Prime Minister Pham Minh Chinh: International integration is the driving force that will lead Vietnam into a new era.
On the morning of January 14th, Prime Minister Pham Minh Chinh chaired an online conference to summarize the work of 2025 and implement the tasks for 2026 of the National Steering Committee on International Integration.
Comrade Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee - presided over the meeting at the Nghe An location.
Reporting at the meeting, the leaders of the Ministry of Foreign Affairs stated that, along with the Politburo's key strategic resolutions, the issuance of Politburo Resolution No. 59 on international integration in the new situation is a "breakthrough decision," marking a historic turning point in Vietnam's integration process, positioning international integration as an important driving force to usher Vietnam into a new era.

Vietnam has made significant strides in both quantity and quality, deepening relations with partners, particularly through the diplomatic activities of key leaders. By 2025, Vietnam had implemented 75 high-level diplomatic activities, nearly 1.5 times more than in 2024; upgraded relations with 17 countries, bringing the number of partners with comprehensive partnerships to 42, and diplomatic relations with 194 countries; and signed over 330 agreements and commitments with partners during high-level diplomatic activities, 2.5 times more than in 2024.
Thanks to this, Vietnam's international integration efforts have seen many positive changes, directly contributing to the country's outstanding overall achievements in 2025 and creating momentum for implementing the policies and guidelines of the 14th National Congress. Vietnam continues to effectively utilize its network of 17 FTAs with more than 60 partners to promote import and export of goods and attract foreign investment. Total import and export turnover of goods in 2025 is expected to reach a record high of US$920 billion, placing Vietnam among the top 15 countries with the largest trade volume in the world. Total registered FDI capital will exceed US$35 billion, and FDI disbursement will be the highest in the last 5 years.

Vietnamese businesses continue to expand their export and investment markets, gradually improving inherent integration weaknesses, increasing the localization rate, enhancing the quality of their participation in supply chains, and narrowing the gap with FDI enterprises. Vietnamese goods are now present in over 200 countries and territories, with a target of reaching over $10 billion in export value in 6 markets and 2 regions by 2025.
Following the directives of the Government and central ministries and agencies, Nghe An province has promptly and fully implemented the plans of the Provincial Party Committee and the Provincial People's Committee to seriously and effectively implement Government Resolutions No. 59 and No. 153; thereby creating an important foundation for international integration and attracting external resources to serve development.

The province has successfully organized numerous delegations of provincial leaders to China, Singapore, Laos, the United Kingdom, Germany, the Russian Federation, South Korea, and Switzerland; and has participated in and accompanied high-level diplomatic activities of General Secretary To Lam in Indonesia, Singapore, and ASEAN, focusing on promoting economic cooperation, connecting businesses, and attracting investment. Provincial leaders have welcomed and worked with many international delegations, contributing to strengthening relations between Nghe An province and foreign localities, organizations, and businesses, while also promoting the image, potential, and strengths of the province to foreign partners.
Cooperation activities with provinces of the Lao People's Democratic Republic continue to be implemented synchronously and effectively, contributing to strengthening the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.

In 2025, Nghe An province has granted and adjusted over US$1 billion in FDI capital, approved one KOICA-funded project worth US$4.5 million; and mobilized three new ODA projects with a total estimated investment of approximately VND 2,200 billion. Total export turnover in 2025 is estimated to reach over US$4.5 billion, an increase of nearly 43%; the province's goods have been exported to 154 countries and territories. Concluding the conference, Prime Minister Pham Minh Chinh clearly outlined the general and specific viewpoints, objectives, and tasks regarding international integration in 2026.
The Prime Minister emphasized: In 2026, it is necessary to transform the situation by expanding relations from breadth to depth, improving quality; from participation to leadership and shaping; continuously analyzing and proactively and flexibly responding to issues related to the rapidly changing and unpredictable world, all of which affect our interests. Implementing the view that international integration is a cause of the entire people, under the leadership of the Party, the unified management of the State, and with the participation of the people and businesses as the main actors and centers. Achieving three goals: Contributing to enhancing the potential, foundation, position, and prestige of the country; contributing to the country's strategic initiative in international relations; and contributing to improving the spiritual and material lives of the people.
The Prime Minister requests that ministries, sectors, and localities, based on their functions and responsibilities, proactively and actively implement international integration tasks, enhancing depth and breadth; in accordance with their capabilities, the general trends of the times, the Party's guidelines and policies, and the State's management.
Continue to thoroughly implement the renewal of thinking, awareness, and action, perfecting the Party's theory on foreign affairs and international integration in the new situation. Improve the quality of international integration to serve the development of strategic sectors and fields. Promote deep, substantive, and effective international integration in politics, military affairs, and security. Promote international integration in science and technology, innovation, digital transformation, and culture. Resolutely promote the signing and effective implementation of international commitments and agreements. Continue to promote the role of the National Steering Committee on International Integration; promptly resolve difficulties and obstacles to successfully carry out the tasks set forth.
Also this morning, Prime Minister Pham Minh Chinh continued to chair the Conference summarizing the work of urging and implementing commitments and agreements in high-level foreign affairs activities during the 2021-2025 term.
