The Prime Minister urged the implementation of key tasks after the Lunar New Year of the Year of the Horse 2026.

Prime Minister Pham Minh Chinh signed Directive No. 06/CT-TTg on urging the implementation of key tasks after the Lunar New Year holiday of the Year of the Horse 2026.

The Prime Minister urged the implementation of key tasks after the Lunar New Year of the Year of the Horse 2026.

The directive states that, in order to adequately prepare for the Lunar New Year (Tet) celebration in 2026, ministries, agencies, localities, and functional forces have strictly implemented Directive No. 55-CT/TW dated December 22, 2025, of the Party Central Committee, Government Resolutions, and Directive No. 36/CT-TTg dated December 31, 2025, of the Prime Minister; paying attention to the material and spiritual well-being of the people; fully and promptly implementing social security policies; and focusing on activities to express gratitude and repay the debt of gratitude to war invalids, families of martyrs, and those who have contributed to the revolution. Goods during Tet are abundant, of guaranteed quality, and at stable prices, especially essential items.

Many important national projects continued construction throughout the Tet holiday to accelerate progress; many factories maintained production throughout the Tet holiday to ensure order fulfillment. Disease prevention and control, food safety and hygiene control, medical examination and treatment, and public health care were effectively implemented. Transportation services remained largely smooth, meeting the increased travel demand of the people; traffic accidents decreased significantly in all three criteria: number of incidents, number of deaths, and number of injuries; violations of traffic order and safety were strictly dealt with. Political security and national sovereignty were maintained; social order and safety were ensured…

However, during the Lunar New Year of the Year of the Horse, the traffic safety situation remained challenging, with several particularly serious waterway traffic accidents occurring; localized traffic congestion at certain times on some main routes; passenger transport exceeding the permitted capacity; drunk driving; and the illegal buying, storing, and use of fireworks and explosives, posing potential risks to public security and order…

Looking ahead, the global situation is expected to remain complex and unpredictable; difficulties, challenges, opportunities, and advantages will be intertwined, but the difficulties and challenges will outweigh the challenges. The Prime Minister requests that all ministries, agencies, localities, organizations, and individuals involved, after the Lunar New Year holiday, urgently and focusedly handle their work with a proactive spirit."Start working early, get straight to work."In accordance with the directives of the Party Central Committee; thoroughly implementing the guiding principles."Resources originate from mindset and vision; motivation stems from innovation and creativity; strength comes from the people and businesses.","Save time, value intelligence"To be more decisive, proactive, and creative in leadership, guidance, and management, creating breakthroughs in development with a spirit of"If you've already made an effort, you must make even more effort; if you've already made a decision, you must be even more determined; if you've already acted decisively, you must act even more decisively."; strongly promote production and business, create jobs and livelihoods for the people, ensure comprehensive, modern, inclusive, and sustainable social security; strive for GDP growth of 10% or more in 2026 while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances; and simultaneously implement the following key tasks immediately:

Accelerate the disbursement of public investment funds starting from the beginning of 2026.

1. Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities, according to their assigned functions, duties, and powers:

a) Focus on effectively implementing "1 goal, 2 guarantees, 3 yes, 4 no, 5 harmonizations, and 6 clear points"; in which the overarching "1 goal" is independence, freedom, prosperity, and happiness; the "2 guarantees" are ensuring development for stability, stability to promote development, and ensuring security, safety, and people's well-being; the "3 yes" in resource contribution is the participation of the State, the participation of the people, and the participation of businesses; the "4 no" in saving time is not wasting a day, not delaying a week, not missing opportunities in a month, and not being passive for a whole year; the "5 harmonizations" in development are digitalization, greening, optimizing resources, smartening governance, and harmonizing the interests of the State, the people, and businesses; the "6 clear points" in task assignment include clear person, clear task, clear time, clear responsibility, clear authority, and clear results.

