Prime Minister Pham Minh Chinh receives the Secretary of the Federal Security Council of Russia.
On the evening of December 9th, Prime Minister Pham Minh Chinh received the Secretary of the Federal Security Council of Russia, Sergey Shoigu, and the high-level delegation from the Federal Security Council of Russia during their working visit to Vietnam from December 8-10, 2025.

Welcoming the Secretary of the Federal Security Council of Russia, Sergey Shoigu, leading a high-level delegation from the Council to Vietnam, Prime Minister Pham Minh Chinh noted that relations between the two countries are developing well and that this visit contributes to strengthening the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.
Affirming that Vietnam always remembers the effective assistance and support of the Soviet people, including Russia, during difficult periods in the past and in the process of national development and construction, Prime Minister Pham Minh Chinh stated that the two countries have gone through the ups and downs of history and have always stood shoulder to shoulder; therefore, in the new phase, both sides need to make even greater efforts to preserve and develop the relationship that has been nurtured by many generations of leaders and people of both countries.

Secretary of the Russian Federal Security Council Sergey Shoigu thanked Prime Minister Pham Minh Chinh and relevant Vietnamese agencies for their warm welcome to the delegation; affirming that Russia always wishes to further develop areas of cooperation where both sides already have a foundation, and to continue expanding into new areas, in accordance with the conditions of both sides, to serve the development of each country, as well as to further strengthen bilateral relations.
Sergey Shoigu stated that the Russian side will strive to work effectively with Vietnamese ministries and agencies to implement the agreements reached during recent visits and meetings between high-level leaders of the two countries; he also thanked the Vietnamese Government for its continued attention and for working with the Russian Federation Government to promptly take measures to promote this relationship.

Prime Minister Pham Minh Chinh and Secretary of the Federal Security Council of Russia Sergey Shoigu reviewed the highlights of bilateral cooperation in the past period; acknowledged the achievements in economic and trade cooperation, investment, agriculture, education and training, energy and oil and gas, people-to-people exchanges, cultural exchanges, sports, and tourism; affirmed that both sides still have room to explore and expressed their readiness to further study and deepen the comprehensive strategic partnership between Vietnam and Russia in the current context.
Prime Minister Pham Minh Chinh expressed his gratitude and requested that the Russian Federation in general, and the Secretary of the Security Council of the Russian Federation Sergey Shoigu in particular, continue to create favorable conditions for the Vietnamese community to live and work stably in Russia; he also requested that both sides continue to study mechanisms to simplify procedures for citizens of both countries in travel, in order to contribute to promoting substantive bilateral cooperation.
On this occasion, through the Secretary of the Federal Security Council of Russia, Prime Minister Pham Minh Chinh sent greetings to Russian President Vladimir Putin, Prime Minister Mussolini, and other high-ranking Russian leaders.
