The Prime Minister directs efforts to improve the effectiveness and efficiency of the arrangement, handling, and exploitation of public assets.

Prime Minister Pham Minh Chinh has just signed and issued a directive on improving the effectiveness and efficiency of the arrangement, handling, and exploitation of public assets. The directive is sent to Ministers, heads of ministerial-level agencies and government agencies; and Chairpersons of People's Committees of provinces and centrally-administered cities.

The official dispatch clearly states that, in implementing the conclusions and directives of the Politburo, the Secretariat, and the Party Committee of the Government, and to further improve the effectiveness and efficiency of arranging, handling, and exploiting public assets after the reorganization of the organizational structure and administrative units at all levels, and to avoid loss and waste, the Prime Minister requests:

Ministers and heads of ministerial-level agencies and government agencies shall implement the following key tasks: Expeditiously complete the processing and utilization of surplus buildings and land after the restructuring of the administrative apparatus, preventing damage, deterioration, and waste; for surplus buildings and land, expeditiously complete the transfer to local authorities for management and processing, or process them in other ways consistent with the provisions of the law.

For properties and land temporarily handed over or received during the process of reorganizing the administrative apparatus and restructuring administrative units: Instruct the agencies, organizations, and units that have temporarily handed over or received the properties to complete the procedures and report to the competent authority for consideration and decision on the transfer, reallocation, or assignment of assets in accordance with regulations within 30 days from the date of temporary handover or receipt.

For properties and land belonging to agencies, organizations, and units that continue to be managed and used, or are assigned or transferred to serve as offices or operational facilities: Direct the agencies, organizations, and units currently managing and using the properties and land to review them to ensure compliance with the standards and norms for the use of offices and operational facilities issued by competent authorities. For any area exceeding the standards and norms (if any), report to the competent authority assigning or transferring the assets for a decision on assigning or transferring this area to another agency, organization, or unit for management and use, if it conforms to the standards, norms, and needs of that agency, organization, or unit. Alternatively, decide to assign or transfer it to the agency, organization, or unit currently managing and using it if there is no suitable agency, organization, or unit to assign or transfer it to, ensuring economy and efficiency.

Continue to strengthen management, inspection, supervision, and handling of violations in the arrangement, organization, handling, and exploitation of headquarters, operational facilities, and public assets of agencies, organizations, and units under management, ensuring efficiency and preventing loss and waste of assets.

The Chairpersons of the People's Committees of provinces and centrally-administered cities shall implement the following tasks: Continue to review and issue complete and timely documents within their authority to implement legal documents issued by the Central Government, especially specific regulations on decentralization in the management and use of public assets at agencies, organizations, and units; infrastructure assets invested and managed by the State; assets of projects using state capital; and assets whose ownership is established as belonging to the entire people; and regulate standards and norms for the use of specialized public assets and decentralize the authority to issue standards and norms for the use of specialized public assets to ensure a legal basis, strengthen decentralization and delegation of power, and accelerate the processing and exploitation of public assets.

Directing the arrangement, allocation, and handling of public buildings, land, and assets when restructuring public non-business units in accordance with the provisions of the law, the Prime Minister's directives and instructions, and the Ministry of Finance's guidance on handling headquarters and public assets when restructuring the organizational apparatus and administrative units.

For properties and land temporarily handed over or received during the process of reorganizing the administrative apparatus and restructuring administrative units: Instruct the agencies, organizations, and units that have temporarily handed over or received the properties to complete the procedures and report to the competent authority for consideration and decision on the transfer, reallocation, or assignment of assets in accordance with regulations within 30 days from the date of temporary handover or receipt.

For properties that have undergone functional conversion before the planning adjustment: Immediately update and adjust the provincial planning, land use planning, urban and rural planning, and other relevant plans after the functional conversion, allocation, and transfer of properties.

For properties and land belonging to agencies, organizations, and units that continue to be managed and used, or are assigned or transferred to serve as offices or operational facilities: Direct the agencies, organizations, and units currently managing and using the properties and land to review them to ensure compliance with the standards and norms for the use of offices and operational facilities issued by competent authorities. For any area exceeding the standards and norms (if any), report to the competent authority assigning or transferring the assets for a decision on assigning or transferring this area to another agency, organization, or unit for management and use, if it conforms to the standards, norms, and needs of that agency, organization, or unit. Alternatively, decide to assign or transfer it to the agency, organization, or unit currently managing and using it if there is no suitable agency, organization, or unit to assign or transfer it to, ensuring economy and efficiency.

For properties and land that have been decided by competent authorities to be reclaimed and transferred to local management and handling, the assigned agencies and units should be directed to promptly develop plans for exploiting and handling the assets in accordance with the law, in order to put the assets into exploitation or disposal in a timely manner, avoiding loss and waste; in which:

For properties and land for which the competent authority has approved the handling and exploitation plan, the handling of assets should be completed promptly or the assets should be put into exploitation according to the approved plan.

For properties and land that have not yet had their disposal and exploitation plans approved by the competent authority, it is necessary to promptly develop such plans and submit them to the competent authority for approval as a basis for implementation.

Assign the task of managing and exploiting houses and land to public service units and enterprises wholly owned by the Provincial People's Committee according to their authority; direct the Commune People's Committee to assign the task of managing and exploiting houses and land to the commune's public service units as stipulated in Government Decree No. 108/2024/ND-CP dated August 23, 2024, amended and supplemented by Government Decree No. 286/2025/ND-CP dated November 3, 2025, so that local organizations with the function of managing and trading houses can manage and exploit the surplus housing and land fund after the reorganization of the organizational structure and administrative units at all levels.

Continue reviewing the management and use of automobiles, machinery, and equipment serving the work of agencies, organizations, and units under its management according to the standards and norms issued by competent authorities and the requirements for performing tasks; based on that:

Promptly handle surplus assets as follows: For assets that are still usable, immediately transfer them to agencies, organizations, and units that lack assets for efficient use and budget savings; for assets that are damaged, unusable, or not needed by any agency, organization, or unit, promptly liquidate them and deposit the proceeds into the state budget.

Based on the allocated budget and the funds permitted for use, the procurement of missing or replacement assets will be carried out to ensure the necessary infrastructure for the new organizational structure, meeting the requirements for scientific and technological development, innovation, and digital transformation in the new phase.

Continue to strengthen management, inspection, supervision, and handling of violations in the arrangement, organization, handling, and exploitation of headquarters, operational facilities, and public assets of agencies, organizations, and units under management, ensuring efficiency and preventing loss and waste of assets.

The Ministry of Finance is responsible for urging and guiding, within its authority, any difficulties and obstacles that arise. Deputy Prime Minister Ho Duc Phoc will directly supervise the implementation and monitoring; and handle any obstacles during the execution of this directive. The Government Office will monitor and supervise according to its assigned functions and duties.