b) Closely monitor price and market fluctuations after Tet, especially for essential consumer goods and services and important input materials for production; proactively and promptly implement solutions to regulate supply and demand, stabilize the market, regulate production, and prevent shortages and price spikes. Strengthen inspection and supervision of price declarations and listings, ensuring sales are at the listed prices; strictly handle unreasonable price increases and the introduction of additional charges beyond the declared and listed prices.

c) Strengthen financial discipline and order in the state budget, ensuring that funds are used for the right purposes, in accordance with regulations, standards, and norms, economically and efficiently, and preventing losses and waste; review and cut unnecessary expenditures, prioritizing the allocation of resources to key and urgent political tasks.

d) Accelerate the disbursement of public investment capital from the beginning of 2026, especially for important national projects; inspect, supervise, and promote the implementation of projects that were commenced on the occasion of the 50th anniversary of the Liberation of the South and National Reunification, the 80th anniversary of the August Revolution and National Day on September 2nd, the 79th anniversary of the National Resistance Day, and to celebrate the 14th National Congress of the Party. Expeditiously complete the detailed allocation of the 2026 public investment plan and the allocation of state budget funds from recurrent expenditures in 2026 for national target programs; proactively review and promptly resolve difficulties and obstacles of each project, striving to achieve 100% disbursement of public investment as assigned by the Prime Minister.

d) Focus on removing obstacles for projects in accordance with the spirit of Resolution No. 12 of the 13th Central Committee of the Communist Party of Vietnam and related conclusions of the Politburo.

Fully and effectively implement social security and social welfare policies.

e) Fully and effectively implement social security and social welfare policies, especially preferential policies for people with meritorious services, poverty reduction, and care for the lives of the elderly, people with disabilities, children with special circumstances, and orphans. Accelerate the progress and quality of construction of 100 multi-level boarding schools in border communes and prepare for the commencement of construction of the remaining 148 schools in February 2026.

g) Focus resources on developing and ensuring the quality of draft laws, ordinances, and resolutions in accordance with Resolution No. 105/NQ-UBTVQH15 dated September 26, 2025, of the Standing Committee of the National Assembly and Decision No. 2352/QĐ-TTg dated October 24, 2025, of the Prime Minister, especially draft laws submitted to the first session of the 16th National Assembly. Fully and promptly update the progress of drafting and promulgating legal documents within the scope of management on the Legal Document Drafting Program Management Information System in real time to serve the reporting work to the Government and the Prime Minister.

h) Expeditiously develop, promulgate, or submit for promulgation detailed regulations for the implementation of laws and resolutions passed by the National Assembly, ensuring that the regulations take effect simultaneously with the laws, resolutions, or the content assigned for detailed regulation; review, identify, and publish detailed regulations and specific measures to organize and guide the implementation of laws and resolutions that remain in effect as prescribed in Clause 2, Article 57 of Law No. 64/2025/QH15 on the Promulgation of Legal Normative Documents, as amended and supplemented by Law No. 87/2025/QH15.

i) Effectively implement the State administrative reform plan for the period 2026-2030 issued with Decision No. 282/QD-TTg dated February 12, 2026, of the Prime Minister. Organize the reception and processing of administrative procedures and provide online public services to citizens and businesses smoothly and efficiently; reduce and simplify administrative procedures related to production and business, reduce paperwork, and restructure administrative procedures based on data in accordance with Resolution No. 66/NQ-CP and Resolution No. 66.7/2025/NQ-CP of the Government.

k) Implement decisively and synchronously the solutions for organizing the enforcement of civil judgments; judgments and decisions of the Court on administrative cases that have become legally effective in the area; definitively resolve cases that are eligible for enforcement, key cases, complex and protracted cases, and cases with the risk of generating mass complaints or appeals to higher levels. Strictly implement regulations on receiving citizens, resolving complaints and denunciations, and prevent the occurrence of "hot spots" related to political security and social order.

