The Prime Minister approved Mr. Pham Duc An's appointment as Chairman of the People's Committee of Da Nang City.
Prime Minister Pham Minh Chinh has just signed a Decision approving the election results for the position of Chairman of the People's Committee of Da Nang City for the 2021-2026 term for Mr. Pham Duc An - Deputy Secretary of the Da Nang City Party Committee for the 2020-2025 term.
Mr. Pham Duc An was born in 1970 in Nghe An province. He holds a senior-level political theory qualification, a Bachelor's degree in Economic Law, a Bachelor's degree in Banking and Finance, and a Master's degree in Business Administration.
Mr. Pham Duc An has many years of experience in the banking industry, having held positions such as Party Secretary and Director of the Hung Yen Branch of the Bank for Investment and Development of Vietnam; Deputy General Director of the Vietnam Investment and Development Commercial Bank (BIDV); General Director of the Vietnam-Russia Joint Venture Bank (VRB); and Chief of Staff of the State Bank of Vietnam.
Since May 2020, Mr. Pham Duc An has been the Party Secretary and Chairman of the Board of Members of the Vietnam Agricultural and Rural Development Bank.
In December 2024, the Party Central Committee transferred and appointed him to the Executive Committee and Standing Committee of the Quang Ninh Provincial Party Committee, holding the position of Deputy Secretary of the Provincial Party Committee for the 2020-2025 term. Subsequently, the Provincial People's Council elected him as Chairman of the Quang Ninh Provincial People's Committee.
In September, the Party Central Committee decided to transfer and appoint Mr. Pham Duc An - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Ninh province, and a member of the 15th National Assembly - to participate in the Executive Committee and Standing Committee of the Da Nang City Party Committee and hold the position of Deputy Secretary of the Da Nang City Party Committee for the 2020-2025 term; and to nominate him for election by the City People's Council to the position of Chairman of the People's Committee of Da Nang City for the 2021-2026 term.
On the morning of September 8th, at the 3rd session (special session) of the Da Nang City People's Council, 10th term, 2021-2026, Mr. Pham Duc An, Deputy Secretary of the City Party Committee, was elected Chairman of the Da Nang City People's Committee for the 2021-2026 term.
