The Prime Minister requested a focus on repairing infrastructure and restoring production and business activities after the storms and floods in the Central region.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 243/CD-TTg dated December 23, 2025, on focusing on repairing infrastructure, restoring production and business, and stabilizing the situation of the people after storms and floods in the Central region.

By December 21, 2025, repairs had been completed on over 33,200 damaged houses, and 480 houses that had collapsed, been destroyed, or swept away by floods had been rebuilt.

This telegram is sent to the Party Secretaries and Chairmen of the People's Committees of the provinces and cities of: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong; Ministers, Heads of ministerial-level agencies, and agencies under the Government.

The official dispatch stated: From the end of October to the beginning of December 2025, the area from Ha Tinh to Lam Dong experienced successive natural disasters, "flood after flood, storm after storm," causing landslides, historical flooding, and enormous damage to people, property, and infrastructure (especially transportation, irrigation, education, health, electricity, water, telecommunications, etc.), seriously affecting production, business, and the lives of the people.

Immediately after the historic natural disasters, storms, and floods, the Politburo, the Secretariat, the General Secretary, the Government, the Prime Minister, ministries, sectors, and localities focused on leadership and direction, mobilizing maximum forces, especially the army, police, and youth shock troops, along with the support of people nationwide, the self-reliance, self-strength, and efforts of the people and businesses, to swiftly and comprehensively implement solutions to overcome the consequences of the natural disasters and quickly stabilize the situation for the people. By December 21, 2025, over 33,200 damaged houses had been repaired (reaching over 95%, and will be completed entirely before December 31, 2025), and 480 houses that collapsed, were destroyed, or swept away by floods had been rebuilt (reaching over 29%, and will be completed entirely before January 31, 2026). Sanitation, environment, healthcare, education, transportation, production, and business are gradually being restored.

Calculate the funding requirements for repairing and restoring infrastructure and resuming production and business activities, and submit the report by December 24, 2025.

To ensure that people can quickly restore their production and normal lives after the historic natural disasters and floods, the Prime Minister requests:

1. The Party Secretaries of the Provincial and City Party Committees, and the Chairmen of the People's Committees of the provinces and cities of Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong shall continue to focus on leading and directing the completion of the "Quang Trung Campaign" in accordance with the Prime Minister's directives.

2. The Chairpersons of the People's Committees of the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong shall strictly implement the Prime Minister's directive in Notice No. 703/TB-VPCP dated December 18, 2025, and urgently compile a complete and accurate list of shared infrastructure facilities, healthcare, education, transportation, irrigation, etc., that need repair and restoration; calculate the funding needs for infrastructure repair and restoration and the restoration of production and business, especially agricultural production; assess the local government's ability to balance its own budget; and propose support from the central budget (if any). A report shall be submitted to the Prime Minister by December 24, 2025 (to the Ministry of Agriculture and Environment, the Ministry of Finance, and the Government Office for compilation). If the provincial People's Committee fails to report after December 24, 2025, the Chairman of the provincial People's Committee will be held accountable to the Prime Minister.

Unannounced inspections were conducted in several localities regarding the work of compiling statistics and assessing damage.

3. The Ministry of Finance shall preside over and coordinate with the Ministry of Agriculture and Environment and other relevant agencies to synthesize the recommendations of localities, propose specific solutions, and report to the Prime Minister by December 25, 2025.

4. The Government Inspectorate shall conduct unscheduled inspections of a number of localities regarding the work of statistics, damage assessment, proposing needs, and the effective use of supported resources in accordance with the Party's regulations and State laws; and report to the Prime Minister before January 31, 2026.

5. Deputy Prime Minister Tran Hong Ha is tasked with continuing to direct localities in carrying out the work of overcoming the consequences of natural disasters, storms, and floods.

6. The Government Office shall monitor and supervise according to its assigned functions and tasks; and promptly compile and report to the Prime Minister on any unforeseen issues that arise.