Expeditiously implement the tasks and projects in science, technology, innovation, and digital transformation that have been allocated funding from the state budget.

l) Focus on implementing the 2026 work program of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation (Program No. 02/CTr-BCĐTW dated February 2, 2026) ensuring quality and progress. Expeditiously implement tasks and projects in science, technology, innovation and digital transformation that have been allocated state budget funds to effectively implement Resolution No. 57-NQ/TW of the Politburo.

m) Implement activities related to Tet tree planting, disaster prevention and control, saline intrusion mitigation, climate change adaptation, water resource protection, and wildlife conservation... Closely monitor weather forecasts, hydrometeorological information, reservoir operation procedures, and water regulation plans to implement appropriate production plans, use water economically and efficiently to serve agricultural production and people's lives.

n) Strengthen state management of beliefs and religions, ensuring they are in line with civilized lifestyles, cultural traditions, and good customs and practices of each locality; prevent superstitious activities, distortions, and deviations from social norms, and prevent the exploitation of spiritual activities for profit; and prevent the widespread burning of votive paper, which causes waste and extravagance.

Ensuring adequate material, technical, security, and safety conditions for the election.

o) Regarding the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term:

- Complete the tasks and plans for organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term on time, especially the third consultation, the establishment and announcement of the official list of candidates; regularly review the voter list, receive and distribute documents and ballots among the organizations in charge of election work to avoid delays or procedural errors.

- Organize intensive professional training for Election Teams, focusing on the stages before, during, and after election day; ensuring that 100% of Election Team Leaders thoroughly understand the procedures and skills for handling unforeseen situations, minimizing errors at the grassroots level. Promptly address any practical difficulties, especially new issues arising from the first-time organization of elections under the two-tiered local government model.

- Ensure adequate material, technical, security, and safety conditions for the election, promptly handle any arising situations, and avoid being caught off guard. Strengthen information and communication efforts to ensure voters understand their rights, obligations, time, location, and method of voting; combat and refute false and distorted information about the election.

p) Timely commendation or recommendation to competent authorities for appropriate commendation to recognize and encourage organizations, individuals, and functional forces with outstanding and exceptionally excellent achievements in performing their duties and serving the people during the Lunar New Year of the Year of the Horse 2026.

Immediately implement the directive to save 10% of recurrent expenditure budget to supplement social welfare spending.

2.The Ministry of Finance will preside over and coordinate with relevant agencies and localities:

a) To manage expansionary fiscal policy rationally, with a focus on key areas; to effectively utilize the remaining fiscal policy space to support and coordinate closely, flexibly, and effectively with monetary policy and other macroeconomic policies, ensuring public debt and budget deficit remain within prescribed limits.

b) The Ministry of Finance and other ministries and agencies managing national reserves shall promptly release rice and national reserve goods to the correct recipients, providing timely support to the people, especially during the lean season and in areas affected by natural disasters, storms, and floods. They shall urgently allocate state budget funds from the 2026 recurrent expenditure budget to national target programs; immediately implement the guidance on saving 10% of the recurrent expenditure budget to supplement social welfare spending and other necessary expenditures as directed by the Government in Resolution No. 23/NQ-CP dated February 7, 2026; and save 5% of development investment spending to fund the construction of the vital Lao Cai - Hanoi - Hai Phong railway line.

c) Urgently develop a plan for allocating increased revenue and savings from the central government budget in 2025 (focusing on security, defense, key projects, and social welfare), and report it to the competent authority in February 2026.

d) Comprehensive digital transformation in tax administration, building a modern, professional tax agency that is data-centric and uses digital technology as its foundation. Organize a review meeting on the first year of implementing Resolution No. 68-NQ/TW of the Politburo, ensuring its significance, practicality, and effectiveness.

Closely monitor the gold market and implement comprehensive solutions for managing gold trading activities.

