Prime Minister Pham Minh Chinh has just signed a directive on strengthening energy conservation, promoting energy transition, and developing electric transport.

In the directive, the Prime Minister requested that ministers of ministries, heads of ministerial-level agencies, government agencies, and chairpersons of provincial and city People's Committees: Focus on decisively implementing energy saving measures, considering energy saving as a crucial solution to reduce pressure on energy supply in the context of a volatile global energy market.
Promoting the transition to electric vehicles, developing charging infrastructure, and encouraging the use of biofuels will help reduce dependence on imported petroleum products.
Promote investment in technological innovation and high-energy-efficiency equipment; optimize production systems; enhance the recovery and reuse of waste heat; and apply digital technology in energy management. Focus on implementing energy-saving solutions in the following industries: steel, cement, chemicals, paper and pulp, beer and beverages, plastics, textiles, and food processing…
Develop electric vehicle charging station infrastructure; research mechanisms and policies to encourage the production and use of electric vehicles; gradually convert public transportation and official vehicles to electric use.
Encourage research, development, and pilot applications of hydrogen, ammonia, and other low-emission fuels in the industrial, energy, and transportation sectors.
Urgently seek sources of fuel, electricity, and gas.
In the Directive, the Prime Minister assigned the Ministry of Industry and Trade to finalize the system of mechanisms, policies, standards, and technical regulations on energy saving and efficiency; expand the list of vehicles and equipment that must be labeled with energy efficiency information and apply minimum energy efficiency levels; strengthen inspection of the implementation of regulations on energy saving and efficiency, especially for key energy-consuming facilities, and facilities involved in the extraction, processing, and transportation of gasoline, oil, and coal; to be completed in the second quarter of 2026.
Directing energy production and trading enterprises to urgently find solutions and sources of gasoline, electricity, and gas supply to ensure sufficient energy for socio-economic development and people's lives, especially during the current supply disruption, and to ensure sufficient energy supply under any circumstances.
Focus on developing and finalizing regulations, norms, and standards on energy consumption in industrial production, distribution, and business, to be completed in the third quarter of 2026.
The study aims to develop a program for transforming the energy efficiency market, eliminating incandescent light bulbs from 20W to 60W from the market, to be completed in the third quarter of 2026.
The lead agency, in coordination with relevant units, will develop technical safety regulations and energy efficiency standards for charging equipment, charging stations, and electrical systems for charging stations, to be completed in the third quarter of 2026.
"Promote the use of bioethanol (E10), review the conditions to soon implement the roadmap for switching to bioethanol (E10) in April 2026 to contribute to a 10% reduction in gasoline consumption," the Prime Minister requested.

The Ministry of Agriculture and Environment will develop and finalize regulations on the management, recovery, and recycling of electric vehicle batteries and related waste to ensure the sustainable development of electric transport within its jurisdiction, to be completed in the third quarter of 2026.
The People's Committees of provinces and cities shall develop and promulgate mechanisms and policies to encourage businesses to invest in electric vehicle charging stations, in accordance with the actual situation in their localities and within their authority, to be completed by September 2026.
Develop and issue mechanisms and policies to encourage the development of rooftop solar power models that are appropriate to the local situation within the scope of authority, to be completed by September 2026.
Fuel distribution and trading units are strengthening control over loss rates during transportation, distribution, and storage within their supply systems.
Proactively research and implement energy-saving and efficient solutions in the business, transportation, and distribution of petroleum products; strengthen the application of technology and optimize the logistics system to reduce energy consumption and emissions.
Promoting the business and distribution of biofuels and other high-quality, low-emission fuels contributes to achieving the energy transition goals and reducing emissions in the transportation sector.
The Vietnam Coal and Mineral Industry Group is promoting mechanization and optimizing operating systems in coal mining and transportation; reducing energy consumption in mine ventilation systems, mine drainage pumps, and coal transportation.
Implement assessments of energy resource recovery and efficient utilization plans during the mining process; control losses in production, transportation, distribution, and storage within the enterprise's supply system; periodically review and update regulations on coal loss management to suit the Group's coal mining conditions.
