The Prime Minister has approved the investment plan for a project worth over 4.5 trillion VND in Nghe An province.
(Baonghean.vn) - On December 28, 2021, the Prime Minister approved the investment policy for the project "Priority Infrastructure and Urban Development Adapting to Climate Change in Vinh City, Nghe An", financed by a World Bank loan.

Project"Priority infrastructure and urban development adapting to climate change in Vinh City, Nghe An Province"The project, financed by a World Bank loan, received investment approval from the Prime Minister in Decision No. 2212/QD-TTg. The overall objectives of the project, "Priority Infrastructure and Urban Development Adapting to Climate Change in Vinh City, Nghe An Province," include:
- To minimize the risk of flooding in urban areas and enhance the city of Vinh's ability to manage urban areas in adaptation to climate change.
- Supporting the development of integrated infrastructure and climate change adaptation capabilities in Vinh City, contributing to sustainable urban development and climate change adaptation as a driving force for comprehensive socio-economic development for Vinh City and Nghe An Province.
The project has specific objectives:
- Reduce flooding and adapt to climate change for the city through the renovation and upgrading of the drainage system. Improve environmental conditions and enhance the quality of life for residents through the renovation and upgrading of the Vinh River and the wastewater collection and treatment system.

- Strengthening connectivity between the central area and developing areas with weak infrastructure, in order to create momentum for the city's development through the construction of several connecting routes.
- Enhancing green spaces in the city through the construction of public infrastructure, including the renovation of the Vinh River, the construction of Hung Hoa 2 Lake, and park infrastructure.
- Enhancing urban management capacity to adapt to climate change and implement integrated and proactive flood control for Vinh City.
The project comprises four components: Integrated investment in drainage, sanitation, and connectivity; Expanding storage capacity to reduce urban flooding; Upgrading and rehabilitating the Vinh River; and Developing systems and capacity for improved urban resilience.

The project "Priority Infrastructure and Climate Change Adaptation Urban Development in Vinh City, Nghe An Province" has a 6-year implementation period, starting from the date the project is authorized to allocate funding.
The total investment for the project is US$194.5 million, equivalent to VND 4,502 billion. Of this, US$129.6 million (VND 3,000 billion) is a loan from the World Bank, and VND 1,502 billion is counterpart funding.
Decision No. 2212/QD-TTg also clearly states that the counterpart funding will be provided by the People's Committee of Nghe An province in accordance with regulations. The People's Committee of Nghe An province is responsible for allocating sufficient counterpart funds to ensure the effective implementation of the Project, on schedule and in accordance with current regulations.
