Prime Minister Le Minh Hung: If there's anything to praise the Government for, let's leave it for another time.
This was a statement made by Prime Minister Le Minh Hung at the Government's Standing Committee meeting with the business community, themed "Removing bottlenecks - Unlocking resources - Promoting growth," held on the morning of July 18th at the Government headquarters.

Also attending the conference were Deputy Prime Ministers Pham Gia Tuc, Ho Quoc Dung, Nguyen Van Thang, and Le Tien Chau; representatives from ministries, departments, and localities; and representatives from associations and the business community.

In his opening remarks, Prime Minister Le Minh Hung stated that, in the context of our determination to focus on implementing the Resolution of the 14th National Congress of the Party and the Socio-Economic Development Plan for the period 2026-2030 with very heavy and challenging tasks, first and foremost is successfully implementing the socio-economic development tasks for 2026 - the first year of the term, striving for double-digit growth; for the first time, the Standing Committee of the new Government is meeting with the business community - the pioneering force on the economic front, directly creating momentum for growth, employment, and enhancing national competitiveness. Whether we achieve double-digit growth targets this year and in the years to come depends greatly on the business community, especially domestic and foreign-invested enterprises.
On behalf of the Standing Committee of the Government, the Prime Minister extends his respectful greetings, warm regards, and best wishes for health, happiness, and success to all entrepreneurs, businesses, and delegates.
The Prime Minister stated that the new government, having taken office more than three months ago, is actively implementing the Resolution of the 14th National Congress, the resolutions and conclusions of the Central Committee and the Politburo, especially Conclusion No. 18-KL/TW of the 2nd Central Committee Conference and Resolutions No. 68-NQ/TW on the development of the private economy, No. 79-NQ/TW on the development of the state-owned economy, and No. 10-NQ/TW on the development of the foreign-invested economy...
Under the leadership and guidance of the Central Committee, the Politburo, the Secretariat, and the directives of General Secretary and President To Lam, we have made many innovations and creative approaches in implementing policies and resolutions to put them into practice as quickly and effectively as possible, with specific action programs from the Government, central ministries and agencies, and local authorities. The goal is to create a transparent and open institutional framework, resolving difficulties and obstacles for the business community to promote the country's development, especially economic development.
The Prime Minister stated that in the first six months of 2026, despite the complex and unpredictable global situation, with its rapid and widespread impact, directly and indirectly affecting the country's socio-economic development goals and immediately affecting macroeconomic management and ensuring growth momentum, we have achieved positive and noteworthy results in many areas.
GDP growth in the first six months of the year reached 8.18%, the highest level since 2011, built on a foundation of macroeconomic stability, controlled inflation, and ensured major balances. Social welfare was prioritized, national defense and security were guaranteed, and diplomacy achieved many successes. This is the result of the efforts of the entire political system, the business community, and the people of the whole country.
The Prime Minister stated that the tasks from now until the end of the year are very challenging. We must focus on further consolidating a solid macroeconomic foundation while also more effectively exploiting resources and drivers to achieve high and sustainable growth. In this regard, the role and responsibility of the business community are particularly important and decisive in achieving socio-economic development goals.
The Prime Minister stated that the conference would review and identify difficulties and obstacles faced by the business community. Based on feedback from domestic and international business associations, reports from ministries, particularly the Ministry of Finance, will highlight key issues that remain problematic (institutional and organizational policy implementation; access to production resources; costs and cash flow; markets and supply chains; science, technology, innovation, and high-quality human resources; and linkages between the three business sectors).
The Prime Minister particularly emphasized the group of issues related to institutions and policy implementation. According to the Prime Minister, we have recently focused intensely on removing institutional obstacles, but the implementation at ministries, sectors, and localities still faces difficulties and obstacles for businesses. This is the group of issues that has received the most feedback and is also a priority for the Government and the Prime Minister, who are focusing their efforts on directing ministries, sectors, and localities to address it decisively.
The Prime Minister suggested that, based on these issues, it is necessary to identify solutions that can be implemented immediately and definitively, as well as matters requiring further improvement in mechanisms and policies, and tasks that demand close coordination between the Government, ministries, localities, and the business community.
The Prime Minister requested that the delegates focus their discussions on the following three major issues.
The first,Have the aforementioned difficulties and obstacles been fully and thoroughly identified? We request that businesses express their opinions frankly at the conference, and also provide assessments and suggestions to the Government, ministries, and localities regarding the implementation of laws and the handling of business recommendations. The guiding principle of the Prime Minister and Government leaders is that recommendations that fully reflect the practical difficulties must be thoroughly addressed and resolved.
Monday,Proposals and suggestions for solutions to overcome difficulties and create favorable conditions for businesses to invest confidently, expand production and business activities, enhance competitiveness, and make practical contributions to double-digit growth. These solutions focus on: perfecting institutions and improving the investment and business environment; facilitating and mobilizing capital flows for production and business; resolving land and infrastructure issues; reducing production and business costs; expanding markets; promoting science, technology, innovation, digital transformation, green transformation, human resource development, participation in and creation of value chains in the region and globally; and strengthening linkages between the three business sectors.
Tuesday,Ministries, departments, and localities should directly exchange information with businesses regarding recommendations within their scope of management, clarifying the direction of handling and implementation roadmap so that difficulties are resolved effectively and efficiently.
"The Prime Minister and government leaders are committed to the business community: All practical problems and difficulties that businesses have accurately reported will be given attention, monitored, and addressed thoroughly, ensuring that what is said is done and is done effectively and substantially," Prime Minister Le Minh Hung stated.
The Prime Minister stated that the National Assembly will soon hold extraordinary sessions and regular sessions at the end of the year. One of the key tasks of these two sessions is to improve the institutional framework, and the input of businesses is particularly important for legal documents that directly impact business operations, such as: the Penal Code, the Criminal Procedure Code, the Land Law, the Housing Law, the Real Estate Business Law, the Investment Law, the Law on Small and Medium Enterprises, tax laws, the consolidation of the Public Investment Law and the State Budget Law… The Prime Minister urged businesses to be highly proactive and actively participate in providing feedback to ministries, the Government, the National Assembly, and National Assembly deputies to improve and create an increasingly transparent and clear legal framework to facilitate production and business activities.
"I urge businesses to frankly contribute their opinions. If there are any issues to praise the Government, we can save that for another occasion. Today's conference mainly focuses on highlighting difficulties and proposing solutions so that the Government, ministries, and local authorities can perform their functions effectively, and businesses can also be efficient to contribute to the overall achievements," Prime Minister Le Minh Hung stated.
