Overcoming numerous difficulties and challenges, by November 2023, Nghia Lac commune (Nghia Dan district) had completed all 19 criteria for building a new rural area. Currently, the commune is being surveyed by the Provincial New Rural Area Assessment Council and is finalizing its dossier to be submitted to the Provincial People's Committee for consideration and decision on recognizing the commune as meeting the new rural area standards in 2023. This is an encouraging result for a commune with over 97.8% ethnic minority population and a low starting point like Nghia Lac commune. This achievement contributes to bringing100% of the communes in Nghia Dan districtComplete the criteria for building new rural areas in 2023.

Comrade Lo Xuan Du, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Nghia Lac commune, shared: "To achieve these results, it is the great joint effort of all levels and sectors, along with the participation of the people of all ethnic groups in the commune. Looking back, in 2010, the poverty rate in the commune was over 34.3%, and now it has decreased to 2.92%. The average income has increased from only 6.74 million VND/person/year (in 2010) to 42.8 million VND/person/year."

The Party Committee and the commune government have issued and implemented many programs and projects to promote economic development, transform the structure of crops and livestock; form specialized commodity production areas, successfully implement mechanization in agricultural production; build linkages with businesses, gradually form large-scale fields, and work with people to create value chains in production and livestock farming. At the same time, they have coordinated efforts to increase labor export... All of these contribute to economic growth, increase people's income, and gradually fulfill the criteria for building a new rural area. During the process of building a new rural area, Nghia Lac commune has received significant support and investment from the central government, the province, and the district.

Highlighting the situation in Nghia Lac commune – one of the most disadvantaged communes in Nghia Dan district – illustrates the relentless efforts of all levels, sectors, and people in the area. According to Comrade Tran Manh Ha, Vice Chairman of the Nghia Dan District People's Committee, in the context of the general difficulties of the socio-economic situation after the Covid-19 pandemic, completing the tasks and targets of the development plan is a great motivation for each locality. Recognizing this, the District Party Committee Standing Committee regularly urges all levels and sectors to actively monitor the locality, effectively address practical issues, and implement programs and projects.

Based on the mid-term review of the implementation of the District Party Congress Resolution for the 2020-2025 term, and comparing it with reality, Nghia Dan district is confident that it can complete 26 basic criteria regarding socio-economic development, national defense and security, Party building, and the political system. Of the total 42 sub-criteria, it is projected that 35 will exceed expectations and achieve high results.

To effectively implement action programs, projects, and plans based on the resolutions of the Party Congress at all levels and the five-year socio-economic development plan for the period 2021-2025, Nghia Dan district has strengthened its leadership and supervision of all levels, sectors, and localities to implement a comprehensive range of solutions. Based on this, the entire political system has been decisively involved, mobilizing the active participation of the people and businesses to boost production and business development, increase income, and improve the material living standards of the people.

During the exchange, Comrade Pham Chi Kien, Secretary of the Nghia Dan District Party Committee, affirmed that the district's approach to socio-economic development, in accordance with the goals set forth in the resolutions of the Party Congress at all levels, is to mobilize maximum resources, including human resources and investment resources. Accordingly, from the district leadership to district-level officials and specialists, and commune officials, everyone strives to perform their professional duties to the best of their ability; thereby contributing to increased effectiveness in investment promotion and attraction; and boosting the development of agriculture, industry, and service sectors with many positive results.

According to Comrade Pham Chi Kien, Nghia Dan district will continue to research and propose the reduction and integration of administrative procedures, shortening processing times to create favorable conditions for people and businesses; and continue to effectively implement regulations on reorganizing the administrative apparatus towards a streamlined and efficient structure.

Currently, the district is finalizing procedures to propose the expansion of the Nghia Long Industrial Cluster and the establishment of new industrial clusters (Nghia Thanh, Nghia Phu, Phu Tho, and Nghia Lam) to attract investors; at the same time, it is monitoring and urging investors to accelerate the construction progress of non-budgetary investment projects.

Focusing on mobilizing resources and adhering closely to the established programs and projects for effective implementation is the core principle that Nghia Dan district has been pursuing in fulfilling the targets set forth in the resolutions of the Party Congress at all levels. During this process, Nghia Dan district emphasizes improving the accountability of officials and civil servants in handling affairs for citizens and businesses; regularly inspecting and monitoring compliance with administrative discipline and regulations; and strictly penalizing individuals and groups who violate regulations during the performance of their duties. Based on this, the district is consolidating the strength of the entire political system along with the people and businesses to promote socio-economic development and effectively achieve the specific targets in all areas outlined in the Resolution of the 29th District Party Congress.
