Boosting infrastructure brings new vitality to Nghe An.
The implementation of several key public investment projects in Nghe An province has been and is being vigorously directed and expedited by the Provincial People's Committee.

The central role of North Central Vietnam
With the view that building and developing Nghe An province in a manner commensurate with its position and importance, worthy of being the birthplace of President Ho Chi Minh, is a crucial political task for the Party Committee, government, and people of Nghe An province and the whole country, on July 18, 2023, General Secretary Nguyen Phu Trong signed and promulgated Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045.
The resolution affirms Nghe An's role and position in the region and the country, while also paving the way for new, breakthrough solutions to attract resources for the province's construction and development.
Over the years, the Party Committee, Government, and people of Nghe An province have always strived to promote the strength of great unity, overcome all difficulties, actively innovate and build their homeland, and have achieved outstanding achievements in various fields. In particular, the scale of the economy has expanded significantly. The growth rate of the province's Gross Regional Domestic Product (GRDP) in the first six months of 2023 reached 5.79%, higher than the national average (4.59%). Foreign investment attraction has yielded many positive results. The cultural and social sectors have also shown many bright spots.
However, according to Provincial Party Secretary Thai Thanh Quy, overall, Nghe An remains a province facing many difficulties and needs to establish a more outstanding development trend. To match its role as the center of the North Central region, one of the key solutions is to focus on accelerating the disbursement of public investment capital and national target programs, and to hold the heads of sectors and localities accountable for the results of public investment disbursement.
Reallocate capital plans and accelerate the disbursement of public investment.

Specifically in August, the Provincial People's Committee continued to direct and urge the acceleration of the implementation of key public investment projects with the following specific disbursement figures for the month: Vinh - Cua Lo connecting road (phase 2) with a total investment of VND 1,415.2 billion, estimated to be implemented in the month at VND 9.4 billion; Construction of Nghe An Oncology Hospital (phase 2) with a total investment of VND 1,259 billion, estimated to be implemented in the month at VND 16.6 billion; Project to modernize the forestry sector and strengthen the resilience of the coastal areas of Nghe An province with a total investment of VND 306.1 billion, estimated to be implemented in the month at VND 14 billion; Upgrading and expanding National Highway 15A, section Km 301+500-Km 333+200 in Nghe An province with a total investment of VND 721.6 billion, estimated to be implemented in the period at VND 17.1 billion. Road D4 in the Southeast Nghe An Economic Zone has a total investment of VND 627.3 billion, with an estimated implementation of VND 23.7 billion; the Nghi Son (Thanh Hoa) - Dien Chau (Nghe An) section of the expressway project has a total investment of VND 362.7 billion, with an estimated implementation of VND 12.7 billion;...
The final months of the year are a crucial period for all levels, sectors, units, and localities to complete their targets and plans for disbursing public investment funds. According to Mr. Pham Hong Quang, Director of the Department of Planning and Investment of Nghe An province, as of August 2023, many units and investors had disbursed over 50% of their planned public investment funds, including four districts: Nam Dan (66.39%), Tan Ky (61.23%), Do Luong (56.57%), and Thanh Chuong (51.35%); and 20 other investment units (outside the districts).
Disbursing public investment funds has been identified by Nghe An province as one of its key political tasks for 2023. Therefore, the province has implemented many specific measures, including resolutely adjusting and reallocating capital plans for projects and investors that are slow in disbursing funds.
Determined to reallocate and adjust capital, in July, the leaders of the Provincial People's Committee and the Provincial People's Council adjusted and reduced the 2023 public investment plan from the local budget for 6 projects with a total capital of 74.347 billion VND.
Over 74 billion VND was allocated to three additional projects: the Vinh - Cua Lo connecting road (phase 2), with an additional 48.347 billion VND, bringing the total local government investment for this project in 2023 to 98.347 billion VND; the Do Cung Bridge across the Lam River in Thanh Chuong district, with an additional 15 billion VND, bringing the total local government investment for this project in 2023 to 70 billion VND. The remaining 11 billion VND was allocated for the renovation and repair of provincial road 539C, section Km7 - Km16+50.
In the coming period, the Department of Planning and Investment will continue to review and assess the disbursement capacity of each project to advise on capital adjustments. For adjustments under the authority of the Provincial People's Committee, adjustments will be advised immediately when necessary. For adjustments under the authority of the Provincial People's Council, from September 2023 onwards, there will be continuous monthly reviews and reports to the Provincial People's Council, which will hold specialized sessions to make timely adjustments, contributing to accelerating capital disbursement progress.
Building upon the achievements already made and with the efforts of the entire political system, Nghe An expects to successfully implement the planned projects, gradually completing key projects and works that will bring new vitality and a new look to the local development.
