The Standing Committee of the Nghe An Provincial People's Council conducts a survey on digital transformation work in Dong Loc commune.
On the afternoon of December 4th, the Standing Committee of the Nghe An Provincial People's Council held a working session in Dong Loc commune as part of a survey program on digital transformation in the activities of the commune-level People's Councils.

Comrade Hoang Nghia Hieu, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, presided over the meeting.
Also attending were Comrade Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; members of the Provincial Party Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council and Bui Duy Son - Chief of the Office of the National Assembly Delegation and the Provincial People's Council; and leaders and staff of the Provincial People's Council committees.
Representing the leadership of Dong Loc commune were Comrade Duong Dinh Chinh - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of the commune, and leaders from the wards and communes of Cua Lo, Vinh Loc, Nghi Loc, and Trung Loc.

In implementing Resolution No. 57 of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation; Plan No. 331 of the Provincial Party Committee on implementing digital transformation in provincial Party agencies, 2025-2028; and stemming from the need to innovate and improve the quality and efficiency of the activities of elected bodies at the local level; the Standing Committee of the Dong Loc Commune People's Council has proactively issued Plan No. 06 to concretize the contents and tasks for implementation.

The goal of digital transformation for the Dong Loc Commune People's Council is to optimize processes, modernize working tools, and better serve the people. To date, the digital transformation tasks in the Dong Loc Commune People's Council's operations have focused on three core areas: "paperless meetings," digitizing voter petitions, and creating an electronic handbook for the Chief of the People's Council and People's Committee Office.

Accordingly, the current Dong Loc Commune People's Council sessions are completely paperless; all documents, including reports, presentations, draft resolutions, etc., are transferred to the Dong Loc Commune People's Council app system, via iOffice, QR code, and Zalo, allowing delegates to access and use them systematically and store them long-term. This method creates a proactive, timely, and simple way for delegates to access documents, while also saving time and printing costs for the Commune People's Council and People's Committee Office.

The People's Council of Dong Loc commune also implemented the digitization of the process for receiving and resolving voter petitions, helping people directly submit feedback and petitions and track the progress of resolution, including resolved, pending, and unresolved issues, increasing transparency in receiving and resolving voter feedback and petitions.
From the perspective of the commune People's Council, it facilitates the classification of groups and areas of recommendations to be forwarded to relevant agencies for resolution within their jurisdiction; it also allows for systematic monitoring and supervision of the resolution process by relevant agencies; and it creates a "data warehouse" on people's livelihood issues (Big Data) on which the commune People's Council can organize monitoring, questioning, explanation, and policy-making activities to address practical issues.

Currently, this software is being further developed to include features for automatically compiling progress reports and results of resolving conclusions and recommendations from the People's Council, Standing Committee, and committees of the People's Council at the commune level through thematic supervision activities, questioning at sessions, and explanatory meetings.
The People's Council of Dong Loc commune is also applying the NotebookLM software for electronic record keeping for its staff and representatives in carrying out advisory, compilation, and office tasks with high standards, especially in advising on the drafting of legal documents within the correct authority, issuance format, and systematic archiving.
Continue to promote digital transformation in elected bodies at all levels.
On behalf of the Standing Committee of the Provincial People's Council, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - highly appreciated the proactive, creative, and positive approach of the Dong Loc Commune People's Council in implementing and applying digital transformation to some of its tasks and activities.
In particular, they have been creative in developing software and AI applications based on their practical operations, contributing to standardizing processes and improving the quality of activities in several areas within the functions and authority of the commune-level People's Councils.

The Chairman of the Provincial People's Council also requested the commune-level People's Councils to continue improving software and applications to strongly promote digital transformation in their activities, meeting the requirements of the new context, while streamlining and improving the quality of the organizational structure.
At the same time, the Office of the National Assembly Delegation and the Provincial People's Council are tasked with coordinating with the Office of the People's Council and the People's Committee of Dong Loc commune to research, develop, and expand the application of digital transformation software from the Dong Loc commune People's Council to all commune-level People's Councils in the province, creating a synchronized transformation in digitalization within elected bodies at all levels.
