The Prime Minister launched two emulation movements with the spirit of "digitalization creates momentum, greening spreads, businesses break through, and the country reaches further."
On the morning of February 9th, the Central Emulation and Commendation Council launched two emulation movements: “Innovation, development of science and technology, digital transformation, green transformation” and “Development of private enterprises, improvement of the efficiency of state-owned enterprises”.
Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Commendation Council - delivered a speech launching the campaign.
The launching ceremony was held in a hybrid format, combining in-person and online participation from 34 provinces and cities. Comrade Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the event at the Nghe An Provincial People's Committee's location.

The 14th National Congress of the Party opened a new era of national development, marking a crucial turning point in the revolutionary cause of the Party and the country. The Congress established a new era through highly actionable decisions, demonstrating innovative thinking, strategic vision, and unwavering determination, aiming to lead the entire nation to successfully accomplish the two strategic tasks of the 100-year period.
One of the strategic goals identified by the Congress is to strengthen self-reliance, self-strength, and confidence in advancing strongly in the new era of development, steadfastly adhering to the goal of national independence linked with socialism.
Accordingly, the fastest, most sustainable, and most effective path to achieving strategic autonomy is to develop science, technology, innovation, digital transformation, and green transformation, linked with building an independent, self-reliant economy that is deeply, comprehensively, and effectively integrated into the international community.

In that spirit, the launching ceremony of the two emulation movements is of great significance in quickly, strongly, and synchronously implementing the Resolution of the 14th National Congress of the Party, and concretizing Resolution 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution 68-NQ/TW on the development of the private economy; and Resolution 79-NQ/TW on the development of the state economy, into practice.
In his launching remarks, Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Commendation Council - emphasized the need to concretize the spirit and scope of the Party's 14th National Congress Resolution into concrete actions, turning policy decisions into reality as directed by the General Secretary, with the spirit of "four no's": No waste for a day, no delay for a week, no missed opportunities for a month, and no passivity for a year.

According to the Prime Minister, the launching ceremony is significant as "a signal shot, awakening and igniting enthusiasm, a resounding drumbeat encouraging the desire for action," arousing the sense of responsibility of each individual and organization in defining goals and taking decisive action for the mission of national development.
The goal is to ensure that the resolution does not remain on paper, but is implemented quickly, directly into practice, and produces concrete results, with the people at the center, as the subjects and beneficiaries.

The head of government affirmed that emulation is a continuous flow in social life; each movement has its own goals and impact, but all aim towards the common goal of realizing the aspiration for national development. Therefore, emulation movements need to be implemented with specific, feasible, and practical tasks, avoiding formality and slogans.
Regarding the emulation movement "Innovation, scientific and technological development, digital transformation, green transformation," the Prime Minister clearly outlined five key priorities: Creating breakthroughs in thinking, awareness, and action; developing modern digital and green infrastructure; promoting innovation and strongly applying digital and green transformation; developing the digital economy, digital society, digital government, digital administration, and digital citizens, linked with the "Digital Literacy Movement," ensuring security, safety, and people's well-being; and promoting green transformation and climate change adaptation linked to rapid and sustainable economic development.
The emulation movement "Developing private enterprises and improving the efficiency of state-owned enterprises" is implemented with the spirit that enterprises are the center, infrastructure is the foundation, and institutions are the driving force. The five key focuses of the emulation movement include: Innovating thinking, awareness, and action; Building and perfecting institutions for comprehensive and synchronized development; Building a business community based on the "5 transformations": digitalization, greening, optimization, smartening, and harmonizing interests; Strengthening support for enterprise development; and Innovating governance models and improving production and business efficiency.
To ensure the emulation movement achieves tangible results, the Prime Minister proposed that all levels, sectors, localities, and cadres and Party members implement three breakthroughs: breakthroughs in thinking and awareness; breakthroughs in reform and development creation; and breakthroughs in organization, implementation, and action results. At the same time, the movement must ensure three "no's": no formalism or ostentation; no scattered, fragmented, or merely following the trend; and no waste of resources or inefficiency.

The Prime Minister called on the business community, entrepreneurs, and workers to take the lead, overcome their own limitations; play a key role in gathering and promoting the strength of national unity; and at the same time, promote the people's right to self-governance and participate in supervision so that emulation movements are substantive and effective.
Immediately after the launching ceremony, Prime Minister Pham Minh Chinh requested that all levels, sectors, and localities, based on the actual situation, implement the two emulation movements with specific content, criteria, and appropriate forms; assigning tasks to ensure "6 clear points": clear person, clear task, clear time, clear responsibility, clear authority, and clear results.
