Prime Minister: Leaders at all levels must take real action.

(Baonghean.vn) - On the morning of June 29, the Central Propaganda Department, in coordination with the Central Economic Department, organized a nationwide online conference to study, understand, and implement Resolution No. 5 of the 12th Central Committee.

In his opening remarks at the conference, Prime Minister Nguyen Xuan Phuc clearly stated the purpose, significance, and requirements of studying and thoroughly understanding the Resolutions of the 5th Plenum of the 12th Central Committee of the Party, including three resolutions: Resolution No. 11 on perfecting the socialist-oriented market economy; Resolution No. 12 on continuing to restructure, innovate, and improve the efficiency of state-owned enterprises; and Resolution No. 10 on developing the private economy into an important driving force of the socialist-oriented market economy. These are crucial issues, especially important for fulfilling the key tasks set forth by the 12th Party Congress regarding socio-economic development.

The central focus of these resolutions is on major, groundbreaking issues, addressing key challenges in economic institutions and improving the efficiency of both state-owned and private economies.

Prime Minister Nguyen Xuan Phuc emphasized that today's conference marks the beginning of a widespread political campaign to disseminate information throughout the Party, the armed forces, and the entire population, creating a high level of unity in awareness and action, quickly putting these three important resolutions into practice, maximizing their effectiveness, and contributing to the successful implementation of the Resolution of the 12th National Congress of the Party and the socio-economic goals set forth.

To effectively implement the Resolutions of the 5th Plenum of the 12th Central Committee, the Prime Minister requested adherence to the objectives, guiding principles, and key tasks and solutions outlined in the resolution and the Central Committee's guidelines.

"Party committees, Party organizations, and leaders at all levels must truly act, unite, uphold Party discipline and order, and the laws of the State, combined with supervision, inspection, and handling of violations; proactively disseminate the resolution to a large number of cadres and Party members, civil servants, employees, and people nationwide; and focus on promoting the role of the media in the implementation process," Prime Minister Nguyen Xuan Phuc emphasized.

Next, at the central meeting point, Comrade Nguyen Van Binh - Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Economic Committee - conveyed the basic contents of the three resolutions; in which, he affirmed: Building and perfecting the socialist-oriented market economy is a strategic task, an important breakthrough, creating momentum for rapid and sustainable development; reforming the growth model, restructuring the economy, promoting industrialization and modernization, building an independent, self-reliant economy and international integration; and achieving social progress and equity.

Restructuring, innovating, and improving the efficiency of state-owned enterprises based on modern technology, innovation capacity, and management according to international standards aims to mobilize, allocate, and effectively utilize social resources; preserve and develop state capital so that state-owned enterprises maintain their key position and are an important material force of the economy, contributing to promoting economic development and achieving social progress and equity.

Developing a healthy private economy according to market mechanisms is an objective requirement, both urgent and long-term, in the process of perfecting institutions and developing a socialist-oriented market economy in our country; it is an important means to unleash productive forces; and to mobilize, allocate, and effectively utilize resources for development.

The private sector is a crucial driving force for economic development. The state-owned and collective economies, along with the private sector, form the core for developing an independent and self-reliant economy; encouraging and facilitating the rapid, sustainable, and diversified development of the private sector with high growth rates in terms of quantity, scale, quality, and contribution to GDP.

Comrade Nguyen Van Binh suggested that, following the Party Committee Conferences at all levels, especially the Party Committee Secretaries, they should direct the development of plans, organize conferences to thoroughly and seriously disseminate and effectively implement the Resolution of the 5th Conference of the 12th Central Committee of the Party with a spirit of innovation, practicality, and quality assurance.

Based on the guidance from the Central Committee, localities develop action programs to implement the Resolution at their respective levels, ensuring practicality and high feasibility; linking the implementation of the action program with the fulfillment of the political tasks of the locality and unit.
