The Prime Minister emphasized the need for thorough savings in recurrent expenditures, especially those related to conferences, seminars, and domestic and international business trips, aiming for a 10% reduction.

The Government Office has just issued a notice summarizing the conclusions of Prime Minister Le Minh Hung at the first meeting of the Central Emulation and Commendation Council for the 2026-2031 term.

The Resolution of the 14th National Congress of the Party established important foundations for the country's rapid and sustainable development, fulfilling two strategic centenary goals, with very high demands.

In the context of entering a new stage of development, emulation and reward work needs to continue to be reformed in a practical and effective direction, closely adhering to political tasks, arousing the aspiration to contribute, and creating momentum for socio-economic development.

The Central Committee has developed an action plan to implement the Resolution of the 14th National Congress, and all levels, sectors, agencies, and localities also have their own action plans.

Therefore, the Prime Minister requested that the performance evaluation criteria be linked to the action programs implementing the Resolutions of the Party, the National Assembly, and the Government. The goal is to complete 100% of the specific tasks of each ministry, sector, and locality effectively, substantively, and with clearly quantifiable outputs.

The Prime Minister requested the Ministry of Interior to review the currently underway emulation movements to avoid duplication of content when launching new emulation movements.

The content of the new movement needs to closely adhere to the key tasks for the coming period: promoting double-digit growth; transforming the growth model based on science and technology, innovation, and digital transformation; increasing labor productivity and enhancing the competitiveness of the economy; reforming the administration; and decisively addressing institutional and legal bottlenecks and outstanding projects.

The Prime Minister emphasized the spirit of "thoroughly saving on recurrent expenditures, especially on conferences, seminars, and domestic and international business trips, aiming for a 10% reduction and striving for an additional 5% savings on recurrent expenditures, allocating resources to social welfare tasks and key infrastructure projects."

The emulation movement sets specific targets for saving electricity and fuel nationwide; at the same time, it continues to reform administrative procedures and reduce business conditions and processes to lower costs for people and businesses.

The awarding of commendations must be accurate, timely, and avoid formality; it should be directed towards the people, establishments, and those directly creating value, prioritizing production, innovation, digital transformation, science and technology development, and administrative reform; and it should focus on identifying, honoring, and replicating advanced models, effective practices, and successful approaches, thereby transforming policies into concrete actions and results.

Emphasize the responsibility of leaders in guiding, initiating, and spreading the effectiveness and vitality of emulation movements; use emulation results as one of the criteria for evaluating cadres.

Regarding the timeframe for implementing the emulation movement, this is a task for the entire term, and the Council will organize a preliminary review and evaluation in the middle of the term.
