Prime Minister Pham Minh Chinh: Strive to start construction of Vinh - Thanh Thuy expressway in 2025
Vinh – Thanh Thuy Expressway is a component section of the Hanoi (Vietnam) – Vientiane (Laos) expressway.

On the morning of May 5, at the working session following the opening of the 9th Session of the 15th National Assembly, Prime Minister Pham Minh Chinh presented a supplementary assessment report on the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025.
In the report, the Prime Minister emphasized the target of economic growth in 2025 reaching 8% or more, the size of the economy exceeding 500 billion USD (expected to rank 30th in the world, up 2 places), and GDP per capita reaching over 5,000 USD.

To achieve these goals, the Government has set out 11 key tasks and solutions. In particular, investment in developing transport infrastructure, especially key infrastructure projects, continues to be prioritized.
In particular, regarding Nghe An province, the Prime Minister said that in 2025, we will strive to complete procedures and start construction of the Hanoi - Vientiane expressway (Vinh - Thanh Thuy section).
Vinh – Thanh Thuy Expressway is a component section of the Hanoi (Vietnam) – Vientiane (Laos) Expressway; in which the section on Vietnamese territory extends from Thanh Thuy Border Gate (Thanh Chuong District, Nghe An) to Vinh City, connecting to the North-South Expressway in the East.
The Vinh – Thanh Thuy Expressway has been updated in the Road Network Planning for the period 2021 – 2030, with a vision to 2050 according to Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister. According to the plan, this section will be built with a complete scale of 6 lanes.
The project not only contributes to the completion of the national transport infrastructure network but also plays an important role in promoting economic, trade and investment cooperation between Vietnam and Laos, creating momentum for the development of the North Central region and connecting with the East-West economic corridors.
Also on the morning of May 5, the National Assembly listened to a report summarizing voters' and people's opinions and recommendations sent to the 9th Session of the 15th National Assembly; a report on the results of supervising the settlement of voters' recommendations sent to the 8th Session of the 15th National Assembly; a proposal requesting the National Assembly to consider and decide on amending and supplementing a number of articles of the 2013 Constitution and a proposal on the establishment of a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution.
Next, the National Assembly discussed in groups: Proposals to amend and supplement a number of articles of the 2013 Constitution; the establishment of a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution.
