The Standing Committee of the Provincial People's Council held its regular November meeting.

One of the key tasks emphasized by Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - is to focus on organizing a high-quality year-end regular session in 2025, and to meticulously prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

On the afternoon of November 28th, the Standing Committee of the Provincial People's Council held its regular November 2025 meeting to prepare for the 35th session - the last regular session of 2025 - and to discuss several key tasks within its authority, including the proposed structure, composition, and allocation of candidates for the 19th Provincial People's Council, term 2026-2031.

Comrade Hoang Nghia Hieu, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, presided over the meeting.

Attending the session were: Mr. Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; Mr. Bui Thanh An - Member of the Provincial Party Standing Committee, Standing Vice Chairman of the Provincial People's Committee; leaders of the Vietnam Fatherland Front Committee of the province; and representatives from several relevant departments and agencies.

Received and processed 16 letters and complaints from voters and the public.

In November, the Standing Committee and committees of the Provincial People's Council focused on successfully organizing the 34th session of the 18th Provincial People's Council. During this session, several resolutions were issued regarding socio-economic development, and personnel matters within their authority were addressed, including the dismissal and election of the Chairman of the Provincial People's Committee, and the termination of duties for several members of the Provincial People's Council due to job transfers.

The Provincial People's Council and its committees have also completed thematic supervision as planned, including monitoring the implementation of the National Target Program for Sustainable Poverty Reduction in the province; addressing outstanding and long-standing opinions and recommendations from voters since the beginning of the 2021-2026 term; and surveying the implementation of health insurance policies and regulations in ethnic minority and mountainous areas of Nghe An province.

The work of addressing citizens' petitions continued to receive attention and guidance. During the month, the Standing Committee of the Provincial People's Council received and processed 16 letters of complaint, denunciation, petition, and feedback from citizens; at the same time, it urged relevant levels and sectors to resolve and respond to the letters of complaint, denunciation, petition, and feedback forwarded by the Standing Committee of the Provincial People's Council. This included issuing official letters urging the Provincial People's Court, the People's Committee of Hung Chau commune, and the People's Committee of Hoang Mai ward to process citizens' petitions within the prescribed timeframe.

Preparations for the 35th session - the last regular session of 2025 (scheduled to open on December 11, 2025) - are being carried out on schedule and with quality.

At this session, the Provincial People's Council is expected to consider 33 reports and discuss and approve 50 draft resolutions on socio-economic issues, the activities of the Provincial People's Council, and addressing opinions and recommendations from voters in the province. To date, the reports, drafts, and content for the questioning and answering sessions at the meeting have been largely prepared by the Standing Committee and the committees of the Provincial People's Council in coordination with the Provincial People's Committee and relevant departments and agencies.

Organize a high-quality year-end regular meeting.

Concluding the meeting, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - emphasized the key tasks to be implemented in December 2025. He requested the Standing Committee, the committees of the Provincial People's Council, and the Office of the National Assembly Delegation and the Provincial People's Council to review and urge relevant departments and agencies to complete the preparations for the year-end regular session, ensuring compliance with regulations and a successful session. He also requested coordination with relevant units to revise and finalize draft resolutions for issuance after the session, ensuring timely and high-quality implementation.

At the same time, urge provincial People's Council delegates to organize meetings with voters after the year-end regular session; issue a document requesting the Provincial People's Committee, provincial departments, agencies, and local authorities to respond to voters' requests via online telephone hotline at the end-of-year session in 2025.

The Chairman of the Provincial People's Council also directed the committees and delegate groups of the Provincial People's Council to continue monitoring and supervising the implementation of resolutions passed at the sessions of the 18th Provincial People's Council, term 2021-2026; review and urge competent agencies to resolve and respond to complaints, denunciations, petitions, and feedback forwarded by the Standing Committee of the Provincial People's Council; and maintain the system of receiving and processing complaints, denunciations, petitions, and feedback from citizens sent to the Standing Committee of the Provincial People's Council. The Standing Committee and the committees of the Provincial People's Council must proactively develop the 2026 thematic supervision program of the Standing Committee, the Provincial People's Council, and the committees of the Provincial People's Council.

The Office of the Provincial National Assembly Delegation and People's Council will continue to operate."The digital transformation software system serves the operations of the Nghe An Provincial People's Council and the Nghe An Provincial Delegation of National Assembly Deputies; developing and promulgating the Project "Improving the effectiveness and efficiency of the operation of People's Councils at all levels in Nghe An province for the 2026-2031 term" to be implemented at the beginning of the term, meeting the requirements of operation in the new context; closely coordinating with relevant agencies and units to implement tasks preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; urging the Standing Committee of the People's Council at the commune level to implement and report on election work to ensure the correct procedures.
