Prime Minister attends inauguration ceremony of 3 projects worth about 1 billion USD

On the morning of December 30, the Prime Minister took the first commercial flight (numbered VN9716, on an Airbus A321Neo of Vietnam Airlines) to Van Don, attending the opening ceremony of three important projects.Quang Ninh province: Van Don International Airport, Ha Long International Passenger Port and Ha Long - Van Don expressway.

Expressing his joy at this important event, the Prime Minister pointed out that these are three large-scale PPP investment projects, mobilizing social capital. Through this, "we see the thinking, awareness of development orientation, and implementation of the Party and State's policy on socializing resources. Not every locality can do this, but Quang Ninh has applied it to important and meaningful projects, even the first projects like the airport," said the Prime Minister.

The Prime Minister welcomed local leaders who not only came here to visit and attend the opening ceremony but also studied the development model of Quang Ninh to replicate in their localities. “From awareness to action is a process,” the Prime Minister stated. “Quang Ninh has done this in the context of many difficulties in capital and State resources.”

Not only in quantity, these projects all ensure quality, aesthetics, construction time, and construction cost. "I heard the management agencies reflect that the projects are done quickly, with good quality, beautiful aesthetics, and especially construction cost. State agencies must consider this issue, with less than 20,000 billion VND, 3 important projects were built in a short time", the Prime Minister said. In addition, these projects are all aimed at the key area of ​​development, which is tourism.

Knowing that in 2018, Quang Ninh welcomed the 15 millionth tourist of Vietnam, the Prime Minister asked why it was not 50 million visitors, "does this project contribute to our aspiration of those 50 million visitors?"

On this occasion, the Prime Minister highly appreciated the spirit of daring to think and dare to do of the leaders of Quang Ninh province in socializing investment in infrastructure development, not only transforming the economy from "brown" to "green" but also developing production and service types to make Quang Ninh the 4th largest contributor to the central budget in the country. "There is a budget surplus for development, but if every province subsidizes the budget, how can there be development?", the Prime Minister stated clearly.

The Prime Minister also praised the investor, Sun Group Corporation, and thanked local people for allocating land for the project in a short time.

The Prime Minister said that in order for the projects to be effective, the province must develop service types such as tourism, hotels, and finance to attract more tourists.

The Prime Minister hopes that Quang Ninh province, investors, relevant agencies, and the Ministry of Transport must operate these projects to ensure safety, especially airports, in the context of an increasing number of people using aviation services.

It is necessary to continue to complete auxiliary works connecting the development of the transportation system here to effectively promote the highway, waterway, road and air systems in the coming time.

The Prime Minister said he had just signed a Government Resolution on payment principles for BT projects so that the flow of socialized capital could continue. Quang Ninh province needs to create all conditions for investors.

The Prime Minister stated that it is necessary to continue effectively implementing Resolution 10 of the Central Committee on making the private economy an important driving force for economic development. The Central Committee has a policy of encouraging and creating all conditions for the private economy to develop rapidly, sustainably, and diversely at a high speed, in terms of quantity, scale, quality, and GDP contribution. All barriers and prejudices must be removed, and all favorable conditions must be created for the development of a healthy private economy in the right direction to build the country. The private economy can develop in all sectors and fields that are not prohibited by law.

Following the official opening of the Hai Phong - Ha Long expressway on September 1, 2018, the putting into operation of 3 more major projects in Quang Ninh province today aims to promote more effectively the system of expressways, ports and airports that have been invested in the North, continuing to promote regional connectivity, contributing to connecting the entire region and the development triangle of Hanoi - Hai Phong - Quang Ninh.

These three key projects in Quang Ninh province have a total investment of nearly 20 trillion VND and are implemented in the form of public-private partnership (PPP). Of which, Van Don International Airport has a total investment of about 7,500 billion VND, is the first airport invested in the form of BOT with a short completion time (only 30 months) is a bright spot of the form of public-private partnership.

The opening of the Ha Long - Van Don expressway, with a total investment of more than VND11,800 billion, will continue to shorten the travel time between Hanoi and Van Don to only nearly 2.5 hours compared to 6 hours previously.

With a total investment of more than 1,000 billion VND, the International Cruise Port, completed in 12 months, is capable of receiving the most modern cruise ships in the world with a capacity of more than 6,000 people, contributing to creating new momentum for the socio-economic development of Van Don and Quang Ninh province.