3.The State Bank of Vietnam presides over and coordinates with relevant agencies and localities:

a) Actively, flexibly, promptly, and effectively manage monetary policy, coordinating closely with a rational and focused expansionary fiscal policy and other macroeconomic policies, steadfastly pursuing the target of controlling inflation at an average of approximately 4.5% in 2026. Manage interest rates and credit in accordance with macroeconomic developments, the money market, inflation, and monetary policy objectives, meeting the capital needs of the economy; manage exchange rates flexibly and appropriately, stabilize the foreign exchange market, contributing to maintaining macroeconomic stability, controlling inflation, and supporting sustainable economic growth. Assign tasks to commercial banks to reduce costs, apply digital technology, cut administrative procedures, save on expenditures, and maintain stable bank interest rates as in previous years.

b) Directing credit institutions to promote safe and effective credit growth; directing credit towards production and business sectors, priority sectors, and drivers of economic growth; continuing to implement credit programs as directed by the Government and the Prime Minister; strictly controlling credit to sectors with potential risks; implementing comprehensive solutions to control and handle bad debts, improve credit quality, limit the 발생 of new bad debts, and ensure the safety and stability of the credit institution system.

c) Closely monitor the gold market and implement comprehensive solutions for managing gold trading activities in accordance with directives from competent authorities. Promptly report to the Standing Committee of the Government on the research, evaluation, and consideration of proposals for establishing a national gold exchange/brokerage, without further delay.

Boosting production and business activities immediately after the Tet holiday.

4.The Ministry of Industry and Trade presides over and coordinates with relevant agencies and localities:

a) Promote production and business immediately after the Tet holiday, put into operation industrial production projects serving export and domestic consumption, and prevent disruptions to the supply chain of raw materials for domestic production in the first months of the year. Expeditiously finalize, submit for promulgation, and effectively implement the Program for the Development of Supporting Industries for the period 2026-2035 in the second quarter of 2026, focusing on breakthrough solutions to enhance the competitiveness of domestic suppliers and prepare them for deeper participation in global value chains.

b) Focus on implementing solutions to promote exports and develop overseas markets. Coordinate with relevant units to manage promptly and rationally, preventing congestion of goods, especially at border gates in the North. Support businesses in exporting directly to overseas distribution systems; attract buyers and major distribution channels worldwide to cooperate in building supply sources in Vietnam.

c) Directing market management forces to strictly and effectively implement the peak plan for market inspection and control, focusing on areas where festivals take place, tourist destinations, shopping centers, supermarkets, wholesale markets, warehouses, goods transit points, and areas with large crowds...; promptly detecting, preventing, and strictly handling acts of smuggling, commercial fraud, production and trading of counterfeit goods, goods of unknown origin, substandard goods, and other violations of the law.

d) Directing the Vietnam Electricity Group and related units to ensure the progress of investment and construction of important power generation and transmission projects; mobilizing maximum resources to ensure sufficient electricity supply for production and daily life of the people. Directing and urging the Vietnam National Energy Industry Group and related units to implement oil and gas exploration and exploitation activities in 2026 according to the approved plan.

Gather information on production conditions and supply and demand trends in the agricultural market.domestic; supporting localities in promoting and connecting product consumption.

5.The Ministry of Agriculture and Environment will preside over and coordinate with relevant agencies and localities:

a) Closely monitor the situation of production, livestock farming, crop cultivation, and meteorological and hydrological developments to guide agricultural production appropriately according to plan. Proactively implement measures to prevent and control diseases in livestock and crops, stabilize input factors to maintain and develop production; support fishermen in avoiding risks and confidently venturing out to sea. Strengthen the management, protection, and development of forests, forest fire prevention and control; launch a nationwide movement to protect the environment.

b) Inspect the safety of irrigation works and reservoirs, and organize the efficient and rational operation of water release plans and water intake schedules for the 2025-2026 Winter-Spring crop. Monitor, understand, and urge localities to urgently handle dike incidents, especially those caused by floods after the 2025 storms; promptly implement the 2026 dike maintenance plan.

c) Coordinate the monitoring and gathering of information on production, supply and demand trends in the domestic agricultural market; guide and support localities in promoting and connecting product consumption, promptly address difficulties and obstacles, facilitate quick customs clearance, and minimize congestion at border gates.

