit to the Prime Minister for issuance, interconnected electronic procedures for groups of interconnected administrative procedures, to be completed by April 2024.

Accelerate the digitization of records and results of administrative procedures during the process of receiving and resolving administrative procedures, linking digitization with the performance of duties by officials and civil servants in the process of resolving administrative procedures, and not requiring citizens and businesses to provide documents or results of administrative procedures that have already been digitized according to regulations.

Upgrading and improving the information technology infrastructure to meet the requirements of Document No. 1552/BTTTT-TTH dated April 26, 2022, of the Ministry of Information and Communications, guiding the essential information technology components for the implementation of Project 06.

Implement the direction, management, and evaluation of service quality for citizens and businesses based on real-time data, in accordance with Decision No. 766/QD-TTg dated June 23, 2022, of the Prime Minister.

Proactively amend, supplement, or submit to competent authorities for amendment and supplementation of legal documents based on the results of the document review serving the implementation of Project 06 of the Prime Minister's Task Force on reviewing legal documents, including options for simplifying administrative procedures and citizen documents as stipulated in the Government's thematic resolutions for the 2017-2018 period.

A roadmap has been set out to achieve 9 groups of objectives for the period 2023-2025.

The Prime Minister requests that ministries, ministerial-level agencies, agencies directly under the Government, and People's Committees of provinces and centrally-administered cities focus on implementing tasks in 2024, including issuing a plan for implementing Project 06 in 2024, setting out a roadmap to complete the 9 groups of objectives of Project 06 in the 2023-2025 period. Allocate funding for the effective implementation of Project 06, completing it by February 2024.

Conduct a review of legal documents within the assigned scope, functions, and tasks to issue or propose to competent authorities the issuance, amendment, or supplementation of legal documents serving the connection and exploitation of data between the National Data Center and national databases and specialized databases.

Coordinate with the National Data Center to develop a plan for synchronizing human data within the scope of management to the National Data Center, following a roadmap consistent with the construction and operation progress of the National Data Center.

Review and supplement the security and safety requirements for information systems under the management authority of ministries, sectors, and localities according to the standards of the National Data Center.

Providing services and managing society through the VNeID application.

The Ministry of Public Security is responsible for advising and submitting to the Government and the Standing Committee of the National Assembly a proposal to develop a Law on Personal Data Protection and a Law on Data in the second quarter of 2024; and directing the provision of electronic authentication services as stipulated in Government Decree No. 59/2022/ND-CP dated September 5, 2022.

Providing utilities for citizens and managing society through the VNeID application, especially social management such as reporting crimes, fire prevention, traffic safety, environmental protection, temporary residence and absence declarations, etc.; integrating the VNeID application with services for citizens such as banking, shopping, payment, education, healthcare, and utilities for vulnerable groups...

The Ministry of Information and Communications will chair and coordinate with relevant ministries and agencies to develop a Decree stipulating the list of national databases; the construction, updating, maintenance, and exploitation and use of national databases according to simplified procedures, to be completed in February 2024; and will chair the development of a Decree amending and supplementing Government Decree No. 73/2019/ND-CP regulating the management of investment in information technology applications using state budget funds, to be completed in September 2024.

Draft and submit to the Government a Decree detailing certain provisions of the Telecommunications Law, including research and supplementation of regulations on the use of level 2 electronic identification accounts of citizens to register for subscriptions, to be completed in October 2024.

The Ministry of Justice will connect and share data between the Justice sector's databases, such as the electronic civil registry database, the nationality database, and the criminal record database, with the National Population Database, to be completed in June 2024. It will also lead and coordinate with the Ministry of Public Security to implement the issuance of criminal record certificates via VNeID in Thua Thien Hue before proposing nationwide expansion, to be completed in the first quarter of 2024.

Develop and submit to the Prime Minister for promulgation the list of groups of electronically interconnected administrative procedures.

The Government Office, in coordination with the Ministry of Planning and Investment, will guide ministries, sectors, and localities in integrating, connecting, and sharing data between the National Public Service Portal, the Ministry-level and provincial-level administrative procedure resolution information systems, and the National Database on Business Registration, to be completed in the first quarter of 2024.

Develop and submit to the Prime Minister for promulgation the List of Electronic Interconnection Administrative Procedures to be Integrated and Provided on the National Public Service Portal in 2024, to be completed in February 2024.

Develop and submit to the Government for promulgation a Decree on two interconnected public services: "birth registration – permanent residence registration – issuance of health insurance cards for children under 6 years old and death registration – removal of permanent residence registration – funeral allowance" using a simplified procedure. To be completed by April 2024.

The Ministry of Planning and Investment shall preside over the guidance of ministries, sectors, and localities in integrating, connecting, sharing, and exploiting the results of digitized records and electronic administrative procedure processing results between ministerial and provincial-level administrative procedure processing information systems through the National Public Service Portal, to be completed in the first quarter of 2024.

