Prime Minister: Policies and laws must be concise, brief, and directly address the issue.
The Prime Minister requested a shift in thinking regarding lawmaking towards: closely adhering to reality and respecting objective reality; policy content must be concise, specific, and directly address the issues.

On the morning of August 27th, Prime Minister Pham Minh Chinh chaired the second specialized Government meeting on lawmaking in August 2024 to discuss and provide feedback on the draft Law on Management and Investment of State Capital in Enterprises (amended), the draft Law on Teachers, and the draft Law on Digital Technology Industry.
Attending the meeting were Deputy Prime Ministers Nguyen Hoa Binh, Le Thanh Long, and Ho Duc Phoc; and Ministers and heads of ministerial-level agencies and government agencies.
Opening the session, welcoming the newly appointed Deputy Prime Ministers and Ministers approved by the National Assembly and the General Secretary and President presenting their appointment decisions, Prime Minister Pham Minh Chinh expressed his hope that the newly appointed Deputy Prime Ministers and Ministers, together with the Government, would further promote unity, discipline, integrity, innovation, decisive and effective action, and excellently fulfill the assigned tasks, especially the goals and tasks set forth by the 13th National Congress of the Party.
The immediate focus is on striving to achieve the socio-economic development targets for 2024 and setting forth directions, tasks, and solutions for socio-economic development in 2025; contributing to the results of the 5-year implementation of the 10-year socio-economic development strategy 2021-2030, and the directions and tasks for socio-economic development in the 5 years 2026-2030.

The Prime Minister stated that this session is the second in August 2024 and the eighth thematic session on lawmaking this year; continuing to implement one of the three strategic breakthroughs identified by the 13th National Congress of the Party, aiming to supplement and perfect institutions, remove difficulties and obstacles, and facilitate development.
The Prime Minister requested a shift in thinking regarding lawmaking towards: closely adhering to and respecting objective reality; legalizing issues that are mature, clear, proven correct by practice, widely agreed upon, and effectively implemented; and gradually expanding pilot programs on issues that are not yet mature or clear, learning from experience as they go; avoiding perfectionism and haste; and ensuring that the content of policies and laws is concise, specific, and directly addresses the issues.
According to the Prime Minister, the draft laws considered at the session are all important issues stemming from practical requirements. Among them, the drafting of the Law on Management and Investment of State Capital in Enterprises (amended) aims to better manage state capital in enterprises, while also removing obstacles and mobilizing state resources and assets for development.
The draft Law on Teachers aims to improve the quality of the teaching staff, meeting the requirements, tasks, and mission of nurturing future generations in the new context, with the perspective that "teachers are the driving force and source of inspiration for students."
The draft Law on Digital Technology Industry aims to create a legal framework to promote development while strengthening state management in the field of digital technology industry.
According to the agenda, at the session, the Government will hear presentations on the summary report and the report on the acceptance of appraisal opinions; and will also discuss policy contents in the draft Law on State Capital Management and Investment in Enterprises (amended), the draft Law on Teachers, and the draft Law on Digital Technology Industry.
