The Prime Minister urged the smooth operation of the two-tiered local government model.
The Prime Minister has assigned the Ministers of Ministries and the Chairpersons of the People's Committees of provinces and centrally-administered cities the responsibility for ensuring the smooth and effective operation of the two-tiered local government organizational model from July 1, 2025.
Prime Minister Pham Minh Chinh signed Official Dispatch No. 99/CD-TTg dated June 27, 2025, on ensuring the smooth, efficient, and uninterrupted operation of the two-tiered local government organizational model for the rearrangement of administrative units and the operation of the local government model.
This telegram is sent to Ministers, Heads of ministerial-level agencies; Chairpersons of People's Committees of provinces and centrally-administered cities; and also to: Secretaries of Provincial and City Party Committees of provinces and centrally-administered cities for leadership and guidance.
The official dispatch stated that in the past period, ministries, ministerial-level agencies, and People's Committees of provinces and centrally-administered cities have made many efforts in implementing the Conclusion of the Politburo, the Secretariat, General Secretary To Lam, the Resolutions of the National Assembly, the Standing Committee of the National Assembly, and the Government and Prime Minister on the rearrangement of administrative units and the implementation of the two-tiered local government organizational model.
However, according to the summary of the Central Inspection Committee, as of June 27, 2025, many tasks of some ministries, sectors, and localities are still being implemented slowly, failing to meet the requirements in terms of progress and quality to ensure the smooth, effective, and uninterrupted operation of the two-tiered local government organizational model for administrative unit restructuring and operation. Specifically: Only 9 out of 34 localities have completed the announcement and public disclosure of the list of administrative procedures applicable in their provinces and cities; 11 out of 34 localities have not completed the issuance of accounts for officials and civil servants; 22 out of 34 localities have not completed the issuance of digital signatures for officials, civil servants, agencies, and organizations; 6 out of 34 localities have not completed training and guidance on the use of the Information System for resolving administrative procedures for officials and civil servants; and 4 out of 34 localities have not completed the arrangement of offices, facilities, and working conditions for the new commune-level agencies and units. The rate of completion of severance pay for officials, civil servants, and public employees who have received retirement decisions in localities has only reached 50.48%.
To ensure the smooth, efficient, and uninterrupted reorganization of administrative units and operation of the two-tiered local government model, the Prime Minister requests Ministers, heads of ministerial-level agencies, and chairpersons of People's Committees of provinces and centrally-administered cities to continue implementing the tasks and solutions assigned in Government Resolution No. 66/NQ-CP dated March 26, 2025, Official Dispatch No. 90/CĐ-TTg dated June 17, 2025, Official Dispatch No. 96/CĐ-TTg dated June 26, 2025, and to focus on immediately completing the following specific tasks:
Publicize and make administrative procedures transparent.
The Prime Minister requests that the Minister of Health urgently complete the delineation of authority for handling administrative procedures and publicly announce the five administrative procedures under the jurisdiction of the district level that have not yet had their legal documents amended, no later than June 30, 2025.
Ministers of Ministries and ministerial-level agencies have completed the publication and disclosure of administrative procedures according to 28 Decrees on decentralization, delegation of authority, and delineation of jurisdiction. They will continue to review and standardize the quality of administrative procedure data updated and publicly available on the National Database of Administrative Procedures, ensuring full and accurate consistency with the published decisions serving the resolution of administrative procedures and the provision of public services to citizens and businesses. This will be completed by June 28, 2025.
The Chairpersons of the People's Committees of 25 provinces and centrally-administered cities (Can Tho; Da Nang; Hanoi; Ho Chi Minh City; Hue; Lai Chau; Dien Bien; Lang Son; Quang Ninh; Nghe An; Ha Tinh; Cao Bang; Tuyen Quang; Lao Cai; Thai Nguyen; Phu Tho; Hung Yen; Quang Tri; Quang Ngai; Gia Lai; Khanh Hoa; Lam Dong; Dak Lak; Vinh Long; Dong Thap) shall complete the publication of the list of administrative procedures applicable in their respective provinces no later than June 28, 2025.
Regarding the public disclosure of the addresses of provincial and commune-level Public Administrative Service Centers, the Prime Minister requested that the Chairpersons of the People's Committees of six provinces (Bac Ninh, Dien Bien, Dong Thap, Lai Chau, Nghe An, and Thai Nguyen) complete the public disclosure of the addresses and lists of administrative procedures that are received and processed at the provincial and commune-level Public Administrative Service Centers to facilitate access and implementation of administrative procedures for individuals and organizations, no later than June 28, 2025.
The Chairpersons of the People's Committees of Dien Bien and Dong Thap provinces shall complete the establishment and publicization of hotlines at the provincial-level Public Administrative Service Centers and commune-level People's Committees to support, guide, and answer, within their authority, feedback and suggestions from individuals and organizations regarding the implementation of administrative procedures and public services when rearranging administrative units and implementing the two-tiered government organizational model, ensuring continuous operation 24/7. This shall be completed by June 28, 2025.
