Implement comprehensive and decisive solutions for collecting state budget revenue and social insurance and health insurance contributions in 2026.
On February 12, 2026, the People's Committee of Nghe An province issued Directive No. 05/CT-UBND on strengthening the collection of state budget revenue and social insurance and health insurance contributions in the province in 2026.
The directive states that 2026 is a particularly important year, marking the 14th National Congress of the Party; the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; and the first year of implementing the Resolution of the 20th Provincial Party Congress and the 5-year socio-economic development plan for 2026-2030. In the context of anticipated difficulties and challenges, the Provincial People's Committee requests that all departments, agencies, commune and ward People's Committees, and relevant organizations and individuals focus on implementing comprehensively and decisively the tasks and solutions for collecting state budget revenue and social insurance and health insurance contributions.

According to the Directive, in 2026, Nghe An province strives to complete the state budget revenue target of over 32,000 billion VND and aims to reach 35,000 billion VND. The Provincial People's Committee emphasized the need to strengthen financial discipline and order; mobilize the participation of the entire political system; and create favorable conditions for the Tax, Customs, and Social Insurance agencies to fulfill their assigned tasks of collecting budget revenue, social insurance, and health insurance.
The directive assigns specific tasks to each agency and unit. Specifically, the Nghe An Provincial Tax Department is tasked with closely monitoring revenue collection progress, analyzing revenue sources by locality and sector; strengthening risk management, urging tax debt recovery; applying enforcement measures as prescribed; and promoting digital transformation in tax management.
The Customs Sub-department of Region XI focuses on attracting businesses to complete import and export procedures, analyzing factors affecting revenue sources, and coordinating the recovery of outstanding tax debts.

Regarding social insurance, the provincial Social Insurance agency is tasked with focusing on and decisively urging the recovery of overdue and evaded social insurance and health insurance contributions; coordinating inter-agency inspections to prevent fraud and abuse of funds; promoting administrative procedure reform, applying information technology and digital transformation; implementing solutions to rapidly and sustainably increase social insurance and health insurance coverage; and regularly reporting to the People's Committees at the commune level on the situation of overdue and evaded contributions for timely guidance and handling.
The Department of Finance is responsible for monitoring and evaluating the progress of revenue collection; coordinating tax debt recovery; ensuring funding from the state budget to support voluntary social insurance and health insurance contributions for participants; and strengthening the review of receivables based on audit and inspection results.
The directive also requires the State Bank of Vietnam Region 8, the Provincial Police, and relevant departments and agencies to strengthen coordination in providing information, preventing and handling violations in the fields of taxation, social insurance, and health insurance; promoting cashless payments and supporting electronic collection methods. The People's Committees of communes and wards are responsible for directing the effective implementation of budget collection, social insurance, and health insurance collection in their areas; and closely coordinating with the Tax and Social Insurance agencies in managing collection and addressing any arising issues.
In particular, to enhance the effectiveness and efficiency of leadership and management in the implementation of social security policies, on February 7, 2026, the People's Committee of Nghe An province issued Decision No. 473/QD-UBND on the restructuring of the Steering Committee for the implementation of social insurance, health insurance, and unemployment insurance policies in the province. According to the Decision, the Chairman of the People's Committee of Nghe An province, Vo Trong Hai, directly holds the position of Head of the Steering Committee for the implementation of social insurance, health insurance, and unemployment insurance policies in Nghe An province.
The issuance of the Directive on strengthening state budget revenue collection, social insurance and health insurance contributions, along with the Chairman of the Provincial People's Committee holding the position of Head of the Steering Committee for the implementation of social insurance, health insurance and unemployment insurance policies, will create a unified management foundation, ensuring centralized and consistent direction and clearly defining the responsibilities of each level and sector from the province to the grassroots. This will enhance the effectiveness of state management in the field of social insurance, create momentum for expanding coverage, and ensure the sustainable implementation of social security policies in Nghe An province in the new period.