The Ministry of Transport, in coordination with the Ministry of Public Security, the Ministry of Interior, the Ministry of Information and Communications, the Ministry of Justice, the Ministry of Finance, and relevant localities, will develop a model for a one-stop service center providing public services, combining the one-stop service centers of administrative units at all levels within the province. A pilot program will be implemented in 2024 in Hanoi, Ho Chi Minh City, Quang Ninh province, and Binh Duong province, followed by evaluation and evaluation to develop the model on a wider scale.

The Ministry of Labour, Invalids and Social Affairs, in coordination with the Ministry of Public Security, the State Bank of Vietnam, the Social Policy Bank, and other relevant units, will research and develop a plan to issue "Social Security Accounts" so that every Vietnamese citizen has a social security account linked to their personal identification number on the VNeID application, enabling them to receive social security payments through their account upon request. The plan also includes connecting the Vocational Education Database and the Labor and Employment Database with the National Population Database, to be completed by September 2024.

The Ministry of Health, in coordination with the Ministry of Public Security, Vietnam Social Security, and Hanoi City, organized training for healthcare facilities and citizens on the use of electronic health records on VNeID. The results will be evaluated, and a plan for nationwide rollout will be developed, starting in June 2024.

The Ministry of Finance, in coordination with the Ministry of Planning and Investment, will advise on the issuance of a guiding document for the implementation of Notice No. 3307/TB-TTKQH dated January 18, 2024, announcing the conclusions of the National Assembly Standing Committee on the explanation of the provisions in Clause 1, Article 6 of the Law on Public Investment. It will also issue a Circular amending and supplementing Circular No. 105/2020/TT-BTC and Circular No. 19/2021/TT-BTC guiding tax registration for individuals when implementing the use of personal identification numbers instead of tax codes.

Complete the information technology system for electronic invoices, ensuring the smooth and convenient reception and connection of electronic invoice information between tax authorities and the tax authorities, contributing to improved tax management efficiency, to be completed by March 2024.

Direct the State Securities Commission to cross-check and verify information with the National Population Database, clean up data on securities investors and those granted securities professional licenses, to be completed by March 2024.

The Ministry of Planning and Investment is researching and developing a project on building a business database to submit to the Prime Minister, to be completed in June 2024. It will compile and report to competent authorities on adjusting the medium-term public investment plan using central government budget funds for the 2021-2025 period, transferring projects that are slow to implement or have delayed procedures to projects under Project 06, as proposed by ministries and central agencies. It will also urge localities to proactively allocate local budget funds to implement projects under Project 06, to be completed in February 2024.

The Ministry of Transport is reviewing and cleaning up driver's license data and synchronizing data on the VNeID application. It is also coordinating with the Ministry of Public Security to implement a solution for using driver's licenses on the VNeID application in Binh Duong, to be completed in 2024.

The Ministry of Interior, in coordination with the Ministry of Public Security, the Ministry of Finance, the Ministry of Information and Communications, and other relevant agencies, will provide guidance on job positions and policies for personnel involved in the administration, operation, and development of the National Data Center's information systems, to be completed by March 2024.

The Ministry of Construction is accelerating the connection and data sharing between the Housing and Real Estate Market Information System and the National Land Database and the National Population Database, aiming for completion by May 2024. It is also appraising the project to build a National Data Center as proposed by the Ministry of Public Security.

The State Bank of Vietnam has directed credit institutions to research and apply credit scoring solutions in lending activities, creating conditions for people to access bank credit, preventing and deterring illegal lending activities, and ensuring compliance with regulations on personal data protection, to be completed by March 2024.

Vietnam Social Security is expanding the application of biometric information verification on chip-embedded Citizen Identity Cards at the One-Stop Service Centers of Social Security agencies nationwide, to be completed in 2024. It will also continue to integrate Social Security Book information into the VneID application.

Promote the issuance of social security accounts to eligible beneficiaries who do not yet have accounts.

The People's Committees of provinces and centrally-administered cities will implement 12 tasks in 2024, focusing on coordinating with relevant agencies to promote the issuance of social security accounts to policy beneficiaries who do not yet have accounts. They will also direct the cashless payment of social security benefits to 100% of people who already have accounts.

The Ministry of Information and Communications shall preside over and coordinate with the Ministry of Public Security and the Ministry of Information and Communications to implement training for local officials and civil servants on information security, prioritizing electronic training via online learning platforms (MOOCs). This should be completed before July 1, 2024.

Local authorities shall build a land database, ensuring connectivity, integration, and interoperability with the National Land Database and the National Population Database, and expeditiously complete and put it into operation in 2025.

Implement models and solutions utilizing the National Database on Population, Citizen Identification, and Electronic Identification to accelerate the implementation of Project 06 and follow the roadmap outlined in the issued plan. Direct efforts to ensure infrastructure and expedite data digitization, especially in the areas of civil registration, land, and labor and employment.

The Prime Minister has assigned Vietnam Television, Vietnam Radio, Vietnam News Agency, the Government Electronic Information Portal, and central and local press agencies to disseminate information on policies, laws, and the objectives and benefits of implementing Project 06, electronic identification accounts, chip-embedded citizen identity cards, and the National Data Center, in order to create general awareness and consensus among the people.
