Implement synchronized solutions to build "Four-Good Party Branches"

In accordance with Regulation No. 27-QD/TU, dated October 30, 2023, on evaluating the quality of Party branch activities of the Standing Committee of Nghe An province, the Provincial Party Committee's Organization Department issued Guidance No. 10-HD/BTCTU, dated January 2, 2024, on piloting the model of "Four Good Party Branches" and "Four Good Grassroots Party Committees".

To implement the "Four Good Party Branches" model (Successfully completing political tasks; High-quality party meetings; Good unity and discipline; Good cadres and party members), the following issues need to be emphasized:

Firstly, we must strengthen political and ideological education for Party members. According to President Ho Chi Minh: "A strong Party is due to good Party branches. Good Party branches are due to good Party members." To ensure all Party members are good, we must continuously strengthen political and ideological education down to every cadre and Party member.

Regularly disseminating and thoroughly understanding the Party's guidelines, policies, resolutions, and directives, as well as the State's laws and regulations, requires all Party members to study the Party's resolutions and directives, register to study and follow Ho Chi Minh's ideology, ethics, and style, and regularly engage in self-criticism and criticism to contribute to the fight against ideological, political, moral, and lifestyle degradation, "self-evolution," and "self-transformation," creating high unity in thought and action within the Party branch.

Secondly, we must strictly adhere to the principles of Party building, especially the principles of democratic centralism, self-criticism and criticism, and unity. The practical experience of the past 94 years since the Party's founding has proven that to make the Party stronger, it must expand democracy. Democracy must be present from the stages of preparing resolutions, discussing and reaching consensus to issue resolutions, and implementing those resolutions.

Expanding democracy while maintaining centralism is crucial. Democratic centralism is the Party's operating principle, built on a foundation of democracy, and democracy under centralized leadership. Collective leadership is democratic, while individual responsibility is centralized. All Party members must adhere to Party discipline; individuals must obey the Party branch, and the minority must obey the majority. Building strong unity and solidarity within the Party branch ensures that all resolutions are effectively implemented.

Thirdly, maintain and improve the quality of Party branch meetings. To improve the quality of Party branch meetings, in addition to adhering to the principles of Party organization and activities, three characteristics of Party branch activities must be emphasized: "Leadership, combativeness, and education." Practical experience has shown that if Party branch meetings are regular, frequent, and of high quality, the policies, guidelines, resolutions, and directives of higher levels will be thoroughly understood and implemented, and Party branch discipline will be strengthened. Therefore, the quality of Party branch meetings must be evaluated in accordance with Regulation 27-QD/TU of the Provincial Party Standing Committee.

Fourth, promote the role of political organizations and the people in building Party branches. Party branches must be closely connected with the people and must effectively promote the role of political organizations such as women's associations, youth organizations, and veterans' associations in contributing ideas to the building of Party branches. Political and social organizations and the people should closely and impartially monitor all activities of the Party branch, as well as the behavior, moral character, lifestyle, and capabilities of cadres and Party members.

Fifth, strengthen the inspection and supervision work of Party committees and higher-level Inspection Committees, as well as the self-inspection and supervision work of Party branches. Through inspection and supervision, each cadre and Party member will be closely managed at their workplace and place of residence, and at the same time, promptly detect and handle Party members who violate Party discipline and State laws. Effective prevention will help the Party become stronger ideologically and organizationally, contributing to making the Party branch increasingly clean and strong.
