Prime Minister Pham Minh Chinh meets with Chinese Prime Minister Li Qiang.

Prime Minister Pham Minh Chinh expressed his appreciation and sincere gratitude for the close and effective cooperation of Prime Minister Li Qiang and the State Council of China in promoting bilateral cooperation.

According to the VNA special correspondent, on October 27, on the occasion of attending the 47th ASEAN Summit and related summits in Kuala Lumpur, Malaysia, Prime Minister Pham Minh Chinh met with Chinese Premier Li Qiang.

At the meeting, Prime Minister Pham Minh Chinh respectfully conveyed the greetings and best wishes of General Secretary To Lam and other key leaders of Vietnam to General Secretary and President Xi Jinping, Prime Minister Li Qiang, and other key leaders of China.

The Prime Minister also congratulated China on successfully holding the 4th Plenary Session of the 20th Central Committee of the Communist Party of China (the 4th Central Committee Meeting), and on developing the 15th Five-Year Plan with a focus on high-quality development; and informed Prime Minister Li Qiang about Vietnam's new theoretical and practical achievements, and the preparations for the 14th National Congress of the Communist Party of Vietnam.

The two Prime Ministers highly appreciated the positive and comprehensive progress in all areas of Vietnam-China relations in recent times. Prime Minister Pham Minh Chinh expressed his sincere gratitude for the close and effective coordination of Prime Minister Li Qiang and the State Council of China in promoting bilateral cooperation.

Prime Minister Pham Minh Chinh proposed that both sides maintain high-level exchanges, strengthen political trust; effectively utilize coordination mechanisms and strategic exchanges between the two countries; and elevate the defense and security cooperation pillar.

Emphasizing the importance of railway cooperation for the development of each country, the Prime Minister suggested that both sides make good use of the mechanism of the Vietnam-China Joint Railway Cooperation Committee, giving the highest priority to this key area of ​​cooperation; and requested China to actively cooperate with Vietnam on preferential loans, railway human resource training, and cooperation in building a railway industrial complex.

The two Prime Ministers also discussed measures to respond to recent developments in tariff policies; and concrete steps to promote healthier and more balanced economic and trade relations between the two countries.

Prime Minister Pham Minh Chinh proposed that China continue importing high-quality agricultural products from Vietnam; that both sides promote the expansion of smart border gate models and actively research cross-border economic cooperation models; that cooperation in electricity connectivity and the acceleration of the implementation of Chinese aid projects in Vietnam, along with enhanced cooperation in science and technology, become new highlights in bilateral relations.

Agreeing with the cooperation priorities outlined by Prime Minister Pham Minh Chinh, Prime Minister Li Qiang affirmed that the Chinese State Council is ready to work with the Vietnamese Government to implement and concretize the common understanding between the highest-level leaders of the two Parties and two countries; strengthen high-level strategic exchanges; and promote cooperation to achieve substantive progress, especially in areas of mutual interest such as economy and trade, high-quality investment, and railway infrastructure connectivity.

During the meeting, the two sides had a frank, sincere, and constructive exchange on maritime issues in accordance with the high-level common understanding on controlling and resolving disagreements effectively, contributing to maintaining peace, stability, and development in the region and the world.