Accelerate investment progress., organizing the construction of projects,especially key projects and works

6.The Ministry of Construction will preside over and coordinate with relevant agencies and localities:

a) Strictly manage transportation activities and improve service quality; organize smooth freight transportation, especially in remote areas, ethnic minority regions, mountainous areas, border areas, and islands; strengthen coordination in inspecting and strictly handling violations related to transportation business, especially contract vehicles, fixed-route passenger buses, inland waterway transport routes from the mainland to islands, tourism activities on inland waterways, passenger transport across rivers and along inland waterways, train stations, airports, bus stations, seaports, and inland waterway ports and terminals...; focus on preventing traffic accidents right from the point of departure.

b) Accelerate the investment preparation and construction organization of projects to ensure simultaneous commencement, completion, and commissioning according to plan, especially key projects and works such as: the Lao Cai - Hanoi - Hai Phong railway project (Component 2 - completion of feasibility study report in March 2026), the high-speed railway project on the North-South axis, Long Thanh and Gia Binh international airports, etc. Thoroughly review and propose investment, upgrading, and completion plans for existing and ongoing expressways to achieve full expressway standards; and supplement the technical infrastructure works along the routes.

c) Continue to coordinate with relevant agencies to urge and guide localities in resolving difficulties and obstacles in the implementation of real estate and social housing projects, striving to complete over 110,000 social housing units by 2026.

Promoting the integration of tourism products into packages, combining tourism with the promotion and consumption of local specialties.

7.The Ministry of Culture, Sports and Tourism presides over and coordinates with relevant agencies and localities:

a) Coordinate with the Central Propaganda and Mass Mobilization Department to direct media agencies to continue promoting timely and comprehensive information and communication on the Resolution of the 14th National Congress of the Party, the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, and the National Assembly on the organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; the direction and management of the Government and the Prime Minister on the implementation of the socio-economic development plan, spreading the spirit of labor and production mobilization of people and businesses after the Lunar New Year holiday.

b) Effectively implement Resolution No. 80-NQ/TW dated January 7, 2026, of the Politburo on the development of Vietnamese culture, the Government's Action Program to implement Resolution No. 80-NQ/TW of the Politburo, and the National Target Program on cultural development for the period 2025-2035.

c) Directing the organization of unique art, entertainment, and recreational programs; providing high-quality cultural products and services; conducting propaganda, promotion, and exhibition activities; implementing solutions to promote tourism product linkages in packages; combining tourism activities with the promotion and consumption of OCOP products and local specialties; and preserving and promoting the value of cultural heritage.

Inspection and auditingfood hygiene and safetyat production and processing facilities

8.The Ministry of Health will take the lead and coordinate with relevant agencies and localities:

a) Directing medical facilities to strictly maintain on-call and emergency duty schedules and plans, proactively developing and implementing plans to ensure sufficient personnel, equipment, medicines, and medical supplies for routine examinations and treatment, and emergency care for patients injured in traffic accidents and other unforeseen situations that may occur after the Tet holiday. Developing plans for coordinating and providing professional support between different levels of healthcare, ensuring timely reception and treatment of patients, preventing overcrowding, shortages of medicines and supplies, and disruptions to medical examination and treatment activities.

b) Focus on implementing disease prevention and control measures, especially for respiratory diseases and newly emerging dangerous infectious diseases. Monitor and detect early cases in the community and at healthcare facilities, promptly and thoroughly handle outbreaks to prevent widespread spread and outbreaks; ensure sufficient medicines, supplies, chemicals, equipment, and resources to effectively respond to disease prevention and control, as well as patient admission and treatment.

c) Strengthen food safety measures and prevent food poisoning during the 2026 Spring Festival; conduct timely inspections and checks on compliance with food hygiene and safety regulations at food production, processing, and trading establishments, food service establishments, collective kitchens, tourist areas, festivals, and traditional markets. Strictly handle violations according to the law and publicly disclose inspection and handling results to protect the rights and health of the people.

d) Intensify information and communication efforts to raise awareness and guide people in implementing disease prevention and control measures and improving health; closely coordinate with the education, tourism, and transportation sectors in disease prevention at schools, festivals, and tourist destinations with large crowds.

