Making the "Nghe An follows Uncle Ho's teachings" emulation campaign more practical and effective.

PV:Comrade, on June 13, 2019, the Standing Committee of the Provincial Party Committee issued Plan No. 196-KH/TU to organize a campaign themed "Nghe An follows Uncle Ho's teachings" for the years 2019-2020. Could you share some of the initial results of this campaign?

Comrade Kha Van Tam:To commemorate the 50th anniversary of the implementation of President Ho Chi Minh's last letter to the Executive Committee of the Nghe An Provincial Party Committee (July 21, 1969 - July 21, 2019), the 50th anniversary of the implementation of President Ho Chi Minh's Testament (1969 - 2019), and in anticipation of the 130th anniversary of his birth (May 19, 1890 - May 19, 2020), on June 13, 2019, the Standing Committee of the Provincial Party Committee issued a plan to organize a series of activities with the theme "Nghe An follows President Ho Chi Minh's teachings" in 2019 - 2020.

This campaign is divided into two phases; phase 1, peaking from June to September 2019, and phase 2, peaking from October 2019 to the end of May 2020. The Standing Committee of the Provincial Party Committee assigned the Propaganda Department to preside over and coordinate with relevant units to advise on and implement the emulation campaign.

The results of the first phase, through various activities such as the scientific seminar "Nghe An - 50 years of implementing the sacred testament of President Ho Chi Minh and his last letter to the Provincial Party Committee"; organizing propaganda and implementation of the testament left by Uncle Ho to the entire Party, army, and people, and his last letter to the Nghe An Provincial Party Committee through mass media, party branch meetings, and in conjunction with the emulation campaign "Nghe An follows Uncle Ho's teachings", created a widespread political activity in all levels, sectors, and mass organizations.

Many sectors and localities continue to build and implement practical and effective projects and tasks in line with President Ho Chi Minh's teachings. For example, the Party Committee of the Provincial Agencies Bloc has developed 137 models for learning and following President Ho Chi Minh's teachings, linked to building "exemplary models" within agencies and units.

Officials and employees of the Party Committee of the Bloc contributed nearly 300 million VND to support the construction of rural roads and the placement of a commemorative plaque in Hamlet 6, Quang Son Commune, Do Luong District - where the Party Committee of the Bloc was headquartered from 1966 to 1973;...

The Party Committee of the Enterprise Bloc organized several activities such as: replicating the model of "Good words, good deeds"; "Focusing on serving agriculture, rural areas, and farmers"; 18 affiliated enterprises provided support and assistance to poor communes in western Nghe An province, and the Party Committee of the Enterprise Bloc alone mobilized support for the poor commune of Huong Son (Tan Ky district) with a total amount of 75 million VND...

Localities such as Nghia Dan district organized the "Excellent Grassroots Propaganda Department" competition from the grassroots to the district level; and signed an agreement to organize a campaign with the theme "Nghe An follows Uncle Ho's teachings" in 2019-2020.

Do Luong District organized a "Golden Bell" quiz competition on "Understanding President Ho Chi Minh's Testament," and produced a documentary titled "Do Luong District after 50 years of following Uncle Ho's teachings"...

Hoang Mai town organized a campaign to encourage businesses and philanthropists to demolish dilapidated and temporary houses for poor and near-poor households, raising over 6.5 billion VND in three months and starting construction on nearly 100 houses. Vinh City organized a dialogue between the Standing Committee of the City Party Committee and the Secretaries of the Party Committees of wards and communes, and the Secretaries of the Party branches in blocks and hamlets in the area...

PV:Besides the positive developments, it can be said that the "Nghe An follows Uncle Ho's teachings" emulation campaign in the first phase has not yet truly created a breakthrough with a high-impact emulation campaign; could you elaborate on that?

Comrade Kha Van Tam:Although the first phase of the intensive emulation campaign achieved many outstanding results, the campaign period was not long, lasting only 3 months.

Meanwhile, some units and localities have not provided timely guidance, resulting in unclear emulation results and a lack of concrete, creative, and groundbreaking projects and tasks "following Uncle Ho's teachings." Instead, they are mainly continuing to promote previously implemented models and tasks, or focusing only on disseminating the Testament and the thoughts, ethics, and style of Uncle Ho through conferences, seminars, forums, cultural and artistic programs, exhibitions, film screenings, etc., and incorporating them into Party activities.

At the end of the first phase of the emulation campaign, some units and localities did not pay attention to summarizing the results, which is necessary to promote and implement the emulation campaign in the second phase.

PV:Could you please tell us, based on the results of the first phase of the emulation campaign, what will be the key focus areas in the second phase?

Comrade Kha Van Tam:To continue implementing the emulation movement effectively, the Provincial Party Committee's Propaganda Department requests that all levels and sectors adhere to the contents of the second phase of the emulation movement as planned, and achieve accomplishments to celebrate the 130th anniversary of President Ho Chi Minh's birth.

The focus of the meeting was on evaluating the rectification of shortcomings after three years of implementing Resolution No. 4 of the Central Committee (12th Congress), in conjunction with the implementation of Regulation No. 08-QĐi/TW dated October 25, 2018, of the Central Committee of the Party on the responsibility of setting an example for cadres and Party members; Regulation No. 11-QĐi/TW dated February 18, 2019, of the Politburo on the responsibility of heads of Party committees in receiving citizens, engaging in direct dialogue with citizens, and handling citizens' feedback and suggestions; and Regulation No. 09-QC/TU dated April 4, 2019, of the Standing Committee of the Provincial Party Committee on the reception of citizens by the Provincial Party Secretary and the handling of letters, feedback, suggestions, complaints, and denunciations from citizens sent to the Provincial Party Committee.

Officials in Tan An commune (Tan Ky district) are closely monitoring the situation at the grassroots level and inspecting the economic models of the local people.

All levels, sectors, and localities continue to launch patriotic emulation movements within the political system regarding socio-economic development, national defense and security, Party building, and foreign affairs... to celebrate the Nghe An Provincial Patriotic Emulation Congress for the period 2016-2020, leading up to the 10th National Patriotic Emulation Congress, commemorating major holidays, and the Party congresses at all levels for the 2020-2025 term, leading up to the 19th Nghe An Provincial Party Congress and the 13th National Congress of the Communist Party of Vietnam.

Simultaneously, activities were organized to commemorate the 990th anniversary of the name Nghe An (1030 - 2020); the 90th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2020); the 45th anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2020); the 90th anniversary of the Nghe Tinh Soviet (September 12, 1930 - September 12, 2020); the 130th anniversary of the birth of President Ho Chi Minh and the 2020 National Lang Sen Festival; and the 2020 thematic study on "Learning and following Ho Chi Minh's thought, morality, and style on national unity and building a strong political system."

To achieve this, the Party Committee of the Provincial People's Committee; district, city, and town Party Committees; the Fatherland Front and provincial-level mass organizations should direct and supervise the implementation of the second phase of Plan No. 196-KH/TU of the Provincial Party Standing Committee; organize widespread propaganda among cadres, Party members, union members, association members, and all strata of the people about the content of the second phase, in conjunction with promoting patriotic emulation movements to successfully fulfill the political tasks of each locality and unit.
