The Prime Minister reminded Hanoi of 4 issues.
On September 26, leading the Prime Minister's Task Force to inspect the Hanoi People's Committee, Minister and Head of the Government Office Mai Tien Dung stated that Prime Minister Nguyen Xuan Phuc requested Hanoi to clarify, decisively direct, and learn from experience regarding four issues, including the incident where two people died due to a truck carrying corrugated iron.
In his opening remarks at the inspection, Minister and Head of the Government Office Mai Tien Dung, Head of the Prime Minister's Task Force, reiterated the Prime Minister's determination to build a proactive, action-oriented, and honest government based on institutional development, the spirit of the rule of law, and a shift from rigid administrative management to serving the people and businesses, using the satisfaction of the people and businesses as a measure of reform.

In recent times, the Government and the Prime Minister have assigned many tasks to ministries, departments, and localities. However, there is a reality that there is often a discrepancy between what is said and what is done, with some tasks being overlooked or implemented but beyond deadlines, and with low effectiveness. Hanoi is the sixth unit inspected by the Task Force in a very short time after its establishment on August 19th, and the first locality to be inspected. As the center of the country, entrusted with many tasks and facing significant challenges, Hanoi has accomplished a great deal, and its leadership and management in the new term have shown many positive developments.
Specifically, the Minister and Head of the Government Office stated that Prime Minister Nguyen Xuan Phuc had instructed the Task Force to convey several points to Hanoi's leaders. Accordingly, Hanoi was requested to clarify, decisively direct, and learn from experience regarding four issues, in addition to the 95 tasks already assigned.
Firstly, Hanoi must do a good job of ensuring food safety and hygiene. In the past, Hanoi has been actively working on this in accordance with the Prime Minister's directives, but given the expectations of the people and public opinion, even more decisive action is needed.
Secondly, given the huge consumer demand in the area, Hanoi must further strengthen its efforts to combat smuggling and counterfeit goods. Recently, the Chairman of the Hanoi People's Committee has been quite decisive in this regard.
Thirdly, regarding traffic order and safety. In recent days, there have been issues causing great concern, worry, and frustration among the public in this area, especially the reckless driving of construction material trucks on the roads, endangering other road users. Notably, two people died in an accident involving a truck carrying corrugated iron (a 9-year-old child and a 66-year-old woman), causing great sorrow and anxiety among the people of Hanoi and the whole country. Along with this is the problem of illegal taxis and unauthorized bus stops. In this area, Hanoi has made many improvements and efforts such as establishing pedestrian streets and beautifying the streets... but given the wishes and concerns of the people, more attention needs to be paid.
Fourth, attention should be paid to urban beautification. Hanoi has recently planted many more trees, but care and pruning are crucial. Maintaining trees and lawns is essential. The issue is that if there are shortcomings or inconsistencies during implementation, such as the recent public reaction to the 700 billion VND budget, then research should be conducted on managing budget allocations or finding better ways to improve the process.
Report on the case at 8B Le Truc
At the same time, as requested by the Task Force, the Hanoi City People's Committee must report and clarify several specific tasks, namely the handling of violations at 8B Le Truc Street and the People's Army Newspaper's report on the situation of illegal taxis, makeshift bus stops, and disguised passenger buses operating openly, contrary to the Prime Minister's directives.
The head of the Prime Minister's Task Force requested the Hanoi People's Committee to report and clarify the reasons for overdue tasks or those that have been implemented but have not yielded concrete results or have not been fully resolved. If these tasks cannot be completed due to unforeseen circumstances, a detailed report should also be provided. The Prime Minister's Task Force will then submit a full report to the Government and the Prime Minister.
Reporting to the Task Force, the Vice Chairman of the Hanoi People's Committee stated that from the beginning of the year to September 15th, the total number of tasks assigned by the Government and the Prime Minister to the Hanoi People's Committee was 95 tasks in 71 documents. Of these, 34 tasks were completed on time, 13 tasks were completed but behind schedule, and 48 tasks are still within the deadline. Hanoi affirmed that none of the tasks are overdue.
However, the head of the task force, Mai Tien Dung, said that according to monitoring, Hanoi currently has 9 overdue tasks, including the task related to the building at 8B Le Truc Street, which is 76 days overdue.
Chairman of the Hanoi People's Committee Nguyen Duc Chung stated that he fully agrees with the opinion of the Head of the Task Force that any tasks assigned by the Government and the Prime Minister that are not completed by the deadline must be considered overdue. The Chairman of the People's Committee requested that the relevant units report and provide detailed explanations to the Task Force.