Implement the 2025-2026 school year plan in a coordinated manner;Supporting students returning to school after the Tet holiday.

9.The Ministry of Education and Training, in coordination with relevant agencies and localities, will direct and guide educational institutions to implement the 2025-2026 academic year plan synchronously; promptly assess the situation and psychology of learners, especially students in remote areas, ethnic minority regions, and students from disadvantaged backgrounds, in order to organize activities to support students returning to school after the Tet holiday. It will also closely coordinate with relevant functional agencies and educational institutions to monitor and maintain hygiene measures in schools and classrooms, ensuring good ventilation and safety.

10.The Ministry of Science and Technology presides over and coordinates with relevant agencies and localities:

a) Expeditiously develop and issue, within their authority, or submit to competent authorities for issuance, detailed regulations for the implementation of the Law on Artificial Intelligence, effective from March 1, 2026, ensuring quality and timely progress.

b) Ensuring communication services for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Closely monitor the labor market situation after the Lunar New Year holiday to prevent disruptions in the labor supply.

11.The Ministry of Interior will preside over and coordinate with relevant agencies and localities:

a) Preside over the assessment of the situation regarding discipline and order in public service; resolutely prevent officials, civil servants, and public employees from going on spring outings during working hours; promptly implement local and unit political tasks; and at the same time promote the exemplary role of heads of agencies and units in adhering to public service culture.

b) Closely monitor and promptly grasp the labor market and employment situation after the Tet holiday, and provide solutions to support businesses in overcoming labor shortages and assisting workers in returning to production, preventing disruptions in the labor supply. Promote the building of harmonious, stable, and progressive labor relations in enterprises, minimize labor disputes and strikes; promptly handle arising incidents based on dialogue and negotiation; raise awareness of legal compliance among workers and employers; and actively implement labor export programs abroad under labor contracts, ensuring quality and efficiency.

c) To chair and coordinate with the Office of the National Election Council and relevant agencies to provide guidance on the organization of the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; to advise on a plan to strengthen inspection, supervision, and guidance to localities to ensure uniformity nationwide, preventing different local applications.

d) Urgently instruct ministries and agencies to review decrees on decentralization and delegation of power from specialized legal systems in order to promptly propose amendments and additions to relevant specialized laws in 2026.

Strengthen patrols and strictly handle violations of traffic safety laws; focus on combating and suppressing crime and social evils.

12.The Ministry of Justice, in coordination with relevant agencies and localities, will strengthen the dissemination and education of laws on the election of National Assembly and People's Council representatives at all levels, policies and draft laws in the 2026 legislative program, and newly issued legal documents; and apply information technology and digital transformation in the work of drafting and implementing laws.

13.The Ministry of Public Security will take the lead and coordinate with relevant agencies and localities:

a) Ensure absolute safety and security for key targets, important infrastructure, and significant political, diplomatic, cultural, and social events of the country; the activities of Party and State leaders, international delegations, and international conferences held in Vietnam. Strengthen measures to prevent, combat, and effectively handle harmful and malicious information on the internet.

b) Direct traffic police forces to strengthen patrols, inspections, and strictly handle violations of traffic safety laws, especially violations related to drunk driving, overloading of goods, and carrying more passengers than permitted; closely coordinate with the transport sector to organize traffic flow management and prevent traffic congestion at gateway routes, bus stations, train stations, airports, tourist destinations, etc. Implement plans to ensure safety, fire prevention, rescue, and emergency response, especially at crowded locations and areas where festivals are taking place.

c) Focus on combating and suppressing all types of crimes and social evils, especially those that tend to increase during the early spring period, such as gambling and organized gambling, robbery, theft, disturbing public order, and resisting law enforcement officers… Promptly detect and dismantle organized crime gangs and strictly punish them according to the law.

