The Standing Committee of Nghe An Provincial People's Council held its regular meeting in April.

On the morning of April 26, the Standing Committee of Nghe An Provincial People's Council held a regular meeting for April 2023 under the chair of comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council.

IMPROVE COOPERATION EFFICIENCY, CAREFULLY PREPARE MEETINGS

At the meeting, delegates listened to a report on the preparation of content and program of the Special Session (13th Session) of the 18th Provincial People's Council, scheduled to be held on the afternoon of May 5.

Accordingly, the Provincial People's Council will consider and approve the following drafts: Resolution approving the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050; Resolution on the policy of converting forest use to other purposes to implement works and projects in Nghe An province.

The Provincial People's Council will also consider and approve the following drafts: Resolution allowing the extension of the implementation period and disbursement of capital allocated for basic construction projects from the local budget until December 31, 2023; Resolution approving the Project proposing to recognize Do Luong urban area, Do Luong district, Nghe An province as meeting the criteria for a type IV urban area; Resolution approving the investment policy; adjusting the investment policy of projects (Decision on investment policy for the project: Do Luong I High School, Do Luong district, Nghe An province).

At the meeting, the Standing Committee of the Provincial People's Council also gave opinions on the proposal of the Provincial People's Committee on adjusting the list of projects and capital plan to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas issued together with Resolution No. 45/NQ-HDND dated October 12, 2022 and Resolution No. 62/NQ-HDND dated December 9, 2022 of the Nghe An Provincial People's Council, on adding content to the agenda of the 13th Session.

At the meeting, the Standing Committee of the Provincial People's Council and the Provincial People's Council Committees discussed many issues related to the preparation and organization of the Provincial People's Council meetings, especially the need to submit documents for timely review; consider whether or not to issue some resolutions at the regular mid-year meeting; as well as solutions to improve the quality of contact with voters and respond to voters' recommendations...

At the meeting, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi affirmed the determination of the Provincial People's Council agencies with the spirit of proactive "early, from afar" in examining draft resolutions; thereby requesting the Provincial People's Committee to continue to make efforts in urging relevant departments and branches to submit draft resolutions on time to ensure the effectiveness and quality of examination work before submitting to the meeting.

Regarding the discussion ideas to improve the quality and effectiveness of voter meetings, especially the response to voters' petitions, the Vice Chairman of the People's Council of Nghe An province reaffirmed the necessity and suggested further dissemination to delegates on the need to clearly understand the full name, address and phone number (if any) of voters asking questions at voter meetings, to both enhance the responsibility of the questioner and have an address to forward the response of the competent authority to voters.

He also requested that the Council Affairs Office coordinate with the Petition Office of the Office of the National Assembly Delegation - Provincial People's Council, before each regular session, send to the Provincial People's Council delegates comments and assessments of the delegate's activities related to the following contents: Participation in the session, contact with voters, sending voters' opinions and recommendations to the Provincial People's Council agencies, participating in the session (questioning, discussing)... on that basis, urge delegates to better perform their role as elected representatives, as well as evaluate and classify delegates at the end of the year.

At the meeting, on behalf of the leaders of Nghe An Provincial People's Committee, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh also discussed and clarified some contents related to the progress of submitting draft resolutions for review by the Provincial People's Council Committees, as well as the viewpoint on adjusting the list of projects and capital plans to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas...

REVIEWING WORKS IN NATIONAL TARGET PROGRAMS TO ENSURE THEIR CLOSEST ACCORDANCE WITH PRACTICE

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy - Chairman of the Provincial People's Council emphasized that the upcoming 13th Session (special session) is an extraordinary session to resolve issues related to socio-economic management, ensuring national defense and security of the province.

He assigned the Economic - Budget Committee of the Provincial People's Council to examine the draft resolutions submitted to the meeting. The viewpoint is that the content submitted with full relevant documents will be examined, and any content that does not ensure full documents will be transferred to the regular meeting in the middle of this year.

From the proposal to adjust the list of projects and the capital plan to implement the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas, specifically the bridge construction project in Ky Son, the Chairman of the Provincial People's Council agreed at the meeting, requesting the Provincial People's Committee to direct the review of the entire list of projects registered for implementation in national target programs, especially in ethnic minority and mountainous areas; related to factors of technical standards, location, and set goals. If there is any unreasonableness, timely adjustments must be proposed so that the project is closer to reality, ensuring effective use upon completion.

Regarding the regular mid-year meeting of 2023, the Chairman of the Provincial People's Council proposed that the Provincial People's Committee discuss, reach an agreement and soon submit a document to the Standing Committee of the Provincial People's Council on whether to remove from the list of promulgated Resolutions on policies to support medical examination and treatment for people in poor households, ethnic minorities in difficult areas and people with serious illnesses in Nghe An province and the Resolution on adjusting the planning for forest protection and development in Nghe An province.

At the same time, the Provincial People's Committee needs to direct, review, and unify the agency in charge of advising on a number of resolutions, especially the Resolution approving the Project proposing to recognize the expanded Vinh city as meeting the criteria of a type I urban area, thereby the Standing Committee of the Provincial People's Council unifies the assignment of the Provincial People's Council Committees to review appropriately.

Chairman of the People's Council of Nghe An province Thai Thanh Quy also discussed some contents related to the preparation process of the provincial People's Council delegates to improve the quality of voter contact and answer voters' recommendations. In particular, the report of the Provincial People's Committee on socio-economic, national defense and security sent to delegates to serve voter contact needs to supplement some current issues emerging in the area.
