The Standing Committee of the Nghe An Provincial People's Council held its regular April meeting.
(Baonghean.vn) - The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to coordinate with the agencies of the Provincial People's Council to promptly and thoroughly prepare for the upcoming sessions of the Provincial People's Council, especially the 13th Session (Special Session) and the mid-year regular session of 2023.
On the morning of April 26th, the Standing Committee of the Nghe An Provincial People's Council held its regular monthly meeting for April 2023, chaired by Comrade Thai Thanh Quy - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Chairman of the Provincial People's Council.

Attending the working session were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee; members of the Provincial Party Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; along with representatives of the leadership of the Vietnam Fatherland Front Committee of Nghe An province; and leaders of the Committees and Offices of the Provincial National Assembly Delegation and People's Council...
IMPROVE COORDINATION EFFECTIVENESS AND CAREFULLY PREPARE FOR MEETINGS
At the meeting, delegates heard a report on the preparation of the content and program for the Special Session (13th Session) of the 18th Provincial People's Council, scheduled to be held on the afternoon of May 5th.
Accordingly, the Provincial People's Council will consider and approve the following draft resolutions: Resolution approving the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050; and Resolution on the policy of converting forest land use to other purposes for the implementation of projects and works in Nghe An province.

The Provincial People's Council will also consider and approve the following draft resolutions: a Resolution allowing the extension of the implementation and disbursement period of allocated funds for basic construction projects funded by the local budget until December 31, 2023; a Resolution approving the proposal to recognize Do Luong town, Do Luong district, Nghe An province as meeting the criteria of a type IV urban area; and a Resolution approving the investment policy and adjusting the investment policy for projects (Decision on investment policy for the project: Do Luong I High School, Do Luong district, Nghe An province).
At the meeting, the Standing Committee of the Provincial People's Council also gave opinions regarding the submission from the Provincial People's Committee on adjusting the list of projects and capital plan for implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas, issued together with Resolution No. 45/NQ-HĐND dated October 12, 2022 and Resolution No. 62/NQ-HĐND dated December 9, 2022 of the Nghe An Provincial People's Council, on adding content to the program of the 13th Session.

It is expected that the Standing Committee, the Committees of the Provincial People's Council, the Provincial People's Committee, and relevant departments will submit 24 types of reports and 30 draft resolutions to the session for consideration; of which, the Standing Committee and the Committees of the Provincial People's Council will prepare and submit 7 types of reports and 4 draft resolutions; the Provincial People's Committee will prepare and submit 12 types of reports and 26 draft resolutions; and relevant departments will prepare and submit 5 types of reports at this important session.
Provincial People's Council delegates will meet with voters before the session from May 22nd to June 10th, 2023; and meet with voters after the session from July 11th to July 17th, 2023.

During the meeting, the Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council exchanged views on many issues surrounding the preparation and organization of the Provincial People's Council sessions, especially the need for more timely submission of documents for verification; considering whether or not to issue some resolutions at the mid-year regular session; as well as solutions to improve the quality of voter outreach and responses to voter requests…
At the meeting, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi affirmed the decisiveness of the provincial People's Council agencies with a proactive spirit "from early on and from afar" in reviewing draft resolutions; thereby requesting the Provincial People's Committee to continue its efforts in urging relevant departments and agencies to submit draft resolutions on time to ensure the effectiveness and quality of the review work before submission to the session.

Regarding discussions aimed at improving the quality and effectiveness of voter outreach meetings, especially in responding to voter requests, the Vice Chairman of the Nghe An Provincial People's Council reaffirmed the necessity and requested that delegates further emphasize the need to clearly record the full name, address, and phone number (if available) of voters who ask questions at voter outreach meetings. This is to both enhance the accountability of the questioner and to provide a contact information for forwarding the response from the relevant authorities to the voters.
The comrade also suggested that the Council Affairs Department, in coordination with the Citizen Petition Department of the Provincial People's Council Delegation Office, should send comments and assessments of the delegates' activities related to issues such as participation in sessions, contact with constituents, submitting constituents' opinions and recommendations to the Provincial People's Council agencies, and participation in sessions (questioning, discussion, etc.) to the delegates. Based on this, delegates should be encouraged to better fulfill their roles as elected representatives, and delegates should be evaluated and ranked at the end of the year.

At the meeting, on behalf of the leaders of the Nghe An Provincial People's Committee, the Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, also discussed and clarified some issues related to the progress of submitting draft resolutions for review by the Provincial People's Council Committees, as well as the views on adjusting the list of projects and capital plans for implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas…
REVIEW PROJECTS WITHIN NATIONAL TARGET PROGRAMS TO ENSURE THEY ARE PRACTICAL.
Concluding this discussion, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy - Chairman of the Provincial People's Council, emphasized that the upcoming 13th session (special session) is an extraordinary session to address issues related to the management of socio-economic affairs and ensuring national defense and security of the province.
The comrade instructed the Economic and Budget Committee of the Provincial People's Council to review the draft resolutions to be submitted to the session. The principle is that those with complete relevant documents will be reviewed, while those lacking sufficient documentation will be postponed to the mid-year regular session.

Regarding the proposal to adjust the project list and capital plan for the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas, specifically the bridge construction project in Ky Son, the Chairman of the Provincial People's Council agreed at the meeting and requested the Provincial People's Committee to direct a review of the entire list of projects registered for implementation under national target programs, especially in ethnic minority and mountainous areas; concerning technical standards, location, and objectives. If any inconsistencies are found, adjustments must be proposed promptly to ensure the project aligns with reality and is effective upon completion.

Regarding the mid-year regular session of 2023, the Chairman of the Provincial People's Council requested that the Provincial People's Committee discuss, agree upon, and promptly submit a document to the Standing Committee of the Provincial People's Council on whether to remove from the list of items being issued the Resolution on policies to support medical examination and treatment for people in poor households, ethnic minorities in difficult areas, and people with serious illnesses in Nghe An province, and the Resolution on adjusting the planning for forest protection and development in Nghe An province.
At the same time, the Provincial People's Committee needs to direct, review, and unify the lead agency responsible for advising on a number of resolutions, especially the Resolution approving the Proposal to recognize the expanded Vinh City as meeting the criteria of a Type I urban area. Following this, the Standing Committee of the Provincial People's Council will agree on assigning the relevant Committees of the Provincial People's Council to conduct appropriate verification.

The Chairman of the Nghe An Provincial People's Council, Thai Thanh Quy, also discussed several issues related to the preparation process for provincial People's Council delegates to improve the quality of voter outreach and responses to voter requests. Specifically, the report from the Provincial People's Committee on socio-economic development, national defense, and security sent to delegates for voter outreach needs to include additional current issues emerging in the province.
The Standing Committee of the Provincial People's Council also unanimously agreed to request the Provincial People's Committee to report on the results of implementing Resolution 20 of the 17th Provincial People's Council on assigning the Provincial People's Committee to decide on the investment policy for a number of public investment projects in Group C, at the regular session at the end of 2023, in order to assess the effectiveness of the above delegation and the direction for the coming period.