Monitor, strictly manage border areas, seas, and islands; prevent illegal entry and exit.

14.The Ministry of National Defence takes the lead and coordinates with relevant agencies and localities:

a) Continue to strictly maintain the combat readiness duty regime; proactively grasp the situation in the air, at sea, on the borders, domestically, internationally, and in cyberspace; promptly detect, prevent, combat, and handle situations, avoiding being caught off guard; maintain independence, sovereignty, and territorial integrity; coordinate with functional forces to maintain security and order, especially during the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

b) Closely monitor and manage border areas, seas, and islands; coordinate with relevant agencies and units to strengthen patrols, control, and crime prevention; prevent illegal entry and exit across borders, border gates, trails, open routes, and seaports. Strengthen propaganda efforts and resolutely repel and prevent foreign vessels from violating and encroaching on our maritime territory, ensuring the safety of our maritime economic activities; implement measures to combat illegal, unreported, and unregulated fishing. Continue to implement the plan to adjust the organization and staffing of the Military Command at the commune, ward, and special zone levels to meet the requirements and tasks in the new situation.

c) Report to the Prime Minister for consideration and direction on the Project for organizing the Vietnam International Defence Exhibition 2026 and the organization and operation of the "Fund for Vietnam's Seas and Islands".

d) Directing agencies and units to coordinate closely with localities to organize the recruitment and deployment of troops, ensuring quality, meeting targets, and absolute safety; preparing forces and resources well, and coordinating closely with localities to be ready to participate in preventing, combating, and mitigating the consequences of natural disasters and epidemics.

Closely monitor the living conditions of ethnic minorities and people in mountainous areas.Propose appropriate support solutions.

15.The Ministry of Foreign Affairs presides over and coordinates with relevant agencies and localities:

a) Closely monitor the international situation and the reactions of other countries to promptly make appropriate policy recommendations and proposals. Organize the approved high-level diplomatic activities in the first quarter of 2026 effectively, continuing to consolidate a peaceful, stable, and favorable foreign policy environment for national development. Focus on preparing for the successful organization of the APEC 2027 High-Level Week, and report the overall plan to the Prime Minister in March 2026.

b) Coordinate with Ho Chi Minh City to lobby the World Economic Forum (WEF) to continue participating in organizing the Autumn Economic Forum, striving to make it an annual WEF mechanism in Vietnam.

16.The Ministry of Ethnic Minorities and Religions presides over and coordinates with relevant agencies and localities:

a) Actively monitor the situation and closely track the developments in the lives, production, employment, and income of ethnic minorities and people in mountainous, remote, border, and island areas after the Lunar New Year, promptly proposing appropriate support solutions, ensuring that assistance reaches the right recipients, is transparent and open, and prevents famine, livelihood disruption, or the emergence of social disorder hotspots.

b) Guiding religious and belief activities, especially in areas with many festivals and religious establishments that attract large crowds, ensuring compliance with the law, adherence to traditional customs and values, safety, economy, and civility; promptly detecting, preventing, and strictly handling acts of exploiting religion and belief for personal gain, propagating superstition, and inciting division within the national unity.

c) Urgently draft a Directive of the Prime Minister to guide the accelerated implementation of the ethnic affairs strategy until 2030, with a vision to 2045. Summarize Resolution No. 24-NQ/TW dated March 12, 2003, of the Central Committee on ethnic affairs; develop the revised Law on Beliefs and Religions and the replacement Decrees on ethnic affairs.

