The Prime Minister presents the Decision appointing the President of the Vietnam Academy of Science and Technology.

On the afternoon of March 12th, at the Government headquarters, the Secretary of the Government Party Committee and Prime Minister Pham Minh Chinh chaired a conference to announce and present the Decision appointing Comrade Tran Hong Thai - Member of the Central Committee of the Party, Standing Vice President of the Vietnam Academy of Science and Technology - to the position of President of the Vietnam Academy of Science and Technology.

Also attending were Deputy Prime Ministers, leaders of ministries, branches, and central agencies.

Comrade Tran Hong Thai is a leading and managerial official with over 20 years of diverse and extensive experience in scientific research, state management, and local administration. Prior to working at the Vietnam Academy of Science and Technology, he held the following positions: Director General of the General Department of Meteorology and Hydrology, Deputy Minister of Science and Technology (formerly), Chairman of the People's Committee of Lam Dong Province, and Chairman of the People's Council of Lam Dong Province.

Presenting the Decision and congratulating the head of the Vietnam Academy of Science and Technology, the Prime Minister assessed that Comrade Tran Hong Thai has always demonstrated himself to be an exemplary and dedicated official, always fulfilling all assigned responsibilities and tasks well; the assignment of this new important responsibility reflects the great trust and expectations of the Party and the State in him as well as in the development of the Academy in the new era.

Emphasizing the maturity, growth, role, importance, and outstanding achievements of the Vietnam Academy of Science and Technology in national construction and development, the Prime Minister pointed out that, as the head of an institution considered the "leading light" and core force in the national science system, Comrade Tran Hong Thai and the leadership team of the Vietnam Academy of Science and Technology must continue to inherit and promote the glorious traditions of the institution and undertake the glorious but extremely challenging mission of further developing the Academy in the future.

Prime Minister Pham Minh Chinh requested that the newly elected President of the Vietnam Academy of Science and Technology, along with the Academy's leadership team, continue to strengthen unity, closely coordinate, maintain integrity and resilience in the face of difficulties and challenges; exemplify adherence to and strict implementation of the Party's guidelines and policies, and the State's laws; build a truly clean, strong, united, and cohesive Party Committee within the Academy; and promote the spirit of democracy, collective strength, and intelligence.

Comrade Tran Hong Thai and the entire Academy focused on rapidly, vigorously, and effectively implementing the Resolution of the 14th Party Congress and the specialized resolutions of the Politburo in key areas, especially Resolution 57-NQ/TW on science, technology, innovation, and digital transformation.

This includes pioneering digital transformation, green transformation, energy transformation, and the transformation of the structure and quality of human resources; focusing on mastering core technologies and source technologies, especially in the 11 strategic technology groups with 35 strategic technology product groups; and bringing the fields of mathematics, physics, chemistry, and biology to advanced regional and global levels by 2030.

The Institute must play the role of a "brain" advising the Party and the State on strategic science and technology in key areas such as artificial intelligence, energy, marine economy, water security, space, etc.; and build a national database on science and technology.

The Prime Minister requested the acceleration of commercialization of research results according to the "5 clear principles": Clear problem - Clear product - Clear application - Clear effectiveness - Clear contribution; pioneering and setting an example in training human resources for science, technology, and innovation; building a team of high-quality, dedicated scientists; strongly reforming governance and organizational structure; and perfecting institutions and mechanisms for autonomy.

The Prime Minister instructed that the Vietnam Academy of Science and Technology must shift strongly from a "task-oriented mindset" to a "results-oriented mindset"; from "doing a lot" to "doing the right thing, doing it correctly, and doing it thoroughly"; and from "having projects" to "making significant contributions to increasing national productivity, quality, and efficiency".

The Prime Minister expressed his hope and belief that Comrade Tran Hong Thai and the leadership team of the Academy would work together, proactively, innovatively, and creatively, upholding the spirit of "Honoring knowledge, promoting science," to develop the Academy into a leading center for scientific and technological research in Vietnam, gradually catching up with advanced countries in the region and the world, making a worthy contribution to the cause of national construction and development in the new era.

In his acceptance speech, Professor Tran Hong Thai expressed his emotion and gratitude to the Party and State leaders for their attention, training, and support, which enabled him to develop, strive, and grow, and for entrusting him with this new responsibility.

The President of the Academy acknowledged the directives of Prime Minister Pham Minh Chinh; and at the same time thanked the Party, the State, and the Government for their attention, support, and guidance that have enabled the Academy of Science and Technology to continuously grow and develop.

On behalf of the leadership and all staff and scientists of the Academy, Comrade Tran Hong Thai pledged to continue to unite, strive to excellently fulfill the tasks entrusted by the Party, the State, and the people; gradually enhance the role and position of the Academy and contribute to the protection and development of the country in the new era, primarily serving the goal of achieving a growth rate of 10% or more in the coming period.