Provincial-level administrative procedure information system and the National Public Service Portal
Regarding the configuration of administrative procedures, the Prime Minister requested the Chairpersons of the People's Committees of 15 provinces and centrally-administered cities (Gia Lai, Can Tho, Hung Yen, Hai Phong, Lang Son, Lao Cai, Dak Lak, Bac Ninh, Cao Bang, Tuyen Quang, Vinh Long, Son La, Tay Ninh, Dong Thap, and Ca Mau) to direct the completion of the configuration of administrative procedures that have been decentralized, delegated, and assigned authority, and to implement administrative procedures in accordance with the administrative unit arrangement and the two-tiered local government organizational model, by June 28, 2025.
Regarding connection with the National Public Service Portal, the Chairpersons of the People's Committees of 11 provinces and centrally-administered cities (Gia Lai, Can Tho, Hue, Hanoi, Lao Cai, Bac Ninh, Son La, Ninh Binh, Da Nang, Tay Ninh, Dong Thap) directed the review and completion of the connection with the National Public Service Portal to ensure smooth, seamless operation without interruption when closing the provincial-level Public Service Portal interface and implementing the rearrangement of administrative units and the two-tier local government organizational model, no later than June 28, 2025.
To connect with national and specialized databases, the Chairpersons of the People's Committees of provinces and centrally-administered cities (Hue, Hanoi, Hai Phong, Khanh Hoa, Lang Son, Bac Ninh, Son La, Ninh Binh, Tay Ninh, Dong Thap) are directed to complete the editing and connection of the system with national and specialized databases managed by ministries and sectors (electronic civil registration, population, businesses, VNeID, criminal records, land, tax, treasury, insurance, etc.) in accordance with the administrative unit arrangement and the 2-tier local government organizational model by June 28, 2025.
Regarding account allocation for officials and civil servants, the Chairpersons of the People's Committees of 11 provinces and centrally-administered cities (Can Tho, Hanoi, Hai Phong, Lang Son, Nghe An, Dak Lak, Bac Ninh, Cao Bang, Son La, Ninh Binh, Tay Ninh) directed the completion of account allocation for officials, civil servants, and public employees on the System, ensuring smooth operation from July 1, 2025. This must be completed no later than June 28, 2025.
Issuance of specialized digital signatures: The Chairpersons of the People's Committees of 22 provinces and centrally-administered cities (Gia Lai, Can Tho, Hanoi, Hung Yen, Hai Phong, Ho Chi Minh City, Khanh Hoa, An Giang, Lang Son, Quang Ngai, Quang Ninh, Vinh Long, Bac Ninh, Cao Bang, Tuyen Quang, Son La, Da Nang, Lam Dong, Dong Nai, Tay Ninh, Ca Mau, Ha Tinh) are directed to instruct specialized agencies and units to closely coordinate with the Government Cipher Committee to complete the updating of information or the issuance of sufficient specialized digital signature certificates for officials, civil servants, and agencies as required, ensuring completion before June 30, 2025, to promptly serve public service activities and handle administrative procedures from July 1, 2025.
Connecting individual and organizational data repositories: The Chairpersons of the People's Committees of 8 provinces and cities (Hanoi, Khanh Hoa, Quang Ninh, Ha Tinh, Vinh Long, Son La, Ninh Binh, Tay Ninh) directed the completion of connecting, synchronizing, and exploiting the electronic data repositories of organizations and individuals to reuse digitized data, reduce and simplify administrative procedures, before June 30, 2025.
Regarding focused training and guidance for officials and civil servants: The Chairpersons of the People's Committees of the six provinces and centrally-administered cities (Phu Tho, Khanh Hoa, Cao Bang, Son La, Ninh Binh, and Tay Ninh) are urged to promptly direct the organization of training and guidance on the use of the Information System for resolving administrative procedures for officials, civil servants, and public employees, to be completed by June 28, 2025.
The Prime Minister requests the Minister of Finance to urgently direct and coordinate with the People's Committees of provinces and centrally-administered cities to implement solutions to convert the accounts of agencies and units from the old administrative information to the new administrative information, ensuring the smooth, efficient, and uninterrupted collection and payment of state budget revenue, including online payment for administrative procedures for citizens and businesses, from July 1, 2025.
Chairpersons of People's Committees of provinces and centrally-administered cities are urged to promptly and proactively coordinate with the Government Office to connect and pilot the two-tier local government model on the National Public Service Portal and to implement the National Public Service Portal as a single, centralized "one-stop shop" from 6 PM on June 27, 2025, as a basis for completion and smooth, efficient, and uninterrupted implementation from July 1, 2025.
