The Prime Minister has directed a comprehensive review of the system of legal documents.
Deputy Prime Minister Le Tien Chau has just signed Official Dispatch No. 32/CD-TTg dated April 19, 2026, from the Prime Minister on organizing the comprehensive review of the system of legal normative documents.
In implementing the Conclusions of the Politburo and the 2026 work program of the Central Steering Committee on institutional and legal improvement, based on the Law on Promulgation of Legal Normative Documents No. 64/2025/QH15, amended and supplemented by Law No. 87/2025/QH15, dated April 3, 2026, the Standing Committee of the National Assembly issued Resolution No. 2092/NQ-UBTVQH15 on the comprehensive review of the system of legal normative documents, and Resolution No. 2093/NQ-UBTVQH15 establishing the Steering Committee on the comprehensive review of the system of legal normative documents chaired by the Chairman of the National Assembly (hereinafter referred to as the Steering Committee); the Steering Committee issued the Plan (attached to Decision No. 05/QD-BCĐ) on April 10, 2026 to implement the comprehensive review of the system of legal normative documents.
Conducting a comprehensive review of the legal framework is a crucial and strategic task, contributing to the synchronous improvement of institutions and laws; thoroughly addressing overlapping, conflicting, and unclear regulations that generate social costs; and continuing to review and reduce investment and business conditions, administrative procedures, and compliance costs for citizens and businesses, shifting from "pre-approval" to "post-approval," from "management" to "development-oriented," thereby maximizing convenience for citizens and businesses, promoting double-digit growth, and achieving socio-economic development goals and tasks as outlined in the resolutions and directives of the Party, the National Assembly, and the Government. The results of the comprehensive review must propose improvements to the structure of the legal system in accordance with the spirit of Conclusion No. 09-KL/TW dated March 10, 2026, of the Politburo on perfecting the structure of Vietnam's legal system to meet the requirements of national development in the new era, ensuring a simple, unified, consistent, and feasible legal system; and unleashing the driving force of national development. Meanwhile, the volume of work to be carried out in the comprehensive review of the system of legal normative documents is very large, with high requirements for quality and progress that must be completed within a short time. Therefore, in order to ensure that the implementation of the comprehensive review of the system of legal normative documents is timely, consistent, unified, effective, and of high quality, the Prime Minister proposes:
Establish a task force and assign competent personnel to conduct a comprehensive review of legal documents.
1. Ministers, heads of ministerial-level agencies, and chairpersons of provincial and city People's Committees are responsible for directing:
a) Fully and seriously understand the important significance of the task of comprehensively reviewing the system of legal normative documents. Based on that, closely follow the Steering Committee's Plan for the comprehensive review of the system of legal normative documents to promptly direct the development and issuance of the Plan for implementing the comprehensive review of the system of legal normative documents in your ministry, sector, or locality, ensuring clear identification of tasks, responsibilities, timelines, and deliverables;
b) Establish working groups at the ministerial, sectoral, and local levels, headed by leaders of those ministries, sectors, and localities, to implement tasks, ensuring effective coordination and mobilizing the active participation of capable, experienced, and highly qualified officials and civil servants, as well as experts in various fields;
c) Prioritize the allocation of resources to effectively carry out the task of comprehensively reviewing the system of legal documents; mobilize and assign capable and experienced personnel to participate in the task of comprehensively reviewing the system of legal documents; attach importance to soliciting opinions from those directly affected, especially citizens, businesses, experts, and officials and civil servants directly involved in law enforcement; identify and address obstacles, fully and clearly receive and explain feedback, avoiding formality and ensuring it is based on both legal and practical grounds;
d) Strengthen the application of digital technology and artificial intelligence to support the review of legal documents; standardize, clean up, and promptly, fully, and accurately update information and data on legal documents in the National Database on Law; connect the section on the overall review of the system of legal documents on the National Law Portal with the electronic portals of ministries, sectors, and localities;
d) Directly supervise and be responsible for the results of the comprehensive review of the system of legal documents under the responsibility of ministries, sectors, and localities, ensuring compliance with legal regulations, guidance from the Steering Committee and competent authorities; implement the information and reporting regime as required. The results of the review of the system of legal documents must clearly indicate each document, each clause, each content requiring action, a clear plan for handling it (amendment, supplementation, replacement, repeal, or issuance of new documents), identify the lead agency and the deadline for completion.
