Speaking at the opening ceremony of three projects worth approximately $1 billion, Prime Minister Nguyen Xuan Phuc welcomed Quang Ninh province and emphasized that the central government has a policy of encouraging and creating all conditions for the development of the private economy.

On the morning of December 30th, the Prime Minister took the first commercial flight (flight number VN9716, on an Airbus A321Neo of Vietnam Airlines) to Van Don to attend the inauguration ceremony of three important projects.In Quang Ninh province: Van Don International Airport, Ha Long International Cruise Port, and the opening of the Ha Long - Van Don expressway.

Expressing delight at this important event, the Prime Minister stated that these are three projects invested under the PPP model, mobilizing social capital on a large scale. Through this, "we see the thinking, awareness, and development orientation, and the implementation of the Party and State's policy on socializing resources. Not every locality can do this, but Quang Ninh has applied it to important and significant projects, even a first-of-its-kind project like the airport," the Prime Minister said.

The Prime Minister welcomed leaders from many localities who came not only to visit and attend the opening ceremony but also to study Quang Ninh's development model to replicate it in their own localities. "From awareness to action is a process," the Prime Minister stated. "Quang Ninh has achieved this despite the difficulties in securing state capital and resources."

Not only in terms of quantity, these projects also ensure quality, aesthetics, construction time, and construction cost. “I have heard from management agencies that the projects are completed quickly, with good quality, beautiful aesthetics, and especially at a reasonable construction cost. State agencies must consider this issue; with less than 20,000 billion VND, three important projects have been completed in a short time,” the Prime Minister stated. Furthermore, these projects are all geared towards the key sector of development: tourism.

Knowing that in 2018, Quang Ninh welcomed Vietnam's 15 millionth tourist, the Prime Minister questioned why it wasn't 50 million, asking, "Could this project contribute to our aspiration of reaching 50 million tourists?"

On this occasion, the Prime Minister highly appreciated the bold and proactive spirit of Quang Ninh province's leaders in socializing investment in infrastructure development, not only transforming the economy from "brown" to "green" but also developing various types of production and services to make Quang Ninh the fourth-largest contributor to the central government budget nationwide. "There needs to be a budget surplus for development; if every province relies solely on budget subsidies, how can there be development?" the Prime Minister stated.

The Prime Minister also commended the investor, Sun Group, and thanked the local people for allocating land for the project in a short period of time.

The Prime Minister suggested that for the projects to be effective, the province must develop service sectors such as tourism, hotels, and finance to attract more visitors.

The Prime Minister expressed his wish that Quang Ninh province, the investors, relevant agencies, and the Ministry of Transport would operate these facilities safely, especially the airport, given the increasing number of air passengers.

It is necessary to continue improving supporting infrastructure connecting the development of the transportation system here in order to maximize the effectiveness of the highway, waterway, road, and air transport systems in the future.

The Prime Minister stated that he had just signed a Government Resolution on the principles of payment for BT projects to ensure the continued flow of socialized capital. Quang Ninh province needs to create all favorable conditions for investors.

The Prime Minister emphasized the need to continue effectively implementing Resolution 10 of the Central Committee on making the private economy a crucial driving force for economic development. The Central Committee has a policy of encouraging and creating all conditions for the rapid, sustainable, and diversified development of the private economy at a high rate, in terms of quantity, scale, quality, and its contribution to GDP. All barriers and prejudices must be removed, and all favorable conditions created for the healthy and proper development of the private economy to build the country. The private economy is allowed to develop in all sectors and fields not prohibited by law.

Following the official opening of the Hai Phong - Ha Long expressway on September 1, 2018, the commissioning of three more major projects in Quang Ninh province today aims to further enhance the effectiveness of the expressway, port, and airport infrastructure already invested in the North, continuing to promote regional connectivity and contributing to the overall development of the Hanoi - Hai Phong - Quang Ninh development triangle.

These three key projects in Quang Ninh province have a total investment of nearly 20 trillion VND and are implemented under the public-private partnership (PPP) model. Among them, Van Don International Airport, with a total investment of approximately 7,500 billion VND, is the first airport to be invested under the BOT (Build-Operate-Transfer) model, with a short completion time (only 30 months), making it a highlight of the public-private partnership model.

The commissioning of the Ha Long - Van Don expressway, with a total investment of over 11,800 billion VND, will further shorten travel time between Hanoi and Van Don to just under 2.5 hours, compared to 6 hours previously.

With a total investment of over 1,000 billion VND, the International Cruise Ship Port, completed within 12 months, is capable of receiving the world's most modern cruise ships with a capacity of over 6,000 people, contributing to creating new momentum for the socio-economic development of Van Don and Quang Ninh province.
