On the morning of August 30, Prime Minister Nguyen Xuan Phuc chaired the regular Government meeting for August 2017.

Citing the report of the Ministry of Planning and Investment at the meeting, the Prime Minister acknowledged that the socio-economic situation in August had many positive changes. Inflation continued to be controlled; export turnover increased by about 18%. Total newly registered and contributed FDI capital... in the first 8 months of the year is estimated at 23.36 billion USD, up 45.1% over the same period last year.

However, there are still some shortcomings and weaknesses that need to be focused on overcoming such as disbursement of investment capital, product consumption, and many businesses are still facing difficulties. Many businesses reflect that the product production cycle is already difficult, but the procedures for putting products into consumption and export are even more complicated.

"There are opinions that raising chickens only takes 40 days, but the procedures for consuming and exporting chickens are more complicated and take longer than raising chickens," the Prime Minister said, requesting to focus on removing procedures, especially handling "sub-licenses and grand-licenses".

In addition, the burden of taxes and fees is still weighing down on businesses, causing frustration. According to statistics, the total transportation fees that businesses have to pay are up to 70 types; the rate of specialized inspection shipments is up to 30%, the target is to reduce it by half, but the shift in some ministries and sectors is still very slow.

"The issue of administrative procedure reform has been discussed many times in the past year, especially in July, this issue was strongly mentioned but only a part has been reduced, there are still many parts, many sectors and units that have not changed", the Prime Minister was concerned and asked the Ministers to propose specific solutions, must really get involved to promote, remove difficulties, create social trust, and contribute to growth.

According to the program, at this meeting, the Government will listen to the Minister of Finance report on the summary of the implementation of the State budget in 2017, the estimate for 2018, the draft State financial and budget plan for 3 years 2018-2020 and the allocation of the Central budget in 2018; the Ministry of Industry and Trade will present a thematic report on specific mechanisms and policies to ensure the progress of investment in the construction of urgent power projects in the national power development plan...