Regarding the handling and processing of administrative procedures, the Prime Minister requests that the Chairpersons of the People's Committees of provinces and centrally-administered cities be responsible for: organizing the arrangement, digitization, and handover of administrative procedure documents and files upon completion of district-level processes and the merger of communes and wards, in accordance with the provisions of Clauses 4 and 5 of Article 4 and Clause 2 of Article 5 of Resolution No. 190/2025/QH15 dated February 19, 2025, of the National Assembly, and the Prime Minister's directive in Official Letter No. 219/TTg-KSTT dated February 27, 2025, ensuring that no documents or files are lost or misplaced, affecting their retrieval, searching, and use when required. Organizations receiving and processing administrative procedures in provinces and centrally-administered cities shall comply with the regulations in Clauses 4 and 5 of Article 4, Clause 2 of Article 5, and Clauses 1 and 2 of Article 10 of Resolution No. 190/2025/QH15 dated February 19, 2025, of the National Assembly, the directives of the Prime Minister in Official Letter No. 219/TTg-KSTT dated February 27, 2025, and Government Decree No. 118/2025/NĐ-CP. The focus shall be on ensuring that 100% of online public services of provinces and cities before merger are integrated and provided on the National Public Service Portal seamlessly and efficiently, without interruption during the administrative unit restructuring and the implementation of the two-tier government model, to be completed no later than June 28, 2025.
Ministers, heads of ministerial-level agencies, and chairpersons of provincial and centrally-administered city People's Committees shall direct specialized agencies and units to closely monitor and effectively implement the tasks, solutions, and progress of providing online public services as outlined in Plan No. 02-KH/BCĐTW dated June 19, 2025, of the Central Steering Committee on Science, Technology Development, Innovation, and Digital Transformation.
Arrangement and allocation of personnel, facilities, and equipment, and payment of benefits and policies for officials and civil servants who leave their jobs due to the restructuring.
Regarding the placement and arrangement of commune-level officials and civil servants, the Chairpersons of the People's Committees of provinces and cities shall complete the placement and arrangement of officials and civil servants in accordance with the conclusions of the Politburo and the Secretariat in Conclusion No. 157-KL/TW dated May 25, 2025, and the guidance on the new standards for commune-level civil servant positions of the Steering Committee for the reorganization of administrative units at all levels and the construction of a two-tiered local government model in Official Letter No. 11/CV-BCĐ dated June 4, 2025. This must be completed no later than June 28, 2025.
Chairpersons of People's Committees of provinces and centrally-administered cities shall seriously arrange and allocate office space, vehicles, and other assets for agencies, organizations, and units at the commune level to ensure the necessary conditions for providing public services and handling administrative procedures in accordance with regulations, directives of the Prime Minister, and guidance of the Ministry of Finance.
The rearrangement, transfer, and reallocation of assets must be implemented urgently, synchronously, and with specific plans to avoid disrupting or breaking the operations of agencies, especially the provision of public services and the handling of administrative procedures for citizens. If, after the rearrangement and reallocation, there is still a shortage of assets, the provincial People's Committee is requested to proactively procure and supplement them in accordance with current regulations, absolutely preventing any shortage of physical facilities that could affect the operation of the two-tiered local government model.
The Chairpersons of the People's Committees of the four provinces of Lao Cai, Quang Tri, Gia Lai, and Dong Nai are directed to complete the arrangement of offices, facilities, and working conditions for the new commune-level agencies and units in accordance with the directives of the Politburo and the Secretariat in Conclusion No. 167-KL/TW dated June 13, 2025, Conclusion No. 169-KL/TW dated June 20, 2025, and Conclusion No. 170-KL/TW dated June 24, 2025. This must be completed no later than June 28, 2025.
Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities: Continue to strictly implement Prime Minister's Directive No. 93/CĐ-TTg dated June 21, 2025, on accelerating the implementation of policies and regulations for cadres, civil servants, public employees, workers, and armed forces personnel during the process of reorganizing the political system's organizational structure;
Proactively balance and allocate sufficient funds from the assigned budget and savings (if any) of the agency, unit, and budget level to promptly pay policies and benefits to officials, civil servants, and public employees who leave their jobs due to organizational restructuring; bear full responsibility before the Government and the Prime Minister for resolving policies and benefit payments, ensuring timeliness and compliance with regulations;
For cases where termination decisions have already been made, the settlement and payment must be completed before June 30, 2025. In case of financial difficulties, promptly report to the Ministry of Finance for compilation and submission to the competent authority for consideration and resolution.
The Ministry of Finance, in coordination with the Ministry of Science and Technology, must urgently address the issue of securing funding for digital transformation and information technology to meet the requirements of the two-tiered local government model, ensuring timely progress without affecting management, administration, and services for citizens and businesses.
Implementation
The Prime Minister assigns the Ministers of Ministries, Heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and centrally-administered cities the responsibility before the Government and the Prime Minister for implementing tasks and solutions to ensure the smooth, efficient, and uninterrupted operation of the two-tiered local government organizational model from July 1, 2025.
The Government Office, in accordance with its assigned functions and duties, shall monitor and urge the implementation of the above-mentioned tasks; and promptly compile and report to the Prime Minister on issues beyond its authority.
Emphasizing that this is a very important and urgent task requiring prompt completion, the Prime Minister requested that Ministers, heads of ministerial-level agencies, Secretaries of Provincial and City Party Committees, and Chairmen of People's Committees of provinces and centrally-administered cities dedicate time to leading and directing their subordinate agencies and units to complete the aforementioned tasks, ensuring that the handling of administrative procedures and public services for citizens and businesses is smooth, efficient, and uninterrupted during the reorganization of administrative units and the implementation of the two-tiered local government model.
