Prime Minister Pham Minh Chinh met with officials and staff of the Embassy and the Vietnamese community in Russia.

On the evening of March 22nd (local time), immediately after arriving in Moscow for an official visit to the Russian Federation, Prime Minister Pham Minh Chinh met with officials and staff of the Vietnamese Embassy and the Vietnamese community in the Russian Federation. Also present were Deputy Prime Ministers Bui Thanh Son and Tran Hong Ha.

Reporting to the Prime Minister at the meeting, Vietnamese Ambassador to the Russian Federation Dang Minh Khoi stated that the relationship between the two countries is currently developing strongly in various fields; cultural and people-to-people exchanges between the two countries are being promoted, contributing to a strong boost in tourism.

The Embassy always strives to overcome all difficulties and fulfill all tasks assigned by the Party and the State to the best of its ability; economic diplomacy is emphasized with many innovative approaches; and it proactively provides advice to the Party and the State. The Vietnamese community in the Russian Federation always makes important contributions, always looking towards the homeland; the local authorities highly appreciate the positive contributions of the Vietnamese community.

Mr. Do Xuan Hoang, Member of the Central Committee of the Vietnam Fatherland Front and President of the Union of Vietnamese Organizations in the Russian Federation, expressed that the Vietnamese community is extremely happy with the all-round socio-economic development of the country. This further strengthens their will and sentiments to actively contribute to the cause of national construction and development, and to the bilateral relationship. The visit of Prime Minister Pham Minh Chinh and the high-level Vietnamese delegation has brought great joy and emotion to the community, who appreciate the concern shown by the Party and State leaders. They hope that the two countries will promote stronger relations, thereby enhancing the position of the associations and providing practical support to the community, enabling them to contribute more to their homeland.

Currently, there are many opportunities for Vietnamese businesses to enter the Russian market, such as in garment manufacturing, footwear, and processing. We need to overcome current limitations related to payment methods, logistics costs, and insufficient frequency of direct flights. The community always has faith in the attention of the Party and State leaders.

Nguyen Thi Hai Anh, a first-year postgraduate student at the Russian State University of Management (GUU), speaking on behalf of Vietnamese students in Russia, expressed: Overcoming all difficulties to integrate and achieve excellent academic results, many Vietnamese students in Russia have been honored to receive prestigious awards from the Russian government and local authorities. She proposed strengthening pre-study orientation programs and hoped that the Vietnamese government would promote cooperation with Russia to create conditions for students to participate in in-depth research. Regarding career opportunities, she hoped that the State would prioritize students with outstanding achievements and create conditions for students who have studied in Russia to contribute to the country. With love for the country and a sense of responsibility, the students pledged to always strive to study hard to contribute to building the nation.

Mr. Nguyen Canh Hong Linh, Director of the Hanoi-Moscow Trade Center (Incentra), expressed his hope that the Party, State, and Government would pay increasing attention to the Vietnamese community abroad in general, and in the Russian Federation in particular; and implement policies to support and promote trade exchanges between the two countries, especially in resolving difficulties related to payment and logistics between the two countries.

Speaking at the meeting, Prime Minister Pham Minh Chinh expressed his sincere gratitude for the contributions of the community and stated that the goal of the Party and State is to continuously improve the lives of Vietnamese people abroad in general, and in the Russian Federation in particular. On behalf of the Party and State leaders and General Secretary To Lam, the Prime Minister extended his respectful greetings, warm regards, and best wishes to the Vietnamese community in the Russian Federation.

The Prime Minister shared that we are increasingly aware that no country can solve its own problems; the global situation is extremely complex; the consequences of the Covid-19 pandemic are still ongoing, followed by conflicts and wars in various regions, disrupting supply chains and exports, leading to negative impacts on domestic production and business, affecting the jobs of the people and even the Vietnamese community abroad.

The Prime Minister emphasized: The greater the pressure and difficulties, the more we must strive and unite. This is also an opportunity to restructure production and business, focus on strong export products, and accelerate the energy transition. At the same time, the Prime Minister stressed the need to maintain composure, calmness, and steadfastness; absolutely no panic or wavering, but also no complacency or negligence in the face of unpredictable changes in the situation.

Over the years, under the leadership of the Party, we have steadfastly overcome the "headwinds" of the world. The international community highly appreciates Vietnam's handling of global issues. In this context, maintaining flexible, appropriate, and effective adaptation is a key factor in ensuring continuous and balanced development.

Continuing the tradition of friendship and comprehensive cooperation between Vietnam and the Russian Federation.

Regarding the relationship between Vietnam and the Russian Federation, the Prime Minister stated that the feelings between the people of the two countries will never change, regardless of the circumstances. We must not forget the past; we must cherish, be grateful for, and maintain this loyal relationship; we must strive to be worthy of this affection, continuing to preserve and develop it so that future generations can do better than previous generations in cultivating and developing the relationship between the two countries. The Prime Minister also said that the scope for cooperation between the two countries is vast; the community needs to rekindle the flame of cooperation so that the relationship between the two countries will develop even more strongly and effectively.

The Prime Minister also emphasized that Russia has a truly great culture, literature, and art. Culture connects people without borders, helping to connect people with each other. A good development of relations between the two countries will also lead to the development of the Vietnamese community here. The Prime Minister affirmed that when working with Russian leaders, he will raise the issues of the Vietnamese community for discussion to gain their support.

Sharing information about the domestic situation with the community, the Prime Minister affirmed that the Vietnamese community abroad is an inseparable part of the Vietnamese nation; he hoped that the community would always unite, support and help each other; preserve their identity; and strive to contribute to building the homeland in many forms. The Party and the State always welcome all contributions from the community.

The Prime Minister also urged the community to make efforts to preserve the Vietnamese language; based on their feedback, the Prime Minister instructed relevant agencies to study the possibility of opening a Vietnamese language program for their children. The Prime Minister affirmed that the Vietnamese community in the Russian Federation is a healthy community that makes positive contributions to the development of Russia, and therefore proposed measures to request the Russian government to recognize the Vietnamese community as a national minority, as some other countries have done.

Appreciating the contributions of the Vietnamese student representatives, the Prime Minister directed relevant domestic agencies to orient vocational education from within the country, based on the country's development requirements and the talents and aptitudes of each individual. The Prime Minister stated that Vietnamese students graduating in Russia will have many job opportunities domestically. The State also has preferential policies to attract talent. The Prime Minister also emphasized the need to develop systematic Russian language learning; and expressed his hope that the community would promote the spirit of national unity, leading the country to rapid and sustainable development, prosperity, and strength in the new era… The Prime Minister affirmed that the Party and State always consider and refine policies to better serve the Vietnamese community abroad.
