Sustainable economic development

At the working session, comrade Tran Quoc Vuong and the Central delegation listened to delegates report on some outstanding results and difficulties and obstacles after more than 4 years of the province implementing resolutions of Party congresses at all levels.

Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of Nghe An Provincial Party Committee said that the highlight in more than 4 years of Nghe An implementing the resolutions of the Party Congresses at all levels is that the cadres are more serious, more determined, creating strong trust among the masses. In the past time, the province has also used many solutions to mobilize internal resources, develop comprehensively, especially the Provincial Party Committee has issued a resolution on preventing dependence among cadres and people.

In terms of socio-economic development, the province has developed quite rapidly and sustainably, and people's lives have been constantly improved and enhanced. However, the Secretary of the Nghe An Provincial Party Committee also admitted that there has been a lack of breakthroughs in economic development, and there has not been a acceleration as expected.

With 83% of the area belonging to mountainous areas and a population of more than 1 million people, the average income per capita of the province is not high, reaching nearly 33 million VND/person/year in 2018. Of which, Vinh city and Cua Lo town reached about 90 million VND/person/year; rural areas reached from 50-70 million VND/person/year, while mountainous areas only reached about 28 million VND/person/year. This requires the province to promote economic development in the West to increase the average growth rate of the province.

The Secretary of Nghe An Provincial Party Committee also said that the province pays great attention to developing human factors, intellectual culture and traditional culture.

In the field of education, Nghe An ranks first in the country in terms of excellent students and students participating in national and international competitions, but mass education still has many limitations due to the characteristics of the locality.

Receiving and seriously implementing the Central's policies, Nghe An Provincial Party Committee also focused on comprehensively innovating Party building and political system building.

Regarding the preparation for party congresses at all levels, the 19th Provincial Party Congress, the province has drafted the Political Report, documents to be submitted to the congress and implemented personnel procedures.

Party building and political system building work is clear.

After listening to the opinions of delegates from Nghe An province and the Central Government, speaking at the conference, the Standing member of the Secretariat gave an important speech, highlighting the results after more than 4 years of Nghe An province implementing the Resolution of the 12th Party Congress and the Resolution of the 18th Provincial Party Congress.

The Standing Member of the Secretariat especially commended Nghe An for its implementation of social targets and Party building and political system building. Nghe An has implemented the Central Committee's guiding ideology, resolutions and directives on Party building and the political system very effectively.

Comrade Tran Quoc Vuong highly appreciated the Provincial Party Committee's Standing Committee's promulgation and direction of the implementation of Project 01 on developing Party members in special areas and Party cells at risk of no longer having Party cells. This is a step in the right direction, closely following reality to build and consolidate the Party's leadership core at the grassroots level.

The Standing Secretariat also praised the democratic spirit in the activities of the Party Committee, especially in the Standing Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Executive Committee. Thereby, it both demonstrates the role of the leader and mobilizes the intelligence and strength of the whole collective.

Regarding the Party organization work, comrade Tran Quoc Vuong said that Nghe An province has made many breakthroughs and innovations in the spirit of the Central Committee's direction. That is to carry out the organization work resolutely and carefully. This is a sensitive issue, affecting each cadre and specific individual, so the province's approach has ensured the requirements set out - he emphasized.

The province has applied many creative and innovative methods in building the political system and ideological work, including strongly propagating the Party and State's guidelines and policies on electronic newspapers and social networks. This shows that the province has promptly grasped the development trends of society and flexibly applied propaganda measures. "We need to continue to occupy this battlefield to improve the effectiveness of the Party's propaganda work," emphasized comrade Tran Quoc Vuong.

Acknowledging the innovations in administrative reform and improving the investment environment, comrade Tran Quoc Vuong said that this is also a high-level manifestation of Party building and political system building. Nghe An's administrative reform rankings are higher year after year, the quality of the apparatus continues to improve and enhance. Thanks to that, it has created a solid foundation for building a strong political system.

Regarding socio-economic development, Nghe An's economic growth rate is quite stable. The province focuses on promoting internal resources to improve economic efficiency and attract investment; has built economic zones and concentrated industrial zones to create momentum for investment attraction, increase budget, and improve people's lives.

Nghe An is not rich but maintains good social indicators.

The Standing Secretariat was particularly pleased to evaluate Nghe An's socio-cultural sector. Comrade Tran Quoc Vuong praised the province for closely combining economic development with the preservation and promotion of culture and social security. This is reflected in the indicators of culture, education, health, etc. that have continuously grown strongly. Nghe An is not a rich province, but achieving socio-cultural indicators is very commendable - said the Standing Secretariat.

Nghe An has done a good job of ensuring political security and social order and safety, especially in areas with quite complicated issues. A number of major drug and foreign gambling cases that have been solved by the provincial police recently can be considered outstanding achievements. However, comrade Tran Quoc Vuong also requested to clarify the objective factors and causes of the emergence and development of crimes in the central area in recent times.

Nghe An human potential is an advantage for development

Regarding the direction for the coming time, comrade Tran Quoc Vuong noted:

Nghe An has built and formed a development plan, so it must ensure harmony, in which the agricultural sector and the development of industrial services are still the top priorities. It is necessary to create a strong "push" for the industrial and service sectors. On that basis, it is aimed at increasing the scale of the economy.

The province needs to continue to improve its provincial competitiveness index, strive to be in the top 10 of the country; promote diverse resources for development, including mobilizing internal resources among the people.

Human potential must be considered an advantage for development. Currently, Nghe An has a population of about 3.3 million people, with the characteristics of Nghe An people being intelligent, hard-working, and diligent. This is the strength of the locality in implementing socio-economic development and increasing growth rate. Along with that, promoting a rich cultural identity, considering this as a form of resource in the current trend.

The province also needs to focus on developing and applying science and technology in production and life; with many solutions to promote the implementation of the 4.0 scientific and technological revolution.

In addition, investment attraction activities focus on environmental protection and people's health protection. Priority is given to high-tech investment projects...

Nghe An is a key area for national defense and security, so the province and its functional forces must not be negligent or lack vigilance. They must constantly focus on maintaining the stability of national defense and people's security posture.

The Standing Member of the Secretariat emphasized that Nghe An must focus on building a clean Party and a strong political system. This is a prerequisite to ensure the consistent leadership of the Party and maintain the people's trust.
