Promoting digital transformation in Party agencies in Nghe An province.
On the afternoon of November 28th, the Party Committee of the Provincial Party Agencies held a conference on digital transformation and the deployment and use of Party software and applications within the Party Agencies of Nghe An province in 2025.
The conference was conducted in a hybrid format, combining in-person and online participation, connecting to the party committees and branches under the Provincial Party Committee of Party Agencies.
Promoting digital transformation in the operations of Party organizations and agencies, aiming at applying digital data in leadership and guidance, contributing to the modernization of working methods and practices, and promoting administrative reform in the operations of Party organizations and agencies in the province.
Recognizing the importance of digital transformation in Party agencies, the Standing Committee of the Nghe An Provincial Party Committee issued Plan No. 331-KH/TU on the overall digital transformation in Party agencies of Nghe An province for the period 2025 - 2028.
The plan clearly defines the objectives for 2028: To complete the equipping of terminal devices for 100% of users in commune-level Party agencies, ensuring they are modern, synchronized, meet usage requirements, and guarantee information security. To complete 100% of digital platform applications and digital applications used in Party agencies. Digital infrastructure: To complete the shared data center and equip 100% of staff with modern terminal devices.
Regarding digital applications: Synchronized deployment of business software and paperless work platforms. Digital data: 100% digitization of party member records and non-confidential documents; data connection with the national system. Information security: Ensuring system security according to prescribed levels.
In that spirit, the Party Committee of the Provincial Party Agencies issued Plan No. 28-KH/DU on implementing tasks in the electronic environment and Plan No. 29-KH-DU on deploying the electronic Party Member Handbook application to synchronize the digital transformation process throughout the entire Party organization.
Accordingly, the Party Committee of the Provincial Party Agencies implemented tasks in an electronic environment, emphasizing the requirement to synchronously disseminate guiding documents from the Central Committee and the Provincial Party Committee; to implement the reception, processing, issuance, and management of electronic documents; to conduct electronic transactions; to uniformly apply procedures to ensure information safety and security; and to require the head of each agency or unit to be directly responsible for digital transformation within their respective management.
At the same time, in order to innovate the form of Party activities and support Party members in studying, researching documents, and performing tasks, the Plan for deploying the "Electronic Party Member Handbook" application has set the goal of putting the application into synchronous use throughout the entire Party organization in November 2025.
This is an important prerequisite for creating a unified digital environment in Party work at Party agencies in Nghe An province in general, and within the Party Committee of the Provincial Party Agencies in particular.
The conference focused on key issues, including: disseminating documents from the Central Committee and the Provincial Party Committee on digital transformation; providing guidance on implementing electronic documents according to Regulation No. 01-QĐ/TU; and deploying electronic transactions according to Regulation 379-QĐ/TW.
Guidance on implementing Party administrative procedures in the electronic environment; Organizing practical training on software and applications such as: Operational Management Information System, Electronic Party Member Handbook, and Public Service Digital Signature Authentication Service.
The training conference is an important activity to concretize the Central and Provincial Party Committee's policies on promoting digital transformation in Party work. Through this, it contributes to enhancing the leadership capacity and fighting strength of the Party; reforming administrative procedures within the Party; and contributing to the innovation of leadership, direction, and management methods, improving the quality and effectiveness of the activities of Party agencies in Nghe An province in the new situation.
