The Standing Committee of the Provincial People's Council anticipates two groups of questions to be raised at the mid-year regular session in 2026.

On the afternoon of May 29th, the Standing Committee of the Provincial People's Council held its regular May meeting to hear and give opinions on the program and content of the specialized session, the mid-year regular session of the Provincial People's Council, and a number of tasks within its authority.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrades Duong Dinh Chinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; and Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council presided over the meeting.

Also attending were comrades: Nguyen Van De - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; and leaders of the Vietnam Fatherland Front Committee of the province.

Completed several key tasks.

At the meeting, the Standing Committee of the Provincial People's Council spent time evaluating the results of activities in May; the focus was on organizing working sessions with the Provincial People's Council's working groups and committees, as well as the Standing Committees of the commune-level People's Councils, to unify some viewpoints, understandings, and determinations for innovation and creativity in activities aimed at improving the quality of the work of elected bodies, contributing to promoting the overall development of the province and each locality.

The Standing Committee of the Provincial People's Council also focuses on directing and supervising the preparation for specialized sessions and regular mid-year sessions of the Provincial People's Council; monitoring and surveying activities; handling citizen petitions; and monitoring and guiding the activities of the People's Councils at the commune level.

Notably, the Standing Committee of the Provincial People's Council organized a consultation with provincial People's Council delegates on the proposed groups of issues to be questioned at the mid-year regular session in 2026, focusing on the planning of commune and ward construction; land management, issuance of land use right certificates, and mineral resource management.

In May, the Standing Committee of the Provincial People's Council received and processed 14 complaints, denunciations, petitions, and feedback letters from citizens.

The Standing Committee of the Provincial People's Council also issued a plan and assigned tasks to implement the Action Program for implementing the Resolutions of the Party Congress at all levels and the Project to improve the effectiveness of the People's Councils at all levels for the 2026-2031 term.

Participating in the session, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council - expressed concern about improving the quality of preparation of content for presentations at sessions, especially the quality of decisions and the issuance of resolutions and policies by the Provincial People's Council to meet the requirements of the province's development. He requested the Provincial People's Committee to direct departments and agencies to proactively coordinate with the Provincial People's Council's committees to develop and submit draft resolutions on schedule and with quality, avoiding submitting content for review only close to the session date.

At the same time, to ensure the quality of the Provincial People's Council's operations, the Standing Committee and the Committees and Groups of the Provincial People's Council need to adhere to the regulations and action program with the spirit of "6 clear points" in order to implement them.

Comrade Duong Dinh Chinh, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, was concerned about improving the quality of supervision and surveys, clearly affirming the role and position of elected bodies and promoting the overall development of the province; accelerating the synchronous digital transformation in all activities of the Provincial People's Council; and reviewing and abolishing resolutions issued by the Provincial People's Council that are no longer appropriate…

Continue to enhance the role and position of the People's Council.

Concluding the meeting, Comrade Hoang Nghia Hieu – Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council – emphasized the need to focus on preparing the content and organizing two specialized sessions in June to address some key issues of the province, including adjusting the Provincial Master Plan for the period 2021-2030, with a vision to 2050.

Along with the two thematic sessions, preparations are underway for the mid-year regular session in 2026, scheduled to be held in early July. The Provincial People's Council and the Provincial People's Committee are required to coordinate closely to ensure thorough preparation of the content and improve the quality of the session, especially the quality of decisions and resolutions issued by the Provincial People's Council.

Comrade Hoang Nghia Hieu also noted several tasks related to reviewing and evaluating resolutions issued by the Provincial People's Council to repeal those that are no longer appropriate; establishing a steering committee for digital transformation of the Provincial People's Council; and coordinating and harmonizing supervisory and survey activities to avoid duplication and inconvenience to local authorities.

Regarding the Project to improve the effectiveness of the People's Councils at all levels in Nghe An province for the 2026-2031 term, in addition to the goals, tasks, and solutions to improve the quality of the activities of elected bodies, Chairman of the Provincial People's Council Hoang Nghia Hieu noted the need to add the role of supervising and controlling state power over the two-level local government apparatus and supervising and deciding on important issues of the province.

Chairman of the Provincial People's Council Hoang Nghia Hieu also requested the People's Council Committees, the Office of the National Assembly Delegation and the Provincial People's Council to expedite the resolution and response to voters' petitions; to continue reviewing and urging competent agencies to resolve and respond to complaints, denunciations, petitions, and feedback forwarded by the Standing Committee of the Provincial People's Council, especially those that have not yet received a written response regarding resolution or have received a written response but the matter has not yet been resolved.