17.The Government Inspectorate, in coordination with relevant agencies and localities, will urgently implement the 2026 inspection plan and assigned unscheduled inspections; and the plan for receiving citizens and resolving complaints and denunciations serving the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Strictly implement Regulation No. 131-QĐ/TW dated October 27, 2023, of the Politburo on controlling power, preventing and combating corruption and negative practices in inspection, supervision, and disciplinary enforcement within the Party and in inspection and auditing activities. Accelerate the issuance and effective implementation of inspection conclusions, especially the recovery of money and assets resulting from violations, corruption, waste, and negative practices; and strengthen supervision, assessment, and post-inspection handling.

Intensify propaganda efforts,Thoroughly understand and implement the Party's resolutions from the beginning of 2026.

18.The Government Office is urgently submitting to the Prime Minister a proposal to assign members of the Government to chair meetings with localities to urge the implementation of the Resolutions of the 14th Party Congress and the Resolutions of the Government in order to successfully implement the socio-economic development plan for 2026.

19.The Vietnam Academy of Science and Technology and the Vietnam Academy of Social Sciences should urgently develop and implement projects assigned by the Central Committee, the Politburo, the Government, and the Prime Minister; promote basic research, application, technology development, human resource training, and the application of research results to practice; and advise the Government and the Prime Minister on effective and feasible solutions to promote research, application of science and technology, and innovation.

20.Vietnam Television, Vietnam Radio, Vietnam News Agency, the Government's Electronic Information Portal and other press agencies:

a) Intensify widespread and comprehensive propaganda about the 14th National Congress of the Party and the thorough understanding and implementation of Party resolutions from the beginning of 2026; and the preparation for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term...

b) Provide complete and timely information on the activities of Party and State leaders, and the direction and management work of the Government and the Prime Minister. Strengthen policy communication, promptly reflecting the socio-economic situation, sense of responsibility, discipline, administrative order, practicing thrift, combating waste, security and order, traffic safety, fire prevention and control, the spirit of labor and production in the spring, tree planting activities, forest development, etc. Strengthen the fight against erroneous and hostile viewpoints.

21.Regarding the handling of obstacles related to Government Decree No. 46/2026/ND-CP dated January 26, 2026, detailing the implementation of several articles and measures for organizing and guiding the implementation of the Law on Food Safety: The Ministries of Health, Agriculture and Environment, Industry and Trade, and Finance are tasked with focusing on and urgently implementing the tasks and solutions as directed by the Government and the Prime Minister in Resolution No. 09/2026/NQ-CP dated February 4, 2026, Telegram No. 08/CD-TTg dated February 3, 2026, and Official Letter No. 1445/VPCP-KGVX dated February 12, 2026.

22.Chairpersons and General Directors of state-owned corporations and enterprises should play a leading role, enhance management capacity and production and business efficiency, be proactive, creative, and courageous in thinking, acting, and taking responsibility for the national interest; strive for a growth in output or revenue of 10% or more in 2026; accelerate the progress of assigned key infrastructure projects, and continue to propose new investment projects; proactively plan for the return of employees to work immediately after the Tet holiday, and organize production from the first day and month of the new year.

23.Officials, civil servants, and employees in state administrative agencies and related organizations should promptly resolve and handle work from the first working day, especially unfinished or incomplete tasks due to the Tet holiday; strictly adhere to administrative discipline and labor discipline; refrain from organizing spring outings or attending festivals during working hours; and avoid using state budget funds, public vehicles, and assets for festival or entertainment activities in violation of regulations.

24.The Prime Minister requests the Deputy Prime Ministers, according to their assigned areas, to direct Ministers, heads of ministerial-level agencies, government agencies, Chairpersons of People's Committees of provinces and centrally-administered cities, and relevant organizations and individuals to implement this Directive based on their assigned functions, tasks, and authority; to proactively and thoroughly understand the situation, and to take appropriate, timely, and effective measures for guidance and management; to work alongside businesses and people, promptly resolving difficulties and obstacles in the implementation of policies and laws; and to strive for the successful and comprehensive achievement of the highest possible results in the socio-economic development plan targets for 2026, creating a solid foundation for the successful and comprehensive completion of the 5-year socio-economic development plan for 2026-2030.
