Effective healthcare contributes to ushering the country into an era of strong development and happiness.
On the afternoon of December 29th, the Ministry of Health held a nationwide online conference to summarize healthcare work in 2025, the 2021-2025 term; to set directions for the 2026-2030 term and to implement key tasks for 2026.

Deputy Prime Minister Le Thanh Long, Minister of Health Dao Hong Lan, and the Deputy Ministers of Health chaired the conference. Attendees included representatives from various ministries, agencies, and international organizations in Vietnam.
Comrade Le Thi Hoai Chung - Director of the Department of Health - chaired the meeting at the Nghe An location. Also attending were representatives from the Provincial National Assembly Delegation Office; the Provincial People's Council; various departments and agencies; health units; and Vinh Medical University.

Many important milestones
In her opening remarks at the conference, Minister of Health Dao Hong Lan stated: During the period 2021-2025, the health sector has gone through a period of many changes but has also achieved important milestones in protecting and improving the health of the people.
Accordingly, the healthcare sector has gradually stabilized and developed in terms of scale, quality, and efficiency. The healthcare system has been streamlined towards greater effectiveness and efficiency. Decentralization and delegation of authority have been strongly implemented, especially in the fields of pharmaceuticals, food safety, and medical examination and treatment.
The institutional and legal framework has been perfected with the promulgation of 5 key laws, including: the Law on Medical Examination and Treatment (2023); the amended Law on Pharmaceuticals (2024); the amended Law on Health Insurance (2024); the Law on Disease Prevention and the Law on Population, both passed in 2025... In addition, dozens of Decrees and nearly 200 Circulars have been issued, resolving many obstacles in the industry's operations.

The health sector has successfully contained the Covid-19 pandemic and effectively controlled other infectious diseases. Preventive medicine and primary healthcare continue to be firmly strengthened. The field of medical examination and treatment is developing in a specialized and modern direction; the service attitude of healthcare workers has improved positively, focusing on the patient.
Digital transformation is progressing rapidly; by 2025, the sector had built over 27 million electronic health records, and approximately 1,180 medical facilities had implemented electronic medical records. The sector is also focusing on completing its specialized database system, aiming to reach 26 databases by 2026.
Building a high-quality and efficient healthcare system.
In his remarks at the conference, Deputy Prime Minister Le Thanh Long commended the efforts and achievements of the health sector during the 2020-2025 period.
The Deputy Prime Minister requested that in 2026, the health sector should focus on effectively implementing the Party and State's guidelines and policies, especially Resolution 72 of the Politburo and the Government and National Assembly's action programs on people's health care. In addition, the health sector should pay attention to the health-related content in other resolutions on science and technology, education, and training.

The health sector also needs to focus on issuing comprehensive and timely detailed decrees, with particular priority given to the Food Safety Law. It should develop effective mechanisms and solutions to mobilize the genuine participation of the private sector and other social resources in the healthcare sector.
Focus on reorganizing the healthcare system, with an emphasis on primary healthcare at commune and ward health stations. The planning of the primary healthcare network and social assistance facilities must be consistent with the local model and the administrative unit arrangement.
The sector needs to make a significant shift in improving medical ethics, so that every medical staff member truly becomes a "physician with the compassion of a mother," as taught by President Ho Chi Minh.... Emphasis should be placed on using tools (such as digital transformation or technological solutions) to implement health policies in the most economical and effective way.
Deputy Prime Minister Le Thanh Long stated: Implementing these guidelines not only aims to successfully achieve the assigned goals and tasks but also contributes to ushering the country into an era of strong and happy development.