2. Ministers and heads of ministerial-level agencies shall promptly direct the development and issuance of guidelines on the content of the review and proposed handling of legal normative documents, ensuring consistency and full, comprehensive, and feasible institutionalization of the Party's policies and guidelines on issues related to their respective sectors and fields, in accordance with the Steering Committee's Plan; and seriously and effectively fulfill their role as members of the Steering Committee for the overall review of the system of legal normative documents, chaired by the Chairman of the National Assembly.
3. The Ministry of Justice is responsible for:
a) To seriously and fully fulfill the role of the Standing Agency of the Steering Committee;
b) Regularly monitor and urge agencies and units to carry out the task of comprehensively reviewing the system of legal normative documents; promptly organize training and guidance on the implementation of the comprehensive review of the system of legal normative documents and report to the Steering Committee, the Standing Committee of the National Assembly, the Government, and the Prime Minister on issues exceeding their authority for consideration and direction.
4. The Ministry of Finance is responsible for guiding ministries, sectors, and localities in preparing supplementary budget estimates to ensure the implementation of the task of comprehensively reviewing the system of legal normative documents nationwide, in accordance with the requirements regarding content and deadlines in Resolution No. 2092/NQ-UBTVQH15 dated April 3, 2026, of the Standing Committee of the National Assembly on the comprehensive review of the system of legal normative documents and related legal provisions, as per the Steering Committee's Plan.
5. The Ministry of Foreign Affairs is responsible for developing and sharing the List of international treaties to which the Socialist Republic of Vietnam is a party (Database of international treaties of the Socialist Republic of Vietnam); and simultaneously, connecting and sharing this database with the section on the comprehensive review of the system of legal normative documents on the National Law Portal before April 30, 2026.
Applying digital technology and artificial intelligence (AI) to support the review of legal documents.
6. The Ministry of Science and Technology is responsible for implementing guidelines and applying digital technology and artificial intelligence (AI) to support the review of legal documents before April 30, 2026.
7. It is proposed that the Central Internal Affairs Commission, the Central Party Office, and the Party Committees at the central level coordinate with ministries and agencies in building and sharing the list of Party documents issued by the Central Committee, the Politburo, the Secretariat, and the Party Committees at the central level that are currently in effect with agencies, units, and organizations conducting a comprehensive review of the system of legal normative documents; and at the same time, connect and share this data with the section on the comprehensive review of the system of legal normative documents on the National Law Portal.
8. The Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, the National Assembly's Ethnic Council, the National Assembly's Committees, the National Assembly Office, and the President's Office are requested to direct the timely, high-quality, and effective implementation of the task of comprehensively reviewing the system of legal normative documents within their respective areas of responsibility according to the Steering Committee's Plan for the comprehensive review of the system of legal normative documents; and to send information and reports on the situation and results of the comprehensive review of the system of legal normative documents to the Ministry of Justice for compilation and submission to the Government and the Standing Committee of the National Assembly.
9. The Provincial and Municipal Party Committees are requested to direct the People's Councils, People's Committees of provinces and cities, and local agencies, units, and organizations to promptly and effectively implement the task of comprehensively reviewing the system of legal normative documents within their respective localities.
10. It is proposed that the Vietnam Fatherland Front, the National Assembly's Ethnic Council, the National Assembly's Committees, the National Assembly delegations and National Assembly deputies, the People's Councils, and People's Council deputies at all levels supervise the implementation of the task of comprehensively reviewing the system of legal normative documents.
Mobilize experts and scientists to provide in-depth opinions and propose solutions to improve the legal system.
11. The Vietnam Federation of Commerce and Industry, the Vietnam Lawyers Association, and other relevant organizations and associations are responsible for communicating and mobilizing experts, scientists, legal scholars, skilled lawyers, organizations, individuals, the business community, and industry associations to be aware of and participate in providing in-depth opinions on the results of the comprehensive review and proposing solutions to improve the legal system as required by competent authorities.
12. We request that the Central Propaganda and Mass Mobilization Department, Vietnam Television, Vietnam Radio, Vietnam News Agency, and other news agencies and press organizations strengthen communication through appropriate and effective forms regarding the purpose, requirements, role, significance, situation, and results of the comprehensive review, and solutions for improving the system of legal normative documents.
